Finance and Admin Officer - EALG Project

Background

Strengthening local governance has been a key focus of not only the government of Bangladesh, but also different donor agencies. Considering the importance of the issue, UNDP has been working to strengthen the local governance system in Bangladesh for more than a decade. UNDP lead support projects to the LGIs have played an important role in reforming the Union Parishad (UP) and Upazila Parishad (UZP) tier of government. Upon successful completion of the Upazila Governance Project (UZGP) and Union Parishad Governance Projects (UPGP) in 2016, UNDP in collaboration with SDC and DANIDA has developed the project titled ‘Efficient and Accountable Local Governance (EALG)’. The project includes three components, including Inclusive and Accountable Upazila Parishad (IAUZP: Component-1) and Sustainable, Democratic Union Parishad (SDUP: Component-2) and Policy for Effective Local Governance (PELG: Component-3). PELG is the common policy output to provide space for support to the overall devolution process.

Duties and Responsibilities

Under the overall direction and supervision of Project Coordinator the Finance and Administration Officer will be responsible for providing support in the efficient and effective implementation of day to day financial and administrative issues to run the project very smoothly.

Financial Management
 

  • Oversee all day to day Accounts, administrative, budgetary and financial management of the project;
  • Full compliance with UNDP POPP /NIM(National implementation modality)manual rules and regulations of financial processes, financial records and reports and  proper planning, supporting follow up of audit; implementation of the effective internal control framework.
  • Maintain complete set of books of account according to the principle of accounting and update it on daily basis;
  • Design CoA of the project to meet govt and donor reporting requirements, align financial data with M& E tools & techniques;
  • Provide support to prepare annual and quarterly work plans and budgets in consultation with the Project Coordinator; 
  • Assess the budget heads and ensure its expenditure is as per the approved annual/quarterly work plans; Maintain expenditure statement and support in budget processes;
  • Provide assistance to prepare periodic accounting records, maintain delivery records, make program transactions in UNDP format, prepare draft budget revisions, shadow budgets, cost sharing and other financial and accounting reports;
  • Review all payments/claims of staff and other service providers and ensure on time settlement of claims as per UNDP rules
  • Assist Project Management in settlements of DSA and other claims of staff and other service providers as per UNDP rules
  • Prepare financial advance requests to be submitted to Donors/UN agencies on quarterly basis and maintain bank reconciliation, financial transaction and certification of expenditure reports;
  • Follow up on the activities and monitor advance balances of resource disbursed, verify availability of funds for programme activities and recommend for changes in budget line if needed.  Draft budget for budget revision;
  • Review financial statements, expenditure as stated in the financial reports received from districts and prepare financial report;
  • Monitor fund disbursement and adjustment;
  • Verify Combined Delivery Report (CDR) with FACE/FR for Certification;
  • Ensure all Atlas related transaction i.e. budget analysis, upload budget, monitor project budget, enter necessary GLJE in Atlas etc.
  • • Work in preparing vouchers and process payments for all the financial transaction and process payment request including to UNDP country office.
  • Strengthen internal auditing, ensure support to the audit team and settle audit observations.

Administrative & Logistic Management
 

  • Assist Project Management in day to day administrative support for smooth operation of the project;
  • Maintain inventory of program assets and provide logistic support to workshop/seminar and other program activities;
  • Ensure the proper maintenance of the record keeping and filing system related to administration, logistics, equipment and vehicles of the project;
  • Oversee and ensure proper logistical arrangements for project
  • Supervise and maintain equipment, vehicles and assets of the Project for security and proper functioning;
  • Ensure that proper inventory of assets, equipment, vehicles etc. are maintained and checked frequently;
  • Ensure full compliance of UN rules and regulations, policies and strategies on travel management and ensure that vehicles are used in accordance with UN rules and regulations and that vehicle usage date is correctly recorded.
  • Ensure proper handover of asset to Govt. and timely closure of project in Atlas as per POPP

Procurement
 

  • Assist Project Management in quality and on time procurement of project goods/services;
  • Oversee and ensure efficient project procurement i.e. technical bids, financial bids, proposals and contracts following the provisions of the NIM Guidelines; 
  • Draw up specifications for the equipment required for procurement in close work with programme and ensure proper operation, maintenance and appropriate distribution of such equipment;

Project Management
 

  • Assist Project Management in contract management
  • Drafting of Letter of Agreements, Memorandum of Understandings, Contracts etc. and other such documents as per UNDP’s rules, regulations, and formats in close coordination with project administration and finance associate;
  • Oversee the management of various contracts with implementing partners—government entities, NGOs, UN agencies, etc.
  • Ensure the compliance of all the provisions of guidelines regarding personnel management, procurement, sub contract and financial management;

Others
 

  • Assist in project audits (internal/external)
  • Supervise support staff (Office Assistant, Messengers, Drivers, Guards, etc.) as necessary;
  • Carry out any other related responsibility as required and assigned by supervisor.

Required Skills and Experience

Education:
 

  • Bachelor’s degree in business administration, or Commerce from a recognized university

Experience:
 

  • 5 years of practical experience in administrative, financial management and procurement in national and/or international development organizations, of which at least 2 years’ experience in similar position with UN /donor agencies is required;
  • Demonstrable proficiency with Microsoft Word, Excel, PowerPoint, Access and other relevant management software;
  • Experience of working in NEX project and proficiency in English and Bangla typing;
  • Experience of working with GoB is preferable.
     

Language Requirements:
Fluency in written and spoken English and national language of the duty station.
