Job Description

Background/IRC Summary:

The IRC established programs in Iraq in 2003 to address the overwhelming needs of displaced people in Iraq and the neighboring countries. Since re-establishing its presence in Iraq in November 2007, the IRC has been assisting thousands of internally displaced families in the northern, central and southern governorates in the sectors of protection, gender-based violence (GBV), education, economic recovery, child Protection and emergency humanitarian assistance. Working in coordination with the humanitarian community in Iraq, the IRC's assistance and emergency programs address the needs of war-affected Iraqi internally displaced persons (IDPs) and Syrian refugees from several operational bases in the country, and include both camp-based and urban-based assistance. IRC operates throughout Iraq, with the main office in Erbil and field offices in, Baghdad, SAD, Anbar and Mosul.

The IRC’s Child Protection programming in Ninawa provides support to IDPs, returnees, and host communities mainly through specialized case management services, community-based child protection mechanisms, focused PSS activities, parenting skills trainings and youth activities.

Job Overview/Summary:

The Senior Child Protection Officer will be responsible for the day to day implementation of the IRC’s Child Protection programming in Mosul including support to Child Protection Committee’s activities and Parenting Skills program. The Senior Child Protection Officer will provide guidance and day to day tasking to child protection officers with the support of the Child Protection Manager. The Senior Officer is expected to take a lead role in representing the IRC’s Child Protection programming in Mosul. The Senior Protection Officer will be based in the IRC’s Mosul Office. Occasional travel outside Mosul or KRI may also be required.

Major Responsibilities:

  • Work with the Child Protection Manager to create effective work plans and monitoring tools for Child Protection activities.
  • Provide regular planning, support and day to day tasking for the child protection team with the guidance of the Child Protection Manager.
  • Support the Child Protection Officer to ensure the child protection committee is able to fulfill the committee’s terms of reference including regular liaison with committees at monthly and ad hoc meetings.
  • Support the Child Protection Officer and the Outreach Workers in delivering parenting skills sessions.
  • Support the Child Protection Officer and the Outreach Workers in delivering youth sessions.
  • Support the Child Protection Officer and the Outreach Workers in delivering PSS sessions.
  • Facilitation of trainings that respond to capacity building needs of child protection committees and parenting skills, PSS or youth activities.
  • Collaborate with the Child Protection Manager and Operations to ensure that supplies are available for activities in a timely manner and resources are available to support events, trainings, workshops conducted by outside consultants/experts.
  • Monitor and document the progress of all child protection activities.
  • Submit bi- weekly reports to the Programme Manager and assist in other periodic and annual reports as needed
  • Provide continuous feedback to the Child Protection Manager on any challenges in the work implementation to be addressed directly with corrective steps/measures if needed.
  • Provide supervision and guidance to staff under the position’s line management in line with the IRC principles.
  • Ensure compliance with IRC policies and protocols of confidentiality, respect and safety and adhere to child safeguarding policy.
  • Perform other duties, as needed or requested by the supervisor.

Staff Management and Development

  • Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance
  • Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented semi-annual performance reviews.
  • Provide constructive feedback and counsel on appropriate career paths and professional development.
  • Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.
  • Offer leadership support for successful adherence by staff to IRC’s Global HR Operating Policies and Procedures.

Qualifications

Job Requirements:

  • Bachelor degree in relevant field.
  • At least three years of prior professional experience in a similar post.
  • Good command of Arabic and English required for this post.
  • Ability to work independently in a rapidly changing professional environment with a view towards establishing administrative procedures and protocol that will ensure optimal functioning of the Operation.
  • Good interpersonal, organizational, and time management skills
  • Ability to maintain the highest degree of discretion.
  • child-friendly attitude and motivation to support children and youth

Working Environment: The job will be based in IRC Mosul office. Occasional travels to outside Mosul or KRI also may be required.
