Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. To fulfil its mandate, the organization and offices are working on various aspects of development with the aim of either drawing attention by providing evidence on the existence of a gender gap or directly implementing interventions geared towards closing the gender gap among other sectors, also in gender statistics.

UN Women Uganda builds on efforts by UN Women in East and Southern Africa (ESARO) to understand data generated outside of the NSS with the aim of providing evidence on the potential use of these data for SDG reporting and other purposes.  Some of the efforts include the recent study based on four case studies of projects using CGD in Kenya, Rwanda, Tanzania and Uganda through a wide range of methods from interactive radio and SMS to smartphone apps and offline surveys as well as the final draft of the regional framework on CGD developed for East Africa, as part of the Women Count Regional initiative.

In 2018, Uganda participated in the Regional Workshop organized by UN Women in partnership with the Sustainable Development Goals Center for Africa (SDGC/A) on gender statistics to foster dialogue, on the one hand, between traditional data producers including National Statistical Offices (NSOs) and emerging new data producers including civil society organizations (CSOs), non-governmental organizations (NGOs) and academics, and dialogue, and on the other hand, with data users including policymakers, decision-makers, civil society and other stakeholders, with the aim of identifying new and emerging opportunities to fill in gender data gaps to track progress in the implementation of the 2030 Agenda for Sustainable Development and Agenda 2063 of the Africa we want. Uganda and other countries adopted the resolution on the need for advancing the generation and use of complementary data to guide policymaking and programming on GEWE.

 

 

Duties and Responsibilities

The consultant will undertake a desk review of existing best practices on the production and use of Citizen-Generated Data at global, regional and national level to inform monitoring and reporting of gender-specific SDGs and undertake consultations with UBOS, CSOs, Academia, UN agencies, private sector and new data producers to define guidelines on the production and use of CGD.  The assignment will involve the following specific tasks:

  1. Review the final draft of the regional CGD framework and other relevant guidelines and materials related to SDGs and specific to Uganda;
  2. Conduct a consultative meeting with key stakeholders from Civil Society Organizations (CSOs), Private Sector and related institutions to compile practical guidelines/toolkit for Uganda in line with international, regional and national frameworks and guidelines;
  3. Work in close consultation with the UBOS Methodology team to identify and incorporate the specificities for data collection and analysis into the guidelines establishing the appropriate approaches and areas for collecting key data;
  4. Develop user-friendly and comprehensive practical guidelines/toolkit with legal, institutional and organizational aspects incorporated including examples of country case studies and good practices for the production and use of CGD for monitoring and reporting of gender-specific SDGs;
  5. Undertake consultations and support peer reviews with the Gender Statistics Sub Committee and the Gender Statistics Advisory Group of the process outputs and synthesize comments to produce a final draft of the CGD Guidelines/toolkit for Uganda;
  6. Prepare a process report and document key findings;
  7. Produce the final CGD Guidelines/toolkit;
  8. Present the Guidelines at a meeting with stakeholders

Required Skills and Experience

Education

  • Master’s degree or equivalent in social sciences, statistics, development studies, development economics, gender/women's studies, international relations or related field is required.

 

Experience

  • At least 10 years technical experience working in gender statistics and or with national statistics systems.
  • Solid knowledge of the UN System and the 2030 Agenda;
  • Demonstrated ability and experience to develop written guidelines/communication materials, collect and analyze data within a given timeframe;
  • Experience in working with the Uganda National Statistics System and UBOS will be an advantage.
  • Experience in developing CGD frameworks and other work related to CGD will be an advantage.

 

Language Requirements

  • Fluency in English required.
