ORGANIZATIONAL CONTEXT

The Job holder reports to the Head of ICT Unit in CO. At this level job holder is expected to demonstrate responsibility and initiative to respond independently to queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holder is expected to manage resources and coach and coordinate a team of support staff.
 

JOB PURPOSE

To coordinate and guide Information Technology maintenance and support activities to enable the effective delivery of IT services. 

KEY ACCOUNTABILITIES (not all-inclusive)

-    Installation and maintenance countrywide telecommunications systems include but not limited to Digital Radios both HF & VHF/UHF, VSAT, PABX, B-GAN, Satillite phone, P2P wireless Links.
-     Assist primary and initial deployment of countrywide IT & telecommunication infrastructure at offices including, bunkers installing, configure and maintenance, servers, Cisco switches, Firewalls, Access points and P2P links, VSAT, PABX.
-    Provide end user Telecommunication technical support align with ICT Service Desk roster list and equipment, to ensure optimal services in compliance with standard operations procedures.
-    Install, configure and setup WFP standard Telecommunication software/application packages for end user computer.
-    Actively participate during the new office setup and move current office during the emergency. 
-    Perform Monthly telecom check-up and ensure countrywide ICT & Telecom infrastructure services are running and ensure comply with WFP security policy.
-    Ensure Telecommunication information is up to date and accurate within Telecommunication inventories, databases, tracking sheets, and archives to support senior officers in managing these systems.
-    Contribute and review a variety of telecom related documentation including, but not limited to Technical documentation, APP, Procurement Plan, Guidance, Policy, SOPs, MoUs, NFRs, System manuals, Monthly sheet and directives) 
-    Coordinate with inter-unit and other UN agencies to align activities and maximise possibilities of inter-agency collaboration in the field of IT & Telecommunication.
-    Provide training and advice to clients and end users of Telecommunication services understand and resolve issues and ensure Telecom policies, procedures, systems and tools are correctly applied to assist WFP staff in conducting their Work.
-    Drafts specifications and standards for telecommunications equipment for procurement of ICT & Telecom equipment and ensure the Telecommunication PR, PO, GRM/SES and payment is done on timely manner.
 

STANDARD MINIMUM QUALIFICATIONS

Education: University Degree (Bachelor’s degree equivalent) in Computer  Sciences, Telecommunications Engineering, Electronic Engineering or related field.

Professional Experience: Minimum 5 years of experience in Telecommunications, Information Technology, and related field.

-    Has successfully performed installation or testing of new hardware for improving or upgrading system performance, such as servers, VSAT, Firewall, Switches & Access points.
-    Has proven experience analysing server management, complex network management, IT and Telecom system management in emergencies.
-    Have experience in VSAT setup, configuration and management GVF (Global VSAT Form) Certification will be advantage.
-    Proven knowledge and experience of Server Services management (AD, DNS, DHCP, NTP, RODC, FTP and Microsoft Office 365) and proven experience in ESXI and VMware and certification will be advantage.
-    A minimum of five years of progressively responsible professional experience in telecommunication, electronic data transmission. 
-    Have five year progressively experience in network design, hardware, AC&DC power knowledge or related area is required.
-    Have proven experience with telecom management software e.g. SmartPTT.
-    Holding Cisco, Microsoft & GVF Certification are required.
-    At least two (2) years’ experience providing services in the field of telecommunications, network design or related area to or in a field operations of the United Nation common system or comparable international organization is desirable.
-    Experience in national or international agencies is desirable.

Languages:
Fluency (level C) in English, Pashto and Dari is required. Knowledge of another official language of the United Nation would be an advantage.
 

KNOWLEDGE AND SKILLS

-    Deep knowledge of IT and Telecom network installation, setup and maintenance including, but not limited to (HF, VHF, UFH, DMR, HR/VHF/UNHF, PABX, VSAT, P2P wireless links….) and keep update the Telecom software. 
-    Able to install, configure, upgrade and troubleshoot the Telecom network including, but not limited to (HF, VHF, UHF, DMR) and other CODAN equipment. 
-    Able to setup the Telecom infrastructure during emergency with other ICT staff.
-    Strong time management skills with an ability to plan, anticipate requirements, problems and obstacles, and an ability to juggle competing priorities successfully, and to work to tight deadlines.
-    Must be able to create and maintain telecommunication related records & databases (e.g. lists of call signs, addresses, telephone numbers, wardens, etc.), to ensure accurate information is always available. 
-    Must be able to climb and work on different type of telecom tower/antenna and travel to different field locations and challenging operating environments.

Duty Station/travel: Kabul Country Office, Afghanistan

Salary: Competitive remuneration package

Medical Plan: International valid medical plan valid also for staff, spouse and dependents children under 18 years

Annual leave: 24 working days per annum
