WFP Sudan has the potential to reach millions of food insecure people across Sudan – with a total of 4 million people assisted in 2018. WFP Sudan, one of the largest and complex operations for WFP globally,  is currently rolling out its five-year Country Strategic Plan (2019-2023), which aims to provide emergency assistance through a hybrid approach (Cash, food and vouchers), along with life-changing types of programmes (Nutrition, Resilience and School Feeding).

BACKGROUND

The protracted and complex crisis in Sudan with significant humanitarian, development and peace-keeping needs leaves some 1.86 million IDPs, 1.2 million refugees and approximately 320,000 returnees (both IDPs and refugees) requiring assistance and other affected populations impacted. The economic conditions since early 2018 are also exacerbating the humanitarian situation and negatively impacting the most vulnerable. In such situations, the risk of sexual exploitation and abuse is high and women and girls (and to a certain degree men and boys) of all age groups, particularly in the rural areas, refugee and IDP camps are at greater risk even as they engage in livelihood activities.

PURPOSE OF THE ASSIGNMENT

Reporting to the UN Resident and Humanitarian Coordinator (RCHC) through the Gender Advisor and to WFP through the Deputy Country Director, the overarching role of the PSEA Coordinator is to help all network member organizations to mainstream PSEA compliance into all their programmes and operations; working towards full capacities for prevention and response by the end of the assignment.

MAIN DUTIES AND RESPONSIBILITIES

Prevention:

  • Contribute to development and delivery of PSEA training modules for all staff and partners;
  • Support PSEA mainstreaming during planning, policy development and programming, through participation in the Inter Sector Group (ICG);
  • Support and maintain the nomination of PSEA focal points from UN organizations and implementing partners by organizing monthly meetings, acting as Secretariat to the PSEA in-country network, enhancing communication and information sharing among FPs in the network and with existing coordination and complaint/feedback mechanisms;

Response systems:

  • Support Sudan PSEA Network members and implementing partners/contractors in setting up systems for receiving, handling, and referring SEA allegations committed by staff, implementing partners, and personnel of other entities;
  • Take appropriate measures to ensure safety and confidentiality of complaints/allegations received by the designated focal points and through other entry points;
  • Where required, support implementing partners to ensure SEA follow-up procedures and capacity are in place;
  • Establish an inter-agency CBCM, including a broad range of humanitarian assistance agencies and developing common protocols for complaint handling and referring SEA allegations for follow up and investigation;
  • Train SEA focal points on their roles and responsibilities.
  • Work closely with the GBV sub-sector, HCT members and implementing partners to ensure coordinated referral mechanisms for victim services and implementation of the UN General Assembly’s strategy on Victim Assistance.

Engagement with and support of affected populations:

  • Facilitate the advocacy task team to develop creative communication strategies together with focal persons and partners to facilitate awareness-raising in communities on their rights.
  • Carry out community consultations to identify culturally and contextually appropriate entry points for submitting complaints, including SEA allegations;
  • Regularly coordinate with the affected population – including identified vulnerable groups – on the perceived effectiveness and cultural sensitivity of the CBCM and adjust accordingly.

 
WFP responsibilities:

  • Function as the primary or alternate in-country PSEA Focal Point for WFP
  • Be a member of the PSEA WFP Advisory Group, collaborating with WFP's Ethics Office as it is WFP's Corporate Focal Point for PSEA
  • Support PSEA WFP efforts regionally in collaboration with WFP's relevant Regional Bureau and WFP's Ethics Office 
  • Develop and support implementation of a PSEA Action Plan for the country office
QUALIFICATIONS, EXPERIENCE AND LANGUAGE REQUIREMENTS

Education:

  • Master’s degree in Social Sciences, Law, International Relations, Development Studies and Planning or a related field from an accredited academic institution;
  • First level university degree in Social Sciences, Law, International Relations, Development Studies and Planning or a related field, combined with 9 years of experience may be considered in lieu of advanced university degree.


Experience:

  • At least 7 years relevant experience at a humanitarian setting with relevant professional experience in at least two of the following fields: sexual exploitation and abuse, Accountability to Affected Populations (AAP), protection, gender-based violence, child protection, staff misconduct and discipline, gender mainstreaming and/or humanitarian affairs, Monitoring, Evaluation, Accountability, and Learning (MEAL), preferably with the UN;


Language:

  • Fluency in English is required; Working knowledge of Arabic is an advantage
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
  • Previous experience working on prevention of sexual exploitation and abuse, familiarity with the latest developments in PSEA and inter-agency PSEA responses
  • Experience working in the Inter-Agency Standing Committee (IASC) or in other inter-agency bodies or processes;
  • Experience working in humanitarian contexts;
  • Experience working in the Middle East and North Africa (MENA) region is an advantage.
  • Proven ability to work independently under difficult conditions.
  • Excellent facilitation, training, networking and advocacy skills.
  • Familiarity with data protection and confidentiality measures is an advantage
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the organization
