This is a new role in the Middle East Regional Office and requires an entrepreneurial spirit together with a commitment to collaboration and support to our country offices in Libya, Syria, Iraq, Palestine, Lebanon and Jordan. 

Role and responsibilities

A commitment to protection is at the core of NRC’s mission. The Regional Protection Advisor is the organisation’s regional expert within the protection sector. In the Middle East, protection concerns facing refugees and IDPs are central to informing our program and policy interventions. The purpose of the Regional Protection Advisor is to strengthen protection in NRC’s programmes and response. The Regional Protection Adviser is responsible to lead on the development of regional protection trends analysis, technically support Protection Advisors in country programs, develop project proposals and concept notes, and represent NRC to partners and other stakeholders 

Specific responsibilities include: 
  
Protection Trends Analysis: Develop a regular Middle East regional protection trends analysis for the region to help inform programming, policy and advocacy and preparedness.
 
Capacity Building: support the technical development of country offices in identified area of need. Design and deliver appropriate training or source relevant expertise.
 
Durable Solutions: Contribute to regional efforts in Durable Solutions programming including local integration and return preparedness and programming for IDPs and refugees.
 
Program development projects: Responsible for identifying and designing regional program opportunities and manage regional initiatives.
 
Strategy development: Develop a regional strategy and service approach across the Middle East region, in line with the global protection strategy. Provide technical support for Country Offices to develop their own strategies. 
 
Contribute to global efforts (20%) in: 

  • Policy and resources: Contribute to the development of protection policies and resources. Contribute to development of Programme Policy and related governing documents to reflect new needs and emerging humanitarian trends
  • Technical CC development: Contribute to the adaptation of NRC’s protection programme approaches and the development of guidelines, tools and innovative approaches based on research of trends and the learning from the country offices.
  • Core competence pilots: Responsible for the identification of pilot projects for the further development of the protection core competency in the region. Contribute to the communication of results and the development of recommendations.
