Background

The United Nations Office on Drugs and Crime is the main UN agency in the fight against illicit drugs, crime, corruption and terrorism in virtue of the UN Conventions and Universal Instruments in this regard. The UNODC Regional Office for South Asia (UNODC ROSA) is located in New Delhi (India) and covers six countries of the region: Bangladesh, Bhutan, India, Maldives, Nepal and Sri Lanka. Besides India, UNODC has Programme Offices in South Asia.
 
Under its Regional Programme for South Asia for the period 2018-2021, UNODC is delivering technical assistance to South Asia under the following five sub-programmes: (1) countering transnational organized crime; (2) a comprehensive response to the drug problem (drug trafficking & drugs and health); (3) countering corruption; (4) terrorism prevention; (5) criminal justice and crime prevention. 
 
In order to effectively implement the Regional Programme and address emerging programmatic requirements of global, regional and country-specific projects; to address new and expanding challenges in programme development and implementation and to strengthen its delivery in South Asia, the Deputy Representative will lead the Programmatic team and support the Regional Representative to effectively enhance overall programmatic and financial delivery. This position is in accordance with the UNODC mandates and the Strategic Framework. The Deputy Representative works under the direct supervision of the Representative and in collaboration with the core team, project teams at the Regional Office and programme offices in the South Asian countries, UNODC HQs, government, civil society and UN partners. 

Duties and Responsibilities

Advisory and specialized technical support 
 
•As Deputy Representative, serve as key advisor to the Regional Representative and as a senior member of his/her management team in the Regional Office (RO) strategic discussions and formulation of programs and management operations;
 
•Takes the lead to formulate and develop technical cooperation programmes, projects and activities.
 
•Provide specialized technical and strategic support in managing all aspects of Regional office programme design and management of related activities and for ensuring accountability in programme monitoring, reporting, quality assurance and evaluation;
 
•Support, guide and provide input to assure quality control in the formulation of relevant, high quality, results-based and rights-based programmes and to ensure programme coherence, technical integrity, inter-country/intra-regional programme cooperation and coordination;
 
•Provide strategic and specialized technical advice to the Representative and put in place systems, processes and mechanisms to improve/enhance programme planning, implementation, monitoring and timely progress reporting;
 
•Draft policy documents, briefs and other strategic papers/materials for use in the development and presentation of innovative and coherent policy and programmatic positions in support of development priorities and commitments to address drug and crime challenges, incorporating regional and global perspectives and contributing to regional and global strategies;
 
•Review, evaluate and oversee the preparation of donor proposals and reports to ensure quality, timeliness, compliance with requirements as per established rules, regulations, including the commitments under relevant UN Development Frameworks and the UNODC’s global Strategic Plan to facilitate the review and approval of proposals and reports by the Representative;
 
•Regularly assess the Regional Programme annual work plans, monitor progress on the achievement of goals and targets, and present the Representative with recommendations to assist in development planning.
 
Programme management, monitoring and oversight:
 
•Recommend and establish program monitoring standards, criteria and other indicators for measuring and assessing progress/results;
 
•Monitor the progress on mutually agreed results frameworks and performance indicators and provide timely support, action and/or decisions as required;
 
•Lead the processes of preparing reports on progress of programme implementation, assessing results and identifying areas for the Representative’s action and/or decision to ensure achievement of results as planned and in accordance with UNODC’s goals and objectives and strategic framework;
 
•Establish and/or support the development of sustainable and sound relations with counterparts, for effective advocacy and partnerships resulting in the achievement of UNODC’s goals and objectives in the region.
 
Resources and Operations/Office management:
 
•Support the Representative in the management of the Regional Office in the areas of human, material and financial resources, in line with UNODC rules and procedures;
 
•Communicate standards of performance, and assign responsibilities and accountabilities for achieving results;
 
•As Certifying Officer for the Regional Office, ensure Umoja certifications and necessary approvals in line with UN Financial Rules and Regulations;
 
•Support the Representative in the implementation of a resource mobilization strategy;
•Empower and help develop international and national programme staff under the incumbent’s supervision, providing them with managerial direction, guidance and leadership;
 
•Seek to strengthen team-building by encouraging active participation and interaction at all levels; foster staff motivation, development and empowerment and lead by example;
 
•Oversees coordination activities related to financial resources and project budgets, expenditures and utilization of funds and ensures compliance with UN financial rules and regulations.
 
•Oversees inputs for performance parameters and indicators, programme performance reports as well as inputs for results-based budgeting and results-based management.
 
Substantive support to UN coordination, advocacy and partnership building:
 
•Establish and maintain effective consultations with governments, partners, stakeholders and donors to achieve active collaboration, cooperation and alliances on programme development and implementation, resource mobilization and sustained partnerships;
 
•Represent UNODC ROSA in meetings as delegated/appropriate to consult, collaborate and interact on common issues and activities and to participate in the CCA/UNDAF process to ensure the integration of UNODC mandate areas;
 
•Support the Representative in partnership building and advocate for UNODC with government counterparts, donor community and other partners;
 
•Provides substantive leadership for building synergies between actions of the programme/project and other national, regional or international initiatives in the substantive area and relevant fields
•Represent UNODC in national and international fora as requested by the Representative.

Knowledge management and capacity building:
 
•Identify lessons learned and areas of emphasis to guide programme improvements and future strategic development planning;
 
•Design and implement capacity building training activities to enhance skills and knowledge in results-based management; results based reporting and budgeting, and systematic quality assurance;
 
•Oversee cutting-edge research and knowledge generation to inform and advise national development priorities and commitments, ensuring the integration of regional and global contexts and developments;
 
•Contribute to global and regional programme knowledge networks and practices, and development of knowledge products;

Demonstrates professional leadership, manages efficiently programmes/projects and teams.
Effectively directs, plans, develops, organizes, coordinates and implements UNODC strategies and policies. Provides direction on a wide range of issues, including developing strategies for issues on a long-term and large-scale basis to ensure timely and cost-effective delivery of results that ensure the best interests of the organization, and/or clients. Ensures that outputs produced maintain high-quality standards.  Serves as an effective spokesperson internally and externally and forms strong partnerships with relevant parties. Effectively and efficiently manages human and financial resources. This in turn directly impacts on the credibility and image of UNODC as an effective and efficient partner and as the leading knowledge-based technical and advocacy organization for promoting justice, health and security and preventing the threats posed by illicit drugs, organized crime and corruption.

•Professionalism – Substantive experience in and in-depth knowledge of the most demanding finance and budget functions (e.g., budget/work programme development, database management, etc.), claims and treasury operations.  Knowledge and application of financial and staff regulations and rules.  Skills and ability to analyse and interpret financial data.  Familiarity with UNODC’s operations and objectives.
 
Planning and organising – Sound organisational skills and ability to establish priorities and to plan, coordinate and monitor own work programme and that of junior staff.

Required Skills and Experience

Recruitment Qualifications:
 
Education:
 
Advanced university degree in social sciences, international development, public policy or related fields.

Experience:
 
A minimum of ten years of relevant professional experience that combines intellectual, strategic and managerial leadership in development programmes with a strong focus in the area of drug control and crime prevention within the UN system, Agencies, Funds or Programmes;
Several years’ field-based experience is required.
Knowledge of Umoja is an added advantage
 
Language Requirements:
 
Proficiency in written and spoken English.
