Policy Unit and Project Overview:

ICMPD is inviting all interested candidates to apply forthe Policy Analyst position in its policy unit. The Unit was established in 2017 and is ICMPD’s institutional home for policy analysis, engagement and advisory function. Our approach combines analytical policy work with monitoring of migration policy trends and developments, provision of expert advisory services and the building of networks and partnerships both inside and outside of ICMPD that together aim to improve and support better

migration policy and practice. The selected candidate will mainly work on two initiatives: on an EU- funded H2020 research project “Transnational Figurations of Displacement (TRAFIG)” as well as on ICMPD’s Annual Policy Initiative which in 2020 has the title “Balancing human and public security in global migration”.

The TRAFIG project investigates long-lasting displacement situations at multiple sites in Asia, Africa and Europe and analyses options to improve displaced people’s lives. The project aims at generating new knowledge to help develop solutions for protracted displacement that are tailored to the needs and capacities of persons affected by displacement. TRAFIG looks at how transnational and local networksaswell asmobility are used asresourcesbydisplaced peopleto manage theireveryday lives. The selected candidate will lead the activities related to stakeholder engagement and dialogue with policymakers, produce policy outputs and further seek innovative options for the exploitation of results.

The Annual Policy Initiative “Balancing human security and public security in global migration” aims to investigate themigration-security nexus with a view to formulate policy options that combine the two perspectives of public and human security. The initiative further aims to stimulate policy and strategic discussions among ICMPD’s Member States and other key stakeholders, cumulating in the Vienna Migration Conference as a key moment in time to present and discuss the developed policy options. 1Job Description:

ThePolicyAnalystwillformpartofthePolicyTeamintheDirectorateforPolicy,ResearchandStrategy, fulfil certain management tasks and report to the Head of Unit.

S/he is responsible for analysing, examining, assessing as well as developing new approaches to migrationpolicies,practicesandrealities intheareaofsecurityanddisplacement.Withintheassigned initiatives, the Policy Analyst plans and coordinates policy deliverables being responsible for their timelyachievementandquality.S/hecreatespolicycontentcontinuouslyassessingoutputsforquality and relevance to project outcomes. Promoting collaborative approaches, s/he assesses and analyses projects’ policy results, identifies lessons learnt translating them into practices, innovation and institutional knowledge and disseminating findings across internal and external stakeholder groups. The Policy Analyst monitors, analyses and interprets policy developments in the area of security and displacement, develops and formulates policy outputs and engages in external policy debates. S/he keeps abreast with trends and issues, and builds and maintains networks and partnerships across stakeholder groups in the field of work.

The Policy Analyst contributes to the development of ICMPD’s knowledge body by engaging in information-sharing and exchanges and by disseminating policy outputs through various channels to internal and external stakeholders, S/he develops concepts, identifies opportunities and formulates proposals for new policy-related projects. As applicable, s/he closely coordinates with MDC/BM, directly supervises selected staff members in the Policy Unit and contributes to the overall management of the unit.

Tasks and Responsibilities:

More specifically, s/he will be responsible for the following tasks:

1. Policy analysis in the thematic, cross-cutting areas and for projects:

Conductanalysisofexistingpoliciesandpolicyprocessesaswellasanalysisforpolicydevelopment in the area of security and displacement. Analyse data and information from various sources such as public and expert-level policy discussions as well as policy documents and research papers. Formulate various types of policy outputs, particularly policy papers, policy briefs and discussion papers.

Provide policy inputs to European and global policy processes and initiatives. Prepareanddraftcontributionstosocialmedia,blogsandarticles.Compileanddisseminatepolicy findings.

2. Policy monitoring, networking and engagement:

Continuously scan the policy environment and stay abreast with trends, current topics and discussions in the field of security and displacement and the general migration policy field. Establish and maintain networks with stakeholders in the field of security and displacement, especiallyinnationalandinternationalinstitutions,academiaandthinktanksinvolvedinmigration policy development.

Design engagement activities with policymakers and other relevant activities to enhance a common understanding among stakeholders on the described initiatives and collect feedback on current approaches.

Coordinate policy discussions, multi-stakeholder consultations and encounter possibilities between displaced populations and policymakers in Africa, Asia and Europe.

2 Participate in conferences, meetings, workshops and other fora for policy discussions. Formulate and present substantive contributions at meetings and conferences.

3. Project and knowledge management:

Plan implementation of policy-related outputs in the assigned initiatives. Design and organise policy-related project events, meetings, workshops and other activities. Review and assesspolicy-related project resultswithin the assigned projects. Identify, analyse and record lessons-learnt and translate them into inputs to new practices, policy development and knowledge products and materials.

Share information and disseminate policy resultsand lessonslearnt.Preparematerials, contribute to internal discussions, and write blogs and inputs to social media and websites. 4. Team and unit management:

Supervise the work of project teams as applicable. Assess performance of the direct supervisees as well as motivate and mentor.

Contribute to the management of the policy unit. Monitor quality and timelines of work outputs and provide guidance and feedback.

Key Results:

Policy developments in the area of security and displacement monitored, interpreted and translated into analysis and outputs.

Thematic or cross-cutting inputs to relevant policy debates, processes and events produced and delivered.

Policy networks cultivated and opportunities for ICMPD to participate in the policy discussion promoted.

Project policy outputs planned and delivered in a timely and qualitative manner according to the work plans.

Project policy results assessed and shared for advancing innovation and knowledge. Policy lessons learnt disseminated internally for project development and organisational learning. New policy projects and project component developed and formulated.

Incumbent Profile:

Specific thematic expertise in the area of migration and security as well as displacement/international protection.

A minimum of 5 years of experience in planning and implementing policy- projects in the field of migration, particularly in international organisations.

Experience in the application of a variety of social science methodological tools. Experience in policy analysis and development is a requirement.

Experience in project cycle management, project development and in management of network project teams and experts is a distinct asset.

Excellent analytical and writing skills.

Corporate Qualifications:

Experience in working in an international context.

Proficiency in (verbal/written) English, proficiency in Arabic and/or French is an asset. 3 Master’s degree related to the area of work.

Compensation:

ICMPD offersanattractive compensationpackage.Thispositionisclassifiedat IP3,withanannualnet- base salary starting at EUR 53.280. Additional benefits include participation in the ICMPD Provident Fund, Health and Accident Insurance, six weeks’ annual leave and, where applicable, dependent’s and mobility allowances.
