Environmental and Social Safeguards Expert Consultant

The Environmental and Social Safeguard Expert is a senior national consultant responsible for the development of environmental and social safeguards and environmental and social management system of FIE. The expert will also assist the development of FIE’s gender policy. All activities will be conducted taking into account government policies and guidance from the Ministry of Women, National Solidarity. The detailed TOR for the Environmental and Social Safeguard Expert will be developed at the inception phase of the project. This position reports to the Readiness Programme Lead.

The Prime Ministry of Burkina Faso in its capacity of National Designated Authority (NDA) for Climate Finance is expecting a grant from the Green Climate Fund (GCF) to undertake an eighteen months Readiness Program in partnership with the Global Green Growth Institute (GGGI). The Readiness is a funding program to enhance country ownership and access to the GCF. In the context of Burkina Faso, the objectives of this Program are threefold: 1) Provision of support to two nominated GCF Direct Access Entities (DAE) namely the Environment Intervention Fund (FIE), and a second entity that will be identified through the Program; 2) Develop a pipeline of climate mitigation and/or adaptation projects; 3) Engage with the private sector.

Scope of Work
  • Assist in the development of adequate environmental and social safeguards in compliance with GCF requirements (International Finance Corporation’s (IFC’s) Environmental and Social Performance Standards on Environmental and Social Sustainability embedded in the context of national safeguard regulations, policies and practice.)
  • Assist in the development of a formal Environmental and Social Management System (ESMS) to ensure that the FIE adequately identifies, assesses, manages, mitigates and monitors environmental and social risks and responds to problems that arise.
  • Assist in the development of the FIEs Gender Policy to prioritize gender responsiveness within the FIE and the activities supported by it.
  • Work with the NDA, GGGI, consultants and partners at all stages in the program development process by providing technical inputs on climate change adaptation or mitigation to bolster the quality of proposals and ensure alignment with both GCF and GGGI’s strategies and policies.
  • Work closely with the NDA and GGGI to assure the overall direction and integrity of the Program; and Program administration.
  • The national senior consultant specializing in environment and social safeguards (ESS) policies will be responsible for the below tasks related to FIE accreditation:
    • Engage with Ministry of Women, National Solidarity and Family to integrate latest gender perspectives policies;
    • Develop environmental and social safeguards;
    • Develop environmental and social management system;
    • Draft the FIE’s gender policy.
 
Output/Reporting Requirements/Deliverables

1) Inception Report that covers at a minimum:

  • Detailed methodology to accomplish the project
  • Project work plan
  • Identified stakeholders to be involved in the project and engagement strategies
  • List of documents to be used as reference

All deliverables as agreed upon in the workplan are delivered with high quality, within budget and the agreed upon timeline.

2) Draft of the Management tools including:

  • FIE’s ESS standards, an adequate environmental and social safeguards standard in compliance with GCF requirements
  • FIE’s ESMS, a formal Environmental and Social Management System (ESMS)
  • FIE’s Gender Policy to prioritize gender responsiveness within the FIE and the activities supported by it.

Provide support for the development and revision of shortlisted Project Concept Notes (PCNs), per GCF requirements (including ESS and; gender considerations).

3) Final version of the Management tools

  • FIE’s ESS standards, an adequate environmental and social safeguards standard in compliance with GCF requirements
  • FIE’s ESMS, a formal Environmental and Social Management System (ESMS)
  • FIE’s Gender Policy to prioritize gender responsiveness within the FIE and the activities supported by it.

Provide support for the development and revision of shortlisted Project Concept Notes (PCNs), per GCF requirements (including ESS and; gender considerations).

 
Qualifications/Experience/Expertise
  • Master’s Degree or equivalent in in Environmental Science, Sociology/Social Development or similar. Undergraduate degree in these subjects combined with specialized experience in similar organization/s may be considered in lieu of a Master’s degree;
  • At least 8 years of relevant experience in developing countries with good knowledge of one or more regions where GGGI is active at senior levels (e.g. leading projects).Experience conducting ESS study, Gender policy and ESMS is required ;
  • Familiarity with international environmental and social safeguards standards i.e. IFC, World Bank/ADBInternational experience working in several countries, including countries where GGGI is present is a plus
  • Solid Experience with environmental and social safeguards;
  • Excellent written and verbal communication skills in French and English language are a must;
  • Excellent ability to initiate collaboration across divisions and work effectively and constructively with people from diverse cultural and professional backgrounds.
  • Experience in stakeholder engagement and working on inter-institutional programmes.
  • Experience in providing executive/management support to high-level oversight committees.
  • Excellent knowledge in the areas of local people’s policy development and implementation; social safeguards; development of guidance, references and tools related to local peoples and social safeguards; design and monitoring of climate change and development programs, projects and activities; and advocacy and capacity development;
  • A strong track record in undertaking research, analyzing country trends and drawing lessons learned
  • A solid understanding of gender and social policy in Burkina Faso
  • A solid understanding of environmental risks and threats in Burkina Faso
  • Well-grounded in matters of public services delivery from a public and private sector perspective with an understanding of Government policy and strategy formulation/implementation mechanisms at national and sub-national levels within a multi-sectoral context in Burkina Faso.
  • Highly developed technical and strategic knowledge of planning, policy and strategy, infrastructure services, alternative financing, institutional reforms and governance.
  • Excellent understanding and experience in institutional capacity support.
  • Excellent organizational and management understanding and demonstrated experience with successful mainstreaming of safeguards, gender, poverty reduction and social inclusion.
  • Demonstrated understanding of principles of green climate financing
  • Demonstrated experience in managing projects that are supported and/or implemented by both international and local consultants.
  • Excellent facilitation and capacity building skills.

 

 

The position is subject to availability of funding. The successful applicant would ideally take up the position in early March 2020, with a contract duration of 4 months.
