Job Description

The Emergencies and Humanitarian Action Unit (EHAU) leads and oversees three distinct organization wide functions:

1. Emergency Preparedness and Response, ensuring that assistance that helps crisis affected communities to survive is delivered immediately. This is achieved by developing innovative, systematic approaches to analyzing and responding to the world’s most pressing emergencies; ensuring high quality advocacy, operations and partnerships; and in collaboration with regional and country leaders, driving performance and strategic growth globally.

2. Humanitarian Policy and Standards, helping the IRC design and deliver high quality, accountable and ethically sound programs that achieve Core Humanitarian Standards, as well as the essential humanitarian principles of Humanity, Impartiality, Neutrality and Independence.

3. International Safety and Security, working to sustain and grow safe access into the world’s highest need and most volatile locations. Leading and supporting the IRC’s network of safety and security professionals to implement comprehensive safety and security program to keep staff and clients safe.

The IRCs fulltime Emergency Response Team (ERT) is a standing team of specialized professionals ready to deploy to an emergency within 72 hours. The ERT is supplemented by personnel drawn from the IRCs Emergency Internal and External Rosters.

The EHAU is looking for External Roster members in the following sectors: Field Coordinators & Directors, Environmental Health, Primary and Reproductive Health, Nutrition, Economic Recovery and Development, WPE & Child Protection, Finance, Supply Chain and Human Resources.

Job Overview/Summary:

External Emergency Roster Staff are deployed to support either existing country programs in their emergency response, or to initiate a new program in the crisis zone. The overall responsibility of the team is to rapidly and effectively design, develop and manage the IRC’s on-site humanitarian response to meet the immediate needs of the affected population. Response personnel are also responsible for supporting the transfer of responsibilities and knowledge to the long-term staff to ensure the continuity of IRC programming and operations. 

Major Responsibilities:

External roster personnel will be deployed to emergencies in senior field leadership roles. In this leadership role, successful candidates will have proven track records in leading and managing international and emergency programs. Depending on experience, external roster members will be deployed into positions such as Emergency Field Directors, Deputy Directors, or Senior Operations/ Program Coordinators. Terms of Reference, specifying role, responsibilities and reporting lines will be supplied for each deployment.  Typical core responsibilities would include:

  • Identify needs, coordinate and lead development of the IRCs emergency response activities and team. Oversee IRC’s on-site humanitarian response for their assigned area; ensuring quality, consistency and timely delivery.

  • Develop and resource (people and funds) and implement emergency response programs that meet the near and longer-term program objectives needs of an affected community.

  • Advocate with and/or advise peer agencies, local governments, donors and other stakeholders to influence responses to promote delivery of inclusive and high quality humanitarian services.

  • Oversee and ensure compliance with IRC policy, procedures and practices in their area of responsibility; recommend country or emergency specific policy/procedures as required.


Qualifications

  • Minimum 5 years work experience in their field at the Coordinator level or above required
  • Ability to commit to deployment within 72 hours of notification of assignment for a minimum of 6 and up to 12 weeks
  • Demonstrated skills in effectively managing and building programs and/or operations in high-pressure, fluid environments. Leadership and team management skills are essential.
  • Prior success managing in an emergency environment and/or start-up environment as part of a multinational team
  • Excellent capability to represent the IRC in forums in emergency settings and excellent communication skills including    the ability to deliver presentations to professional, lay and donor audiences;
  • Proven writing and editing skills, including the ability to effectively write and edit grant proposals and reports;
  • Effective people and program management skills in acute emergency contexts: the ability to train, lead and manage   staff productively under stressful circumstances;
  • Flexible work attitude: Be flexible and yet focused & reliable in an environment of changing demands;
  • Good computer skills: facility with MS Word, Excel, and email/internet software.
  • Multi-lingual skills advantageous – with priority placed on French, Spanish and Arabic.
