Organizational Setting

The main aim of the FAO Country Offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural , fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner. The FAO programme of work in Sindh province includes a number of projects focused on food security, land tenancy governance, disaster preparedness, livelihood restoration, sustainable agriculture, climate-resilient agriculture, value-chain development, and analysis of the policy environment for food security, nutrition and sustainable agriculture (FNSSA). The Food and Nutrition Security Impact, Resilience, Sustainability and Transformation (FIRST) programme is a global FAO and European partnership with the purpose of providing a policy assistance mechanism for improved FNSSA in selected countries.


Reporting Lines

This position is located in FAO Sindh provincial office in Karachi, with travel to other parts of Sindh. Under the overall supervision of the FAO Representative in Pakistan, this position reports to the International FIRST Policy Officer (Sindh, Pakistan), with very close coordination and consultation with Secretary, Livestock & Fisheries Department, and Government of Sindh.


Technical Focus

The FIRST Policy Specialist – Livestock & Fisheries (Sindh Agriculture Policy Implementation) will provide expert technical input in the field of agriculture policy & strategy during the planning phase for implementation of the adopted Sindh Agriculture Policy 2018-30. In consultation with the Government of Sindh, the Policy & Strategy Adviser will lead the preparation of documentation and analysis necessary for the Livestock & Fisheries Department to progress its implementation of the policy’s core objectives, as they relate to livestock and fisheries, in accordance with the vision of the Government of Sindh and its available budgetary space.


Tasks and responsibilities

The Policy Specialist will work consultatively with concerned departments and institutions in government and with the private sector, development partners, academia and civil society to elaborate the programs, communication activities, administrative and regulatory changes needed to deliver on the policy in a timely manner\:

  • Lead the consultation with all relevant stakeholders, collation of relevant data and information, and subsequent refinement of a sound sectoral Action Plan for the livestock and fisheries sectors of Sindh province that clearly reflects the intent of the agreed Sindh Agriculture Policy 2018-30, specifies the regulatory, structural and program design changes and delineates the priority actions for funding. Support the Secretary, Livestock & Fisheries Department in bringing this Action Plan to the Agriculture Policy Implementation Commission (SAPIC) for its approval.

  • Provide policy advice to the Secretary, Livestock & Fisheries to support all forums, meetings and interviews where the Sindh Agriculture Policy 2018‑30 is a topic of discussion, and work collaboratively with the government communications specialists to prepare key messages and announceables for the policy and its programs as they pertain to livestock and fisheries and associated natural resource management, climate change and poverty/food security/nutrition and women’s inclusion issues.

  • Provide policy advice about how any Sindh livestock, fisheries, nutrition, social protection and poverty reduction policies and programs intersect or align with the Government of Pakistan’s policies and programs, in particular, those concerning any livestock and fisheries product subsidies, taxes or trade measures, as well as the Prime Minister’s National Agriculture Emergency Program and the Ehsaas program.

  • Work collaboratively with public finance specialists and with the financial and policy staff in Planning & Development (P&D) Department, Finance Department and the Livestock & Fisheries Department to assist in preparing PC1s and associated documents for gaining approval of funds for implementing the policy and its programs. Provide policy support to the Secretary in discussions with development partners about additional sources of financing for implementation of the policy.

  • Work collaboratively with the FIRST Policy Specialist– Agriculture (Sindh Agriculture Policy Implementation); and with policy and program staff of Wildlife & Forestry Department, Agriculture, Supply & Prices Department, Women’s Development Department and other concerned agencies, to effectively consult about cross-cutting issues, and opportunities for joint programs, communication activities, cost-savings and efficiencies in delivering the Sindh Agriculture Policy 2018-30 in a timely manner.

  • Obtain information and evidence from relevant development projects in Sindh, particularly those concerned with fisheries, livestock, climate change, water resource management, poverty reduction, food value chain development, women’s inclusion, and nutrition, about administrative or regulatory changes required for mainstreaming good policy and program designs demonstrated under these projects, wherever they are aligned with the Sindh Agriculture Policy’s intent. Similarly, obtain information from private sector entities, small and large, about how the policy’s objectives can be efficiently delivered for maximum impact.

  • Lead the set-up of a monitoring and evaluation (M&E) system for the policy, its Action Plan and its programs, by determining the requirements and providing advice on what specialised support and systems are needed by the Livestock & Fisheries Department in order to report on its efforts at implementation. This system should allow gender disaggregation and be well coordinated with the system used by the other concerned departments and should meet the needs of the SAPIC in monitoring the policy’s implementation and attention to priority areas.

  • Assist the International FIRST Policy Officer to supervise any additional policy analysts recruited to support analysis, action plan preparation, PC1 preparation, M&E system design or consultation activities.

  • Perform any other tasks requested by the FAO Representative in Pakistan.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Master’s Degree in Economics, Veterinary Science, Agricultural Science, Natural Resource Management, Public Administration, International Development, Climate Change, or related field.
  • A minimum of 8 years’ experience in providing policy advice with experience in international development, government and/or and the agriculture, livestock, fisheries & forestry sectors.
  • Excellent writing skills in English, and spoken Sindhi and Urdu
  • Familiarity and experience with policy reform processes in government, and the advisory support this requires, is highly desirable.
