Background

BACKGROUND OF THE PROJECT: Community security is an increasing concern in Cox’s Bazaar District. The influx of more than 740,000 Rohingya refugees since August 2017 has created new security dynamics. It has also amplified pre-existing issues, such as drug smuggling and human trafficking. The situation in the refugee camps is especially troubling given an increase in murders and kidnappings in 2019. Camp residents face a range of safety issues such as: theft, lack of lighting, drug use and smuggling, human-trafficking, disputes over aid distribution and gender-based violence. As the situation becomes more protracted, security issues in the camps and the rest of the District will become increasingly interconnected.

The Bangladesh Police have expanded their presence in the refugee camps; however, their overall numbers are not sufficient.  Furthermore, the vast majority of officers are on short rotations which hampers their effectiveness. Police patrols, especially night patrols, are infrequent and cover only a small fraction of camps, almost exclusively on the main roads. The police rely primarily on army appointed facilitators “Majhi”, who filter out most local disputes. Relationships between the Rohingya community and police are extremely weak. Elections of Camp Management Committees in a small number of locations provide an opportunity to support more legitimate forms of camp representation. This can be leveraged to strengthen relationships between the police; Rohingya and the host community.

Local government officials, including the former Refugee, Relief and Repatriation Commissioner, have asked UN agencies to increase their support to the Bangladesh Police. In response, UNDP, UNHCR and IOM have agreed to support Bangladesh Police to support this proposed community security first phase programme project. UNDP will provide technical assistance and collaborate with UNHCR and IOM to initiate first phase programme project on “Community Security and Policing” in 8 camps (4 Camps each from IoM and UNHCR).

The short-term objective of the six month first phase programme project is to: build dialogue and partnerships between police posts and the local Rohingya population. In the longer term, UN agencies will look to continue sustainable community-based interventions as a way to enhance safety and security as well as access to justice. This intervention will give Rohingya more participation in terms of articulating the community’s safety needs and contributing to the community participating in policing the camps.  In addition, these interventions will help move away from the blame game targeting refugees and promote a common understanding of the threats of criminality and its impact on peaceful coexistence among the host and refugee communities.

Lessons learned from other humanitarian crises and previous experience in Bangladesh (including UNDP’s Police Reform Programme: 2007-2016) suggest that community policing programmes can make a positive contribution. First phase programmes will need to be closely monitored by a “Technical Working Group”. First phase programmes will also be staffed by experienced community security experts, including former police officers, in order to manage risks and improve partnerships between police and the Rohingya community. UN agencies will meet regularly to coordinate and manage risk.

OBJECTIVES OF THE ASSIGNMENT: The overall objective of the assignment is to provide technical advice to UNDPs programme on Community Policing and Community Safety for host and camp community.

SCOPE OF WORK:

The Tasks of the Consultant are as follows:

  • Facilitate series of consultations with camp community, Police to evolve conducive strategy for community policing in camps;
  • Develop training and workshop syllabus and materials;
  • Prepare and submit all event reports
  • Conduct Joint workshop on community policing for host CPF and Police Officers
  • Organize workshops at Union level in Teknaf and Ukhia Thana;
  • Facilitate all the planned Joint workshop on community policing for Camp CPF and Police at the Camp;
  • Prepare and submit all reports.
  • Provide technical support to develop module and concept note for conducting Training on Community Policing for CPF leaders in Teknaf and Ukhia Thana;
  • Organize and facilitate the Joint Training for host community and Police (joint training for CPF and Police) at union level in Teknaf and Ukhia Thana;
  • Prepare and submit all reports
  • Provide technical support to organise Training on community policing for the Police Officers participants in Teknaf and Ukhia Thana, duration;
  • Conduct and facilitate planned training for Camp CPF members at Camps;
  • Support to conduct Joint training for the CPF and Police in Camp;

Duties and Responsibilities

Description of Responsibilities:

 

  • Provide technical advice to the project management on: the functioning of Community Policing Forums (CPF); Training of CPF members; Training of Police; Community Security Action Plans; Strengthening police participation in CPFs; Women’s Police Desks; Building momentum for community policing and crime prevention work within refugee camps and establishment of community policing forums or committees within up-to four camp communities;
  • Support efforts to build relationships between project, District Headquarters and Bangladesh Police;
  • Support efforts to build relationships between project and relevant parts of Police Headquarters, such as the Crime Prevention Centre;
  • Support UNDP with technical liaison with IOM/UNHCR and UN women on issues related to policing in refugee camps;
  • Regularly visit pilot locations and support strong working relationships with Officers in Charge of Thanas and Officers in charge of police camps;
  • Conduct training on Community Policing and methodology and process of development of Community Security Plans for active CPFs for police and community members;
  • Mentor UNDP staff by providing technical guidance, including on conflict sensitivity.

The consultant should produce all deliverables by the dates. UNDP will take 2-7 working days to review the draft document and share feedback with the consultant.

Institutional Arrangement

From Program:

  • C2RP team will introduce the consultant to relevant stakeholders,
  • C2RP will provide temporary desk spaces, if required, for the consultant;
  • C2RP will provide transportation to the field locations; and
  • C2RP will provide logistical support for organizing trainings and meetings

From the consultant:

  • Ensure progress tracking of target-achievements specified as per the work plan submitted.
  • The Consultant will use his/her own personal equipment/Laptop. UNDP will provide a UNDP e-mail address

Supervision and Performance Evaluation

The National Consultant will closely work with Community Security and Policing Programme - First Phase and under the direct supervision of Project Manager of the programme. The Consultant will directly report to Project Manager for coordination.

DURATION OF ASSIGNMENT:

The duration of the assignment will be 90 working days over the period February 2020 to June, 2020.

Duty Station: The duty station will be in the fields of Cox’s Bazar.

Required Skills and Experience

REQUIRED SKILLS AND EXPERIENCEAcademic Qualifications: Educational Qualification:

Minimum Master’s Degree in Management / Law/ Criminal Justice/ Conflict Resolution/ Political Science/ Public Administration or any other social science related field for the assignment.

Experiences: Minimum 10 years of relevant experience working with Community Security and/or Community Policing in the context of social conflict and crime prevention.

PRICE PROPOSAL AND SCHEDULE OF PAYMENT

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages-

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. Lodging, meals and transport cost for field visit related to this assignment will be paid by the project as per UN standard.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Travel and DSA:

No DSA will be paid at the duty station. If unforeseen travel outside the duty station not required by the Terms of Reference is requested by UNDP, and upon prior agreement/approval, such travel shall be UNDP’s expenses and the individual contractor shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

EVALUATION

Evaluation Method and Criteria:

Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  1. Responsive/compliant/acceptable; and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a minimum 70% mark in technical evaluation will be considered eligible for financial evaluation.

 

Technical Criteria for Evaluation (Maximum 70 points)

  • Criteria-01; Educational Qualification- Max Point 10
  • Criteria-02; Number of Years’ experience in working in community policing, specific experience with Community Policing Forums - Max Point 15
  • Criteria-03; Working experience in development and implementation of Community Security Plans (At least two relevant work experience certificates need to be submitted with the proposal) - Max Point 15
  • Criteria-04; Ability to design and conduct workshop/ training/ dialogue sessions on Community Security and Policing approach (Need to be submitted the evidence of assignment) - Max 10
  • Criteria-05; Good understanding of protection issues in a humanitarian crisis setting, and an early warning mechanism for the community from a protection point of view.- Max 10
  • Criteria-06-Working experiences with UNDP or other international development agencies will be an added advantage (Need to be submitted the evidence of assignment)- Max 10

 

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below.
