ORGANIZATIONAL CONTEXT

 

Sudan is a large country in North Eastern Africa occupying approximately 1.88 million square kilometres with an estimated population of 38.4 million. Around 46% of the Sudanese population lives under the poverty line. Additionally, Sudan is neighbouring seven countries and it has an influx of refugees from some of the neighbouring countries reaching 1.5 million registered by UNHCR (from South Sudan, Chad, Ethiopia and Central African Republic).

 

The WFP Sudan Country Office strategy in line with the Sustainable Development Goals 2030, aims to end hunger, achieve food security and improved nutrition including promoting sustainable agriculture by 2030.

 
JOB PURPOSE

 

The Supply Chain Unit plays the role of supporting the Country Office program to achieve the country strategic plan. This includes management of port operations, shipping, warehousing, handling and transportation of more than 300 metric tons (annually) of assorted food commodities within Sudan corridor.

 

The WFP Strategic Fleet Team in Sudan is a part of the Supply Chain Unit, which manages the fleet of heavy-duty trucks and the workshops to handle maintenance and repair works of the trucks, light vehicles and electrical generator sets.

 

The assignment of a Logistics Officer (Workshop/Fleet/Roving) P3 – El Geneina (West Darfur, Sudan), is aimed at supporting Fleet and Workshop operations in Darfur, El Obeid and Kosti, which currently maintain a fleet of 110 trucks, 284 electrical generator sets, 237 Llght vehicles and 25 motor cycles.

KEY ACCOUNTABILITIES (not all-inclusive)

 

The candidate will be responsible to organize, manage and provide oversight of all Fleet Management activities within Darfur, El Obeid and Kosti and co-ordinate Fleet Operations in accordance to the procedures, guidelines and business rules as set by WFP.

 

Under the direct supervision of the Logistics Officer (Fleet/Workshop Manager) in co-ordination with all Heads of Area Offices, the incumbent shall perform the following duties:

 

Fleet/Workshop Management

  • Develop & Manage Best Practices and Standard Operating Procedures for efficient Fleet/Workshop Management to maximize performance and monitor this performance through established Key Performance Indicators.
  • Supervise the WFP Strategic Fleet/Workshop in Darfur, El Obeid and Kosti to ensure that all tasks performed are in accordance to the required standards established to achieve maximum reliability with minimum downtime.  
  • Supervise the Fleet/Workshop staff in the timely production all reports and information as required by the Organization.
  • In conjunction with all concerned parties (Administration and Procurement), ensure that there is an adequate provision of fuel in country, including the procurement process.
  • Ensure that vehicles are adequately tracked both for operational and security purposes by usage of both VHF/ HF radio and GPS Systems.
  • Ensure that all key staff members in the Fleet/Workshop Team carry out their respective duties in accordance to their Job Descriptions within emphasis on set performance criteria.
  • Ensure that Health and Safety requirements are met in full, together with considerations for environmental needs.
  • Continuously collect valuable data/information relating to improvements required for Standardization and Development purposes for Fleet/Workshop Management; convert into eventual improved Systems, Procedures & Normative Guidelines and impart this information to other Transport Sections. 

 

Knowledge Management

  • Organise and ensure that all staff within the Fleet/Workshop Team in Darfur, El Obeid and Kosti undertakes adequate training for an efficient operation and to achieve high standards of work as required by the Organization.
  • Plan and execute training of WFP staff/counterparts on Fleet/Workshop Management.
  • Assess impacts of previous training programs and provide on the job training to improve staff performance.
  • Facilitate translation of Fleet/Workshop Management Manual into local languages in order to disseminate knowledge of good storage practices to minimize losses.

 

Managerial

  • Ensure that staffing levels are adequate in Fleet/Workshop.
  • Establish a work plan and identify key performance indicators.
  • Establish well organised and efficient operations in the Unit.
  • Provide guidance and technical support to colleagues to ensure optimum performance to meet objectives.

 

STANDARD MINIMUM QUALIFICATIONS

 

Education

Advanced University degree in Engineering, Mathematics, Logistics, Supply Chain, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.

 

Experience

5 years of progressively professional experience in Logistics, specifically in Fleet/Workshop, Project Management or similar jobs in a Company or NGO.

 

Language

Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese (Arabic is the preferred second official UN language for this position).

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

 

  • Knowledge and experience in using a computerized Fleet Management System.
  • Proven analytical skills, sound judgement and ability to provide technical advice.
  • Good time management and demonstrated ability to establish priorities and to plan, coordinate and monitor own work plan and those under supervision.
  • Proven ability to deal with multiple tasks in a courteous and service-oriented manner in demanding working conditions and with short deadlines.
  • Proven ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.
  • Ability to analyze data, draw conclusions and recommend a course of action.
  • Strong action management skills including ability to manage project in the most cost-efficient manner.
  • Self-motivated and able to work with a high degree of autonomy.
TERMS AND CONDITIONS

 

Mobility is and continues to be a core contractual requirement in WFP. However, this position is for the specific assignment outlined in this VA and the selected candidate will be offered a fixed-term appointment locked specifically to the position and related funding, which means the incumbent shall not be subject to some WFP’s policies including that regarding mobility. Furthermore, the appointment will bear no entitlement to extension or renewal.
