Background Information – Amman

The UNOPS Hub in Amman implements projects in Jordan, Lebanon, Iraq, Syria, Turkey, and Yemen, in partnership with bilateral donors, national governments, and other UN agencies.  With an established presence across the region, the office runs operations including large-scale procurement, project development, and technical management, and provides financial, human resources, and infrastructure-related services. The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, in order to support the response to the current needs and national priorities in the region.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Background Information – Yemen

The ongoing conflict in Yemen has caused significant disruptions to the supply chain and to the overall availability of services across all sectors. UNOPS is undertaking a project that aims at increasing access to primary and secondary health services in Yemen. The project aims to restore the physical infrastructure of facilities including general hospitals, local health centres, and therapeutic feeding centres through rehabilitation, maintenance works and minor repairs, in the targeted areas. In addition, UNOPS will be providing priority medical equipment and supplies to these targeted facilities along with training on the use of the medical equipment to the staff of the rehabilitated health facilities.




Background Information - Job-specific

UNOPS is undertaking a project that aims at increasing access to primary and secondary health services facilities (general hospitals, local health centers, and therapeutic feeding centers) in Yemen, through restoring the physical infrastructure of health facilities (rehabilitation, maintenance works and minor repairs) in targeted areas.

UNOPS will be responsible for the design and rehabilitation works of the health facilities, ensuring highest standards in design and rehabilitation works, and respect of ‘state of the art’ requirements for safety, sustainability, security, and disability access. In addition, UNOPS will be responsible to provide the targeted facilities with priority medical equipment and supplies, as well as strengthening capacities through conducting trainings and awareness raising activities.

Functional Responsibilities

  • Under the overall guidance of the Director Amman Operational Hub and under direct supervision of the Project Manager (PM); the Social and Environmental Safeguard Officer will be responsible for the following functions:
  • Preparation of the project's Environmental and Social Management Plan (ESMP);
  • Undertake regular monitoring of project activities against safeguard standards and guidelines of the ESMP;
  • Ensure that appropriate environmental and social mitigation measures are proposed and met, and undertake follow up monitoring to ensure that proposed mitigation measures are implemented in accordance to the agreed upon ESMP;
  • Lead on developing and delivering a series of spot checks to ensure safeguards policies are properly implemented in line with the ESMP guidelines;
  • Identify challenges, opportunities, priorities and needs for the development and implementation of the project’s ESMP at all levels;
  • In collaboration with the project team, make sure that the terms and conditions set for project implementation in line with safeguard principles are adhered to;
  • ensure that a grievance redress mechanism (GRM) for the project is established, and is accessible to the general public and in particular to Project affected persons, and to the workers engaged in project implementation;
  • Responds to and follows up on complaints/grievances raised, monitor grievances until they are resolved, and escalates issues to the Project Manager as necessary;
  • Handle additional assignments as directed by the Project Manager.

Education/Experience/Language requirements


Education:

  • Master degree in Environmental Science, Resource/Environmental Economics, Safety Management, Engineering, Natural Resources Management or relevant scientific discipline with 5 years of experience is required.
  • Bachelor degree in Environmental Science, Resource/Environmental Economics, Safety Management, Engineering, Natural Resources Management and 2 years of additional experience may be accepted in lieu of the master degree.

Work Experience:

  • 5 years of progressive relevant operational experience is required, and proven track record in working on projects covering a broad range of resettlement and social development issues
  • Experience in the humanitarian and/or development sector is required.
  • Experience with an international organization and/or UN agencies is desirable;
  • Computer literacy in particular MS Word, Excel, and PowerPoint is required;
  • Fluency in spoken and written English and Arabic is required
