Background

Organizational Context 
 
The Agenda 2030 based on a set of 17 Sustainable Development Goals (SDGs) to end poverty, fight inequality and injustice, and tackle climate change challenges is underpinned by a strong commitment to ‘eave no one behind and to reach the furthest behind first. It recognizes the multi-dimensional nature of poverty and inequality and provides a framework that comprehensively addresses all dimensions of well-being.
In 2015 the Government of Pakistan launched the SDGs in Pakistan and formally adopted them through a unanimous resolution passed in National Assembly to adopt the 2030 Agenda as a National Development Agenda. In order to take forward the implementation of 2030 Agenda, UNDP Pakistan, the Planning Commission and Provincial Planning and Development Departments have launched a national initiative on SDGs focusing on the following four outputs:
•Plans, policies and resource allocation aligned to 2030 Agenda
•Monitoring, reporting and evaluation capacities strengthened
•Innovative approaches applied to accelerate progress on priority SDGs
•Financing flows aligned to 2030 Agenda
Under the project, SDG Support Units are being established at federal level in Planning Commission and with all the provinces and regions in the Planning & Development Departments. The Government of Punjab is committed to the achievement of SDGs in Pakistan. To take the SDGs agenda forward, UNDP Pakistan and Planning and Development Board, Government of Punjab have launched a project on Mainstreaming, Accelerating and Policy Support for SDGs to address the governance bottlenecks related to the implementation of SDGs in Pakistan. The project focuses on the same outputs mentioned above and the Punjab SDGs Support Unit will coordinate and work closely with other similar SDG Units established at federal and provincial level. In this regard, UNDP is advertising the position of Communication, Advocacy and Outreach Officer for the Punjab SDGs Support Unit. 
The communication, advocacy and outreach officer will will be responsible to ensure that implementation of public outreach program are in place where it will be targeting people at the sub national level for the purpose of sharing and awareness about the Punjab’s sustainable development goals. S/he would prepare press release and will be responsible to review all the internal and external media content related to developmental programs of the province, summarizing and presenting to senior project/program and government’s personnel. The communication, advocacy and outreach will develop strategies for communication and outreach.

Duties and Responsibilities

Functions / Key Results Expected 
 
 
Summary of key functions:
Under the direct supervision of Project Manager, the Communication, Innovation and Outreach Officer will be responsible for:
Ensuring planning and design of internal and external strategies for communications and outreach for SDGs focusing on achievement of the following results:
•Planning and elaboration of communications needs assessments
•Elaboration of the communications and outreach strategy for the project.
•Constructive and timely advice on inclusion of communications components in programme formulations to integrate advocacy and communication strategies
Coordinate with stakeholders and document innovative ideas, particularly focusing on frugal innovation to achieve the following results: 
•Genuine ideas for innovative solutions to achieve priority SDGs; the ideas could be shared with Tech labs/Innovation Labs for further working.
•Mapping of innovative solutions in SDGs domain in Punjab to identify the best practices, which could be rolled out and presented as success stories at the global forums.
•Designing and practicing innovative communication approaches for mainstreaming and acceleration of SDGs in Punjab.
Ensuring elaboration and implementation of the communication and advocacy strategy and plan for SDGs focusing on the achievement of the following results:
•Elaboration and implementation of the strategy and plan
•Identification and development of storylines for publications and substantive articles contributing to debates on key development issues.
•Coordination and management of all activities, including content management, norms for publishing, design, liaison with printers and other suppliers to oversee production and supervision of publications dissemination. 
Supervising the design and maintenance web-based knowledge management system focusing on achievement of the following results:
•Design of the office web sites in incoordination with IT staff.
•Supervision and preparation of the content for the web sites ensuring consistency of the material     
Supporting the business development focusing on achievement of the following results:
•Management, promotion and dissemination of advocacy materials for launching flagship initiatives and publications regarding Sustainable Development Goals;
•Increased coverage and understanding of the project’s work through development and maintenance of media contacts and providing newsworthy information to national public and donors;
•Formatting, packaging and submission of programme initiatives for donor review in close collaboration with project staff;
•Development and maintenance of close contacts with government officials, multilateral and bilateral donors, civil society and private sector for implementation of the communications strategy, organization of roundtable discussions, press conferences, briefing sessions, interviews, launches, etc.;
•Regular newsletter to donors, donor reports, civic education and community awareness where appropriate;

Ensuring facilitation of knowledge building and management focusing on achievement of the following results:
•Identification and synthesis of best practices and lessons learned directly linked to project goals and activities.
•Monitor practices, and project-specific news and developments in order to ensure guidance to the office that reflects the best and most current available information.
•Update project information materials such as Project Fact Sheet/project summary and project website and social media sites
Impact of Results 
The key results have an impact on the overall performance of the Project for Sustainable Development Goals Implementation, and success in implementation of programme strategies.  Accurate analysis and presentation of information will ensure efficient and effective programme implementation..

Required Skills and Experience

 
Education:
 
The candidate should possess a master’s degree in Mass Communication, Media Studies, Public Relations or any related discipline 
 
Experience:
He/ She must have at least 01 years of relevant experience in the field of, communications, external relations, public affairs or corporate communications. Working experience with public sector departments in Punjab is highly desirable.
 
Language Requirements:
 
Fluency in English and national language of the duty station.
