ABOUT THE JOB

The overall purpose of the role of Programme Specialist it to carry out project management and direct technical oversight of an assigned projects. The role includes working closely with technical unit coordinators, support services and programme support departments in DRC’s Afghanistan Country Office to ensure timely, coordinated and hands-on support to field-based implementation teams. The Programme Specialist maintains a daily coordination with the implementing teams (sectorial Team Leaders), while they report directly to the Area Managers. While Area Managers retain the responsibility over authorisation of project expenditure, Programme Specialist oversees the project budget allocated to Area Offices, and coordinates on timely project expenditure. The role requires both remote management and direct support during field deployments. Programme Specialist also liaises directly with donor, providing progress updates and formal reports as per reporting schedule internally and externally.

The job holder is expected to spend 50% of his/her time in the field; 50% should be allocated to project administration and other relevant tasks that require his/her presence in Kabul Country Office. Programme Specialist is line-managed and directly supported by assigned Technical Coordinator (Programme Technical Unit).

Responsibilities:

Project Management:

  • Ensure project compliance with national, organizational, and donor regulations, policies, procedures and technical quality standards.
  • Support field teams to ensure smooth and timely implementation of the project to a high degree of programme quality.
  • Develop project tools, including work plan, procurement and recruitment plans, standard operating procedures, technical guidelines and other guidance documents and coordinate on development of technical documents with Livelihoods, Protection and Emergency Coordinators.
  • With support from DRC Technical Coordinators (Emergency, Protection, Livelihoods and MEAL), provide hands-on guidance to the project implementing teams strengthening a coordinated approach to achieving common project goals.
  • Prepare and follow-up on work plans and budget expenditure in close coordination with the Area Office teams.
  • Work closely with the Area Managers and Technical Team Leaders to address implementation challenges and identify needs for technical support.
  • Conduct regular field visits to Area Offices as well as project locations.

 

Monitoring & Reporting:

  • Provide continuous monitoring and review of project interventions and ensure these are relevant to the target beneficiaries’ needs and interests, implemented in high quality and a cost-effective manner and in line with contractual obligations and commitments made to donor.
  • Work closely with the Monitoring, Evaluation and Learning (MEAL) Department on developing MEAL plan and related tools for assigned project, review collected data in close coordination with the MEAL Department.
  • Ensure that lessons learned are documented and actions are taken from recommendation; follow up on action plans from Team Leaders based on debriefings from monitoring and evaluation activities
  • Prepare and/or consolidate donor reports and any other internal and external updates on the project implementation and its achievements and gaps as per requirements;
  • Ensure that reports and indicator tracker from programme staff are verified by the MEAL team
  • Liaise with the Programme Support Department and ensure all project relevant documentation is archived,
  • Assume responsibility over organization and leadership of monitoring visits by external stakeholders.

 

Coordination and Compliance:

  • Liaise regularly with donor focal points to provide progress reports, evidence of implemented activities, communication materials, and updates on overall humanitarian context in Afghanistan.
  • Prepare fact sheets, briefs, dashboards, and progress updates and collect best practices useful for DRC future programming.
  • Work closely with DRC teams at the Country Office and Area Office to contribute to the achievement of organizational mandate and developing strategic direction of the Country Office.
  • Ensure a gender sensitive approach in the implementation contributing to equitable access to services by women and men and social and economic empowerment of disadvantaged women.
  • Champion principled humanitarian implementation including, but not limited to, respecting dignity of project participants at all times.
  • Comply with DRC’ Staff Code of Conduct (SCC) at all times, and ensure that staff under direct supervision follow SCC as well.

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies: 

  • At least 4-5 years of project management of mid- to large-scale grants administered by an international NGO or a consortium of local and international NGOs.
  • Demonstrated expertise in designing and managing multi-sectoral multi-location projects.
  • Previous experience in working with vulnerable displaced and/or conflict-affected Afghan communities.
  • Technical expertise in at least one, ideally two relevant sectors (Emergency Response, Protection, Livelihoods).

Education/qualifications:

  • A university degree in social sciences, international aid or related fields;
  • Excellent planning, coordination and management skills.
  • Excellent communication and analytical skills in English and Dari/Pashto.
  • Solid writing skills and competency to prepare informative, coherent and accurate reports.
  • Strong technical understanding needs of diverse displaced groups in Afghanistan and challenges in responding to those needs.
  • Willingness to travel to project locations.

 

Languages:

  • Professional fluency in written and spoken English;
  • Fluency in Dari and Pashto

  • Salary and conditions will be in accordance with DRC salary scale
  •  DRC will offer the successful applicant a contract till end of 2020.
