Climate Finance Specialist Consultant

The Climate Finance Specialist Consultant is a national full-time consultant who will be supporting the implementation and timely delivery of the GGGI Readiness Program in Cote d’ivoire, in close cooperation with Project Manager Lead, the NDA and GGGI team. She/he will report directly to the Program Manager and will receive guidance/support from NDA, GGGI technical experts, including the GGGI GCF Liaison Unit.  The Climate Finance Specialist will be implementing Program’s activities in accordance with GGGI’s highest quality standards.

The DLCC (Direction de la Lutte contre les Changements Climatiques) within the Ministry of Environment and Sustainable Development of cote d’ivoire, National Designated Authority (NDA), for Climate Finance is expecting a grant from the Green Climate Fund (GCF) to undertake a eighteen months Readiness Program in partnership with the Global Green Growth Institute (GGGI). The Readiness is a funding program to enhance country ownership and access to the GCF. In the context of Cote d’ivoire, the readiness project will enhance Côte d’Ivoire’s access to the GCF by supporting the accreditation of nominated national direct access entity (DAE) - Banque Nationale d'Investissement (BNI). It will identify capacity needs of the candidate DAEs and at the onset, together with key government entities, to enhance their capacity to prepare and manage climate change projects. Moreover, the proposed project will develop a national financing strategy to identify funding options including recommendations on mobilizing private sector investment for priority climate actions.

GGGI is supporting the Republic of Côte d’Ivoire to embrace the Green Growth transition model (aligned with and beyond the scope of this GCF Readiness project), in supporting the management of implementation of Strategic projects and programs. With reference to the GGGI-GCF Framework Agreement, as the DP, GGGI will undertake project implementation including financial management.  This Readiness project targets the private sector for the origination of projects and investments in climate change. Private investors are not only important for their role in financing climate change mitigation and adaptation in Côte d’Ivoire, but for the information and insights they can provide, and the expertise and agility they can bring to project development and implementation. This project will therefore ensure that private sector engagement is led by DLCC from the start to ensure projects submitted by the private sector for potential GCF funding have the buy-in and active support by of DLCC.

Project Summary

 

  1. 1.       Direct access to climate finance
    1. Support the assessment of the candidate DAE (BNI) on compliance with the GCF Standards (fiduciary, environmental and social safeguards, gender policy) and an Action Plan to address the gaps needed in order to be accredited.
  1. 2.       Climate finance strategies and project pipeline strengthened
    1. Support the development of the national climate finance strategy, including private sector vehicles and instruments to inform financing priorities and strategies for climate change projects identified in the Country Programme.
    2. Support the establishment of a platform with the NDA as the coordinating body that discuss Country Programme priority areas with AEs and other partners. This activity includes assessing existing mechanism and identify, recommend operational process to engage and communicate with accredited entities, and identify three potential accredited entities for the implementation of the Country Programme priority projects.
    3. Building on the Country Programme and project pipelines, three Concept Notes will be prepared, emphasizing the origination of concept notes from (candidate) accredited entities’ pipelines.
    4. Building on lessons learnt from previous Readiness project, a study will be prepared assessing barriers and opportunities to enable private sector participation in climate investment, and to support the development of high-quality projects. The study will complement the national climate finance strategy under activity 4.1.1.

 

Scope of Work

 

Working with the NDA, GGGI, consultants and partners at all stages in the program development process by providing technical inputs on climate change adaptation or mitigation to bolster the quality of proposals and ensure alignment with both GCF and GGGI’s strategies and policies.

Working closely with the Program’s Inter-ministerial Committee and GGGI to assure the overall direction and integrity of the Program; and Program administration.

 

  • Support the development of concept notes prioritized in the Country Programme under 4.3.1
  • Support in the establishment of platform for NDA to engage with accredited entities to implement the Country Programme including identifying additional accredited entitie
  • Help develop the national climate finance strategy and the study on private sector mobilization under activities 4.1.1 and 4.4.1.
  • Support in organizing meetings and consultations and engagement with the private sector Support the preparation of interim progress and completion reports
  • Maintain regular and constructive contact with other national and international organizations working on climate change projects in Cote d’ivoire.
  • Facilitate effective communication and decision-making between the Inter-ministerial Committee, GCF, GGGI, NDA and all stakeholders to ensure ongoing stakeholder cohesion and effective process management.
  • Represent GGGI externally as delegated by the Country Representative including but not limited to donor meetings, project areas etc.
  • Provision of direction and guidance to program implementation team and responsible parties;
  • Identification of any support and advice required from the management, planning and control of the Program.
 
Output/Reporting Requirements/Deliverables

 

The Climate Finance Specialist is expected to deliver the following:

  • An agreed upon Workplan for the 18-months, and any future joint workplans for the GGGI-NDA cooperation.
  • Identification and advice on 1) the need for adjustments to the workplan 2) opportunities for innovation and 3) new cooperation and project opportunities resulting in adjusted agreed upon Workplans (the workplan will be regularly adjusted by the PM and his/her team in close cooperation with NDA)
  • All deliverables as agreed upon in the workplan are delivered with high quality, within budget and the agreed upon timeline. This includes (but is not limited to) -Support the development of concept notes prioritized in the Country Programme under 4.3.1, Support in the establishment of platform for NDA to engage with accredited entities to implement the Country Programme including identifying additional accredited entities, Help develop the national climate finance strategy and the study on private sector mobilization under activities 4.1.1 and 4.4.1.Support in organizing meetings and consultations and engagement with the private sector
  • All deliverables as stated in the proposal submitted and approved by the GCF including all GCF related reporting requirements (both financial and technical).
  • Support the PM to maintain strong working relationships with key officials in governments particularly, Ministry of Environment/NDA, and other relevant public and private institutions. Ensure all stakeholders are and remain satisfied with GGGI’s service delivery, contributing positively to GGGI’s reputation.
  • Support the development of knowledge exchange, capacity building and communication strategy are successfully implemented ensuring GGGI’s visibility both in Country as well as internationally. This includes multiple capacity building workshops, high-level multi-stakeholder dialogues, focus group discussions, an exchange visit and exposure (communication) for the NDA, DAEs as well as GGGI.

 

Qualifications/Experience/Expertise

 

  • Master’s Degree or equivalent in Finance, Environment Studies, International Development/Affairs, Public Policy, Economics, Urban Management/ Planning.
  • Preferably 5 years of relevant experience in developing countries with good knowledge of one or more regions where GGGI is active at senior levels (e.g. leading projects).
  • At least 5 years of program experience in the development arena of cote d’ivoire. S/he is expected to be technically competent in at least two of the sectors (e.g. energy, transport, forestry, agriculture, water and food security, adaptation, land use and health).
  • Ability to engage the private sector to become project partners, co-developers, investors, etc.;
  • Experience superintending planning and budgeting functions in institutions that have an environmental services focus is desirable.
  • Holds managerial responsibilities for program planning, budgeting, reporting and staff coordination.
  • Experience in stakeholder engagement and working on inter-institutional programmes.
  • International experience working in several countries, including countries where GGGI is present is a plus.
  • Experience in providing executive/management support to high-level oversight committees.
  • Excellent written and verbal English and French communication skills is a must.
  • Ability to lead and work effectively with people from diverse cultural and professional backgrounds.

 

The successful applicant would ideally take up the position in March 2020, with a contract duration of 18 months.
