In the context of Pakistan, the UN’s internationally recognized role and mandate on counterterrorism and criminal justice is combined with its trusted relationship with national and provincial counterparts. The UNODC is unique in the trust that has been bestowed upon it by the GoP. This partnership enables the organisation to translate and tailor its international expertise to the particular needs of the local context.
 
The support that the UNODC’s Country Office in Pakistan (COPAK) provides to the GoP and provincial governments, amongst others, focuses on capacity building, institutional strengthening and the coordination of law enforcement and prosecution agencies. It has been enhanced with inclusion of the judiciary and is aimed at supporting authorities in Pakistan under the UNODC PACT Project.
 
The PACT project would be aligned with the UNODC’s new Country Programme (2016-20). The subsequent CP will be implemented within the time period of 2016-2020. It foresees a continuation of the UNODC’s successful support to the GoP in the areas of anti-corruption, criminal justice, border control and crime prevention and control. The alignment of the priority areas of the CP (2016-20) with the Government’s vision 2025 will ensure the relevance of the intervention.
 
All the outcomes of the PACT Project deals with a series of activities including training, providing equipment, study tours, compiling data on trends and monitoring and evaluation. All these activities are designed to increase the capacities of government agencies and other stakeholders. COPAK requires the services of National Senior Programme Associate to support the implementation of these activities.
A primary contribution of the position is to ensure the effective support to the planning, budgeting, and implementation of the PACT project providing assistance in coordination of substantive activities. Also, Senior Programme Associate will prepare and draft a variety of written outputs that relate to the implementation of the project and participate in evaluations or research activities and studies. Supporting the implementation of activities related to all outcomes of PACT project is a key function of the position. Furthermore, Senior Programme Associate will facilitate logistical services related to travel and accommodation in connection with missions and/or events organized under the programme.  Senior Programme Associate will also work under the supervision of Senior Programme Officer to undertake all the tasks mentioned above. Finally, he/ she will also have to ensure effective collaboration with Programme Manager on planning instruments such as the internal work plans.
 

Duties and Responsibilities

Perform the following programme support related duties to implement programme strategies focusing on achievement of the following results: 
 
•Assists Programme Officers of PACT project in preparation of general correspondences, memorandums, budget information including forecast, schedules / programme events’ calendar and other materials;
•Assists with recruitment of International Experts/ Consultants and oversees/ monitors recruitment processes in line with UNDP rules and regulations including drafting ToRs, initiating tenders for Individual Contract / Consultant recruitment, pre-evaluation of candidates and preparing recruitment package; Support to coordinate the work of International & National Experts/ Consultants. Provides guidance/feedback to International Experts/ Consultants whenever needed;
•Contributes to and responsible for finalization of programme costed work plan / travel plan / procurement plan, as well as drafting press-releases and media coverage reports for programme activities / events;
•Provides support in monitoring of programme delivery against costed workplans and coordination between regional and country levels. Prepares and contributes to information, reports and other documentation related to the Programme/project activities in the region: 
•Assist in organizing internal/external meetings related to programme design / implementation / reporting. 
•Maintaining internal expenditures control system by ensuring that payments processed are matched and completed, transactions are correctly recorded and posted in the system;
•Collection and systematization of information on potential suppliers of services/goods;
•Process Shopping Carts through solicitations;
•Submit requests for posting Goods receipt on a timely basis and conduct Service Entry Sheet;
•Creation of travel requests in Umoja;
•Securing visa support, arrangement of transport and accommodation, etc. during workshops, meetings, conferences, visits of foreign experts, etc; 
•Coordinates effectively with Ministry of Foreign Affairs and other stakeholders regarding programme implementation;
•Receive, screen, log and route incoming and outgoing correspondence and documents for the coming to the programme, attach necessary background information and maintain a follow-up system;
•Collect, register and maintain all relevant information on programme activities, draft correspondence and ensure follow-up.
•Assist in all activities related to implementation of the UNODC portfolio including organizing meetings, training courses, workshops, conferences, study tours, as well as missions of the programme /project staff or official UNODC travelers. 
•Carry out other assignments as required.

Competencies

Competencies
• Excellent verbal and written communication skills in English.
• Previous experience in project management and implementation of information systems.
• Knowledge and experience working with the Government of Pakistan.
• Ability to interact effectively with high level government counterparts, national and international consultants.
• Previous experience with UN agency is an asset.
• Previous experience working with the Criminal Justice System is desirable. 
• Ability to work under pressure and to tight deadlines

Required Skills and Experience

Qualification: 
Secondary School Certificate is required. Bachelor’s degree is desirable in the field of development studies, public administration, political science, international relations, information technology or related fields
 
Experience: 
7 years of progressive work experience, preferably involving organization in terrorism prevention context. Work experience in technical assistance activities, including project management, is required
