1.    Organizational Context

 

  1. Organizational Setting

     

    The post is located in the Production and Support Unit, Operations and Support Section of the PCT Information Systems (PCTIS) Division. The Section implements the service management framework for the portfolio of business applications supporting the PCT, a highly successful patent filing treaty. The Section delivers work in close collaboration with the application development teams, infrastructure teams and end users.  It delivers service desk, information architecture, release and deployment coordination and systems operation services to the PCT.

     

    The Production and Support Unit oversees a complex and time-sensitive systems operations schedule which is a critical element of the PCT business landscape. Responsibilities also include end user support, configuration, release, incident and problem management.

     

  2. Purpose Statement

     

    The incumbent manages the Production and Support Unit. S/he contributes to and executes the policy and procedures needed in assuring that the Unit performs all of its functions in a smooth, timely and efficient fashion.

     

  3. Reporting Lines

     

    The incumbent works under the supervision of the Head of the Operations and Support Section.

     

     

2.     Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.  Take responsibility for the overall Unit, including oversight of the team, its activities, objectives, resource allocations and staff development for colleagues within the team\: schedule the work of the Unit’s staff, taking account individuals' skills and the business needs, ensure all work is carried out and documented in accordance with required standards, methods and procedures and that any applicable configuration management procedures are adhered to.

 

b.  Perform medium-scale project and program management activities of an enterprise-oriented nature in the domain of systems operations and infrastructures.

 

c.  Establish and maintain procedures and tools for the correct operations of PCT Systems, which includes recording and progressing of requests for support.  Ensure that appropriate application support tools are available and staff trained to use them, and that adequate documentation for the applications supported is available and kept up to date.

 

d.  Ensure that requests for support are properly logged, assigned and responded to in a timely manner and according to agreed standards and procedures. Ensure users and other interested parties are kept informed of progress and that corrective action is taken to avoid or minimize delays.

 

e.  Monitor and manage performance of the applications support activity. Take full responsibility for its effectiveness. Take action to remedy deficiencies.

 

f.   Initiate actions, by systems development staff or software suppliers, on the development of system enhancements to overcome known problems or further fulfill user requirements.

 

g.  Validate new releases of applications software from systems development staff or software suppliers.

 

h.  Provide general and specific advice, and issue formal reports of audit findings and recommendations for risk reduction in the IT environment, and review with line management.

 

i.   Keep abreast of and evaluate the potential benefits of new technologies, products, methods and techniques. Investigate these in detail, identify further avenues of research and early users, if any.

 

j.   Perform other related duties as required.

 

 

3.     Requirements

 

Education

Essential

 

Advanced university degree in computer science, or a related discipline.  A first-level university degree in one of the aforementioned disciplines plus two years of relevant experience in addition to the years of experience requested below may be accepted in lieu of an advanced university degree.

 

Desirable

Information Technology Infrastructure Library (ITIL) certification.

 

Prince 2 Project Management certification.

 

Experience

Essential

At least seven years of relevant professional experience including at least five years in a Production and Support Environment.

 

Experience in supervising a team in a comparable work environment.

 

Practical experience in at least several of the following areas\: Java Development, CI/CD, Enterprise Architecture, Disaster Recovery, Business Continuity Management, Business Intelligence, contract and vendor management, IT Metrics.

 

Desirable

 

Experience in working in a highly confidential and secure environment, involving sensitive information data flows.

 

Proven track record in trouble-shooting under pressure.

 

Experience with Intellectual Property systems such as the PCT.

 

Language

Essential

Excellent knowledge of written and spoken English.

 

Desirable

Good knowledge of other PCT publication languages, particularly French.

5.      Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only.  The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice.  The figures quoted below are based on the January 2020 rate of 77.4%

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
