Background

Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

To support member states in implementing the 2030 Agenda, UN Women’s Flagship Programme Initiative, “Making Every Woman and Girl Count (Women Count)” aims to affect a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment.

With the support of the Women Count programme, several countries are planning to undertake time use surveys which present a unique opportunity to support the Governments to collect robust, more frequent, and timely data on unpaid care and domestic work and establish baselines for strategic planning. The Statistician and Time Use Survey Specialist will work on supporting the preparation, design, implementation, data processing and completion of time use surveys.

In addition, the Asia-Pacific regional component of the Women Count Programme envisions a multi-year and multi-country programme of work with particular focus on implementing and supporting regional and country-specific activities in Asia and the Pacific. This includes work in the three inter-related key areas:

  • effective monitoring of the SDGs;
  • Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet reporting commitments under the SDGs; and
  • Ensuring that gender statistics are accessible to users in governments, civil society, academia and the private sector, to strengthen adequate demand for their production.

The successful candidate will support select activities related to the regional project. She/He will report to the Regional Gender and Statistics Specialist, Regional Office for Asia and the Pacific (ROAP). 

Duties and Responsibilities

1. Provide technical guidance and support to Women Count countries on the design, implementation and analysis of Time Use Surveys (two-thirds of the successful candidate’s time)

  • Liaise with UN Women national programnme specialists and regional statistics specialists to provide guidance and support the design, implementation, analysis of time use surveys.
  • Provide quality assurance of Time Use Surveys datasets, data quality, tabulation plans and final report contents.
  • Review and provide feedback to Women Count Countries and national statistics offices (NSO) on the following documents for compliance with time use surveys standards: Questionnaires and Manuals, Sample design, Pre-test report, Tabulation plans, Datasets and tabulations and Key findings and final reports
  • Support countries remotely or through in-county visits at various implementation steps of Time Use Surveys and in collaboration with partners (usually National Statistics Offices) in carrying out survey plans, questionnaire design, pre-test training and pre-test and fieldwork training and monitoring.
  • Participate in workshops such as training, design, data processing and dissemination and further analysis) as needed;
  • Regularly document and share lessons learnt (particularly from fieldwork) for the benefit of UN Women and the global statistical community;
  • Represent UN Women in global and regional conference, workshops and meetings related to time use data collection and analysis.

2.  Support countries in Asia and the Pacific for the production of data on select SDG indicators, such as 5.a.1 on women’s secure rights to agricultural land and other work of the Gender Statistics team in Asia Pacific as needed (one-third of the successful candidate’s time)

  • Carry out background research as needed to identify ideal pilot countries for testing survey modules for data collection on women’s secure rights to agricultural land, in coordination with FAO.
  • Adapt existing guideline questionnaire modules on 5.a.1 to national survey needs and requirements and provide technical assistance to countries for pre-testing.
  • Update enumerator training materials, develop sampling and weighting strategies, and provide technical assistance to countries for the compilation of data on indicator 5.a.1, in collaboration with the FAO statistics team in Asia and the Pacific.
  • Support the production of documents and publications with the results of the UN Women-FAO work on secure tenure in Asia and the Pacific.
  • Organize expert meetings and meetings for pilot countries to finalize and showcase this work as required.
  • Provide backstopping and programme support as needed
  • Support the development of knowledge products by providing inputs as needed
  • Participate in the implementation of training on select topics as needed

Key Performance Indicators:

  • Report on each survey supported outlining key recommendations and proposed changes and how the survey plans meet or do not meet technical standards related to time use surveys.
  • Country visit reports (including presentations and training materials) for each supported project and evidence of other distance technical support through detailed activity log.
  • Documentation of lessons learnt (particularly from fieldwork) and comparative analysis of surveys supported.
  • Timely and quality development of technical materials on Time Use and Women’s Secure Rights to Land.
  • Adherence to UN Women rules, regulations, policies and procedures in all program and operations related matters.
  • Effective and open coordination with other UN Agencies to ensure coherence and avoid duplication.

Required Skills and Experience

Education:

  • Master’s degree or Doctorate in statistics, gender and statistics, economics or other social science fields.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience:

  • A minimum of 5 years of work experience in the field of gender and statistics at the national and/or international level;
  • Professional experience on the development and application of household-based survey tools, particularly Time Use Surveys;
  • Familiarity with international methodologies for the generation of gender statistics;
  • Experience drafting statistics-based research and related reports;
  • Experience providing capacity building support, preferably in the context of gender statistics;
  • Experience in survey questionnaire and sample design, data processing, data quality assessment and data analysis;
  • Proven experience supporting national statistical systems with statistical production processes and/or data collection, analysis, use and dissemination is an asset.

Language Requirement:

  • Fluency in English is required;
  • Working knowledge of another official UN language is an asset.
