Background

Background

The National Transformational Leadership Institute (NTLI), a semi-autonomous institution at the University of Juba, was established in 2015 under a tripartite partnership between UN Women, University of Juba and the Ministry of Gender, Child and Social Welfare, and offers transformational leadership skills to emerging and existing women leaders from all sectors of South Sudanese society. The institute seeks to unleash these leaders’ potential for contributing to inclusive and sustainable socioeconomic as well as political policies for gender equality, nation building and development. Since its inception, NTLI has trained over 2,000 South Sudanese women across the country using its bespoke training curriculum. 

UN Women supports NTLI in order so that the institute can prepare South Sudanese leaders for leadership positions in the current R-ARCSS (Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan) peace process. UN Women also supports the ongoing progression and development of NTLI as an academic institution, both institutionally and logistically. UN Women have supported NTLI’s trainings with a broad base of partners within South Sudan, as well as sought to establish new partnerships with NTLI outside of South Sudan. Aside from supporting the development of NTLI’s strategic as well as project documents, UN Women have continuously contributed to NTLI’s curriculum development and expansion, and have worked to improve monitoring and assessment of NTLI’s country-wide programming. UN Women alongside the University of Juba and Ministry of Gender, Child, and Social Welfare sits on the NTLI National Steering Committee to improve governance, management, and accountability at the institute.

Despite delays to the peace process in South Sudan and a fragile situation overall, NTLI continues to reach its programmatic objectives and has ambitious plans for future development and expansion. UN Women’s work with NTLI in South Sudan contributes to the South Sudan Country Office Strategic Note 2019-21, specifically integrating into UN Women’s broader Women, Peace, and Security portfolio and specifically contributing to the Outcome area: ‘Government of South Sudan and stakeholders’ capacity to implement WPS commitments enhanced’.

Organizational Context:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women has been working in South Sudan since 2011, implementing programming in the areas of; Women Peace and Security; Women's Leadership and Participation; Women’s Economic Empowerment; and, Ending Violence against Women and Girls. UN Women is also working in partnership with NGOs, other UN agencies, and local and national government entities in order to leverage humanitarian response efforts and bridge the humanitarian-development nexus for promoting gender justice, women peace and security, as well as for challenging inequalities based on entrenched gender norms that are harmful for women and girls.

UN Women has a triple mandate, and in addition to the coordination and operational actions touched upon above, UN Women ensures that a comprehensive and dynamic set of norms, policies and standards on gender equality and empowerment of all women and girls is strengthened and implemented. Specifically in South Sudan this sees the Government of South Sudan fulfilling its international reporting obligations on CEDAW, Beijing Platform for Action, UNSCR 1325, Maputo Plan of Action, and the Sustainable Development Goals.  

Duties and Responsibilities

Duties and responsibilities:

Under the direct supervision of the Deputy Country Representative, the Governance and Leadership Consultant will perform the following key functions in South Sudan:

  • Ensure the implementation of all the components of the Norway/NTLI Project, including development of overall work plans, reporting (narrative and financial), monitoring, results-based management and communications;
  • Manage the Norway funds and the initial interface between UN Women and the embassy of Norway on the implementation of the Funds;
  • Support the development of NTLI annual work plans, quarterly narrative and financial reports;
  • Support the organizing of all planned Transformational Leadership Training, including tailor made modules development, assessments and identification of participants, post TL training assessments;
  • Support tracking of results and developing policy papers and briefs on the impact of NTLI/TL in changing leadership norms that promote gender equality and conflict resolution/management in South Sudan;
  • Support the coordination and tracking of NTLI’s Transformational Leadership trainers through a database which is regularly updated with skills and availability;
  • Support the ongoing training of potential Trainers on Transformational leadership skills;
  • Support NTLI and UN Women to Identify and organize collaborative partnerships with selected national and regional transformational leadership trainers/experts and institutions to support ongoing capacity strengthening of NTLI trainers/facilitators;
  • Support the initiation of partnerships with other such like-minded institutions across Africa especially those with gender equality at its core and ensure that these partnerships provide opportunities for cross fertilization of ideas on transformational leadership to promote gender equality and empowerment of women;
  • Promote experience sharing opportunities on Transformational Leadership and NTLI’s experiences with other UN Women Country Offices in Africa;
  • Support NTLI to monitor and review the impact of all its Transformational Leadership Trainings;
  • Provide substantive inputs to the preparation of donor and UN Women reports;
  • Budget Management – monitoring, tracking budget spending, checking on financial requirements, retirement of advanced funds in timely manner;
  • Provide substantive inputs to financial reports;
  • Support the development of NTLI’s outreach;
  • Participate in UNCT Results Group 1;
  • Any other task as assigned by the Director NTLI;
  • Any other task as assigned by UN Women Country Representative.

Required Skills and Experience

Education:

  • Master’s Degree in a relevant area such as: Gender Studies, Social Science, or International Development. A project management certificate would be an asset. 

Skills & Experience:

  • At least 2 years of relevant experience;
  • Knowledge and experience working on institutional capacity building in fragile settings;
  • Experience working with the UN system is an asset;
  • Good knowledge of current development and peace related issues in South Sudan;
  • Experience with project management throughout the project cycle;
  • Understanding of budget management and accountability;
  • Good relationship management and representation skills with donors;
  • Ability to communicate both information in the area of governance and leadership to groups from diverse backgrounds;
  • Ability to work in a multi-cultural setting, ability to use initiative, ability to work with minimal supervision, sound judgement, good organizational skills, and ability to work under pressure to meet deadlines;
  • Knowledge of and sensitivity towards gender issues;
  • Professional experience in addressing gender equality issues and promoting women’s empowerment.

Language Requirements:

  • Fluency in English (written and spoken), Arabic would be an asset
