Background

INTRODUCTION

 

This National Policy on the Development of Orang Asli (Pelan Pembangunan Nasional Orang Asli 2030) for Orang Asli in Peninsular Malaysia, will set out the government policies related to Orang Asli in the seven (7) focus areas of land, education, health, infrastructure, leadership, economics and culture. This national policy will summarize specific analysis needed, new policy  strategies and the shared action plan for addressing Orang Asli concerns and issues from 2021 towards 2030.

Orang Asli resides in Peninsular Malaysia and makes up 1% of  the national population.  With the government’s new policy agenda on shared prosperity vision,  that aspires to leave no one behind, there is a need to re-visit current policies on the development of the Orang Asli. The proposed plan aims to end extreme poverty, andaddress deprivations and vulnerabilities among the Orang Asli communities towards an improved standard of well-being.

This consultancy aims to review and develop policies for the Orang Asli communities in the areas of land, education, health, infrastructure, leadership, economics and culture.

 

OBJECTIVES

The main objectives of this consultancy is to contribute to the development of policy documents in the area of Basic Amenities & Infrastructure development for Orang Asli settlements:

  1. Develop a policy paper on Orang Asli wellbeing in the context of Basic Amenities & Infrastructure development in Peninsular Malaysia, focused for the next 10 years towards 2030;
  2. Contribute to the formulation of the Shared Action Plan and Roadmap for Orang Asli Development for medium and long-term implementation, specifically in the context of Basic Amenities & Infrastructure development for Orang Asli settlements;
  3. Contribute to the formulation of JAKOA Strategic Plan 2021-2025 on Basic Amenities & Infrastructure development for Orang Asli settlements; and
  4. Contribute to the development of the National Policy on the Development of Orang Asli in Peninsular Malaysia 2030 (Pelan Pembangunan Nasional Orang Asli 2030) on Basic Amenities & Infrastructure development for Orang Asli settlements.

Duties and Responsibilities

DUTIES AND RESPONSIBILITIES

SCOPE OF WORK

The consultant is expected to work closely with a team of Orang Asli subject matter experts assembled for this project (hereafter, collectively referred as Project Team), together with JAKOA’s Technical Working Committee (TWC) (Jawatankuasa Pelaksanaan Pelan Pembangunan Nasional Orang Asli (JPPPNOA)) for this project.

The Project Team is expected to work closely to:

  • Prepare a comprehensive multistakeholder engagement and communication plan. The plan should include identification of stakeholders groups and a tentative schedule for consultation / engagement throughout the different phases of the project for meeting the main objectives. At a minimum, the plan should be designed and planned for communicating project purpose and plans including, fact-finding, mapping and priority setting, advocacy, and validation, from content development until finalisation of policy documents.
  • Organise and facilitate stakeholder engagements to meet the objectives as planned in the stakeholder engagement plan. This may include coordination of invitations, logistics, and preparation of workshop materials.
  • Prepare rapporteur reports for every stakeholder engagement session conducted to ensure that the consultation process, inputs, perspectives and blindspots are captured for developing the policy documents as required of this project.
  • Prepare an inception report for the project. It should include, but not limited to the roles and responsibilities, workplan / methodology, timeline, risk management, project governance structure, budget activity breakdown, and monitoring indicators.
  • Design the reporting framework for each of the policy documents.
  • Reference regional and international best practice and conventions, such as the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP)
  • Provide technical assistance and resource support to Project Team for matters related to the consultations by participating in meetings and discussions on the subject matter.
  • Organise and participate in the monthly Project Team progress meetings, or as frequently as necessary.

Specifically for each expected deliverable, the Consultant is expected to:

1.Develop a policy paper on Orang Asli wellbeing in the context of Basic Amenities & Infrastructure development in Peninsular Malaysia, focused for the next 10 years towards 2030.

  • Undertake scenario mapping based also through desktop and document review of past and present policies, laws and regulations, studies, and research about Orang Asli concerns, well-being and development opportunities.
  • Analyse Infrastructure issues and recommendations raised through the 136 resolutions raised as an outcome of the National Orang Asli Convention 2019, including other relevant research by SUHAKAM, NGOs, academic institutions and think tanks.
  • Analyze different policy options separately or as part of an integrated framework within the policy paper.
  • Link with the Sustainable Development Goals and Wawasan Kemakmuran Bersama 2030

 

2. Contribute to the formulation of the Shared Action Plan and Roadmap for Orang Asli Development for medium and long-term implementation, specifically in the context of Basic Amenities & Infrastructure development for Orang Asli settlements.

  • Draft implementation framework with details on the milestone targets as well as appropriate regulations, measurement, evaluation and verification procedures to monitor the progress of implementation.
  • The roadmap should consider and make recommendations including financing strategies  that can be proposed and  implemented in the 12th and 13th Malaysia Plans (12MP and 13 MP).

3.Contribute to the formulation of JAKOA Strategic Plan 2021-2025 on Basic Amenities & Infrastructure development for Orang Asli settlements

  • The Project Team is expected to work closely with JAKOA to develop the Department’s 5-year strategic plan.
  • Review current data and conduct gap analysis on Infrastructure development strategies.
  • Develop a SWOT (strength, weaknesses, opportunity, treats) analysis for JAKOA.
  • Strategic plan should also describe monitoring and evaluation mechanisms.

 

4.Contribute to the development of the National Policy on the Development of Orang Asli in Peninsular Malaysia 2030 (Pelan Pembangunan Nasional Orang Asli 2030) on Basic Amenities & Infrastructure development for Orang Asli settlements.

  •  Prepare a draft set of strategic priorities and actions based on stakeholder engagement, policy paper recommendations and shared action plan.

 

DURATION

The consultancy will be up to 6 months, beginning from 17 February 2020 to 18 August 2020. However, the contract is not expected to be a full time contract and payment will be made according to the deliverables achieved.

EXPECTED OUTPUTS

The consultant and Project Team is expected to produce: 

  1. One (1) project inception report
  2. One (1) stakeholder engagement communication plan, material incuding Stakeholder Engagement report;
  3. One (1) policy paper on Orang Asli Development in Peninsular Malaysia;
  4. One (1) Shared Action Plan and Roadmap for the Development of Orang Asli;
  5. One (1) JAKOA Strategic Plan (2021-2025);
  6. One (1) National Policy on the Development of Orang Asli in Peninsular Malaysia 2030
  7. One (1) set of training materials and softcopy to build capacity of policy makers on long range policy modelling/scenario and target setting

 

DELIVERABLES AND TIMELINE

The consultant will be responsible for the delivery, content, technical quality and accuracy of the paper, presentation slides and questions answer for the consultation roadshow. All deliverables shall be submitted to UNDP Malaysia and the Jawatankuasa Induk Pelan Pembangunan Nasional Orang Asli (JIPPNOA) JAKOA.

The fee is payable upon satisfactory completion and acceptance of the deliverables by JAKOA and UNDP Malaysia. Required Skills and Experience

The consultant should have the following expertise and experience:

Professional Experience

  • Minimum 5 years experience in policy development or economic research projects of Orang Asli in Peninsular Malaysia
  • Experienced in engagement program with the Orang Asli in Peninsular Malaysia;
  • Knowledgeable in developing a policy for the development of the Orang Asli in Peninsular  Malaysia or for other region will be a major advantage.
  • Prior working experience on Orang Asli issues in other areas of land rights, education, health, infrastucture, economics and culture will be an added advantage.
  • Experience in working with Government partners and other stakeholders in Public Sector development programmes will be an added advantage.

Education Requirement

Master Degree in Anthropology, Land Laws, Land Resources Management,Land Administration Environmental Management, Leadership, Health, Engineering, Public Policy, Development  Science or other related fields.

Language Requirement

Proficient in English and Bahasa Malaysia. Proficiency in any of the Malaysian Orang Asli dialect (sub-etnic) will be an added advantage.

Evaluation:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
