Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for Livelihoods Officer for the upcoming EU funded project (IcSP) that combines mine action activities with livelihoods restoration and community development support initiatives This 2-year EU funded project aims to improve the overall resilience and physical safety of the population residing in the target rural communities of Luhansk oblast.

About the job:  Livelihoods Officer will be responsible to lead DRC-DDG field activities related to economic assistance/business grants activities and ensure that needed results are delivered. The Livelihoods Officer will closely liaise with DRC-DDG mine action and protection teams and will promote DRC-DDG values through various entry points in the project, preserving staff moral and enthusiasm for the project work. Applicants are expected to have a demonstrated generalist background in the development or humanitarian field and representation with community and governmental representatives. 

Your Main Responsibilities Will Be:

  • Coordinate, plan and monitor the project activities related with livelihoods assistance. Ensure attainment of the livelihoods targets;
  • Provide leadership and team building for the project staff;
  • Ensure high level of coordination with mine action and protection teams engaged in project implementation;
  • Monitor the financial commitments and expenditures against livelihoods assistance budget lines of the project and provide timely feedback on budget follow-up;
  • Contribute to the regular progress reports for the project donor;
  • Represent DRC-DDG and participate in sectoral and relevant sub sectors/working groups when needed;
  • Develop and maintain linkages with all key stakeholders related with the project and ensure proper coordination and their involvement;
  • Support the IcSP Project Manager in functioning of the project’s monitoring system;
  • Participate in monitoring and evaluation exercises related with documenting the impact of the project assistance activities;
  • When necessary, provide back-up for other livelihoods and protection staff engaged in project implementation;
  • Follow all DRC policies and procedures;
  • Perform other duties as assigned.

Required:

  • Minimum 5 years of general working experience, minimum 1 year working for an INGO, preferably in the livelihoods sector;
  • Relevant university degree (e.g. political science, international development, or economics) or equivalent professional qualification;
  • Good communication, presentation and reporting skills;
  • Good people management and general planning skills;
  • Understanding the essentials of livelihoods and community based assistance activities;
  • Proficiency in Microsoft Office programs;
  • Advanced English proficiency, fluency in local language: Ukrainian, Russian.

Desirable:

  • Knowledge of the project cycle management tools;
  • Experience in management and planning of project budgets;
  • Experience of working with Monitoring and Evaluation.
