Job Description

BACKGROUND The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard to-reach areas. There are 4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair. IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 1,250 staff in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination. Job Overview/Summary: The MEAL Assistant is a part of the IRC Syria XB Program MEAL team, to support the implementation of the overall MEAL system. He/she swill work with the central MEAL team to ensure that the data needed to track progress against commitments is flowing from the field sites to Antakya, the IRC and its partner activities are being monitored to increase programming quality and inform project adjustment where necessary, and is available in a timely manner to provide decision makers with the information they need to make evidence based decisions through the following activities; data collection, data entry, coordination with the sector response program, field visits and assessments and evaluations for both partners and IRC direct projects. The MEAL Assistant will also support the planned activities for integrating a high level of partner and beneficiary accountability across the Syria XB programs. He/She will g support the Accountability Officer to roll out accountability systems on the ground. He/She will generally support the central MEAL team and program teams to ensure learning and accountability systems are working effectively within the emergency response. Working Environment: The MEAL assistant will conducting daily field sites visits to different project sites collecting different types of data in IRC and its partners’ area of operation. These visits will be supported by Transportation allowance and directly supervised and planned (minimum 1 day in advance) by MEAL officer. The MEAL Assistant will have to attend meetings, trainings, or conversance call in the office eventually.
