STANDARD MINIMUM QUALIFICATIONS

Education:

Advance degree in Agriculture, Sociology, Economics, Business Administration, international relations or other related fields.

Experience:

At least five years’ experience with WFP in the position of Programme Officer.

Knowledge & Skills:

Strong skills in report writing, planning of activities, monitoring and evaluation, communication and ability to use computer (MS Office Word, Excel, Power Point).

Languages:

Good command of English

ORGANIZATIONAL CONTEXT

These roles are likely found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs). Job holders are likely to report to the relevant Director or more senior programme post.

Job holders are likely to manage a moderate portfolio of activities that may include contribution to and/or direct management of programmes in COs of moderate complexity, or contribution to policy formulation and provision of technical advice at RB or HQ level for a defined area of expertise. Job holders operate with considerable independence in their specialities and may manage a substantial team of junior professional and support staff

JOB PURPOSE

To design and manage programmes of moderate size or complexity that effectively meet food assistance needs, or contribute to policy formulation and/or provide technical advice or oversight on programme strategy and implementation.

KEY ACCOUNTABILITIES (not all-inclusive)
  1. Contribute to formulation of programme policies in line with both organizational strategy and the practical realities of operating in the field; or translate programme policy into field-office level practices.  Develop programme guidance and implementation modalities and operations to ensure a clear and strong connection between Country Office and field operations;
  2. Provide technical advice on programme and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and the development of strategies to support local authority efforts to reduce food insecurity and malnutrition.
  3. Ensure implementation of programme components are in consistent with WFP guidelines including key corporate policy issues and ensure that guidelines are shared with partners in areas of operation.
  4. Identify local partners capable of implementing WFP-assisted projects based on past experience with food assistance activities and ability to complement food aid activities with technical, financial, administrative and coordination support for all WFP supported programmes.
  5. Coordinate with Ministry of Education and Agriculture as well as  project committees from planning to implementation and ensure many children are enrolled in school and reduced drop out rate and promotion of own food production through conditional general food distributions in central upper Nile state.
  6. Advice and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partner to design and deliver effective food assistance programmes;
  7. Ensure preparations and review monthly distribution planning, monitoring and periodic implementation reports.
  8. Coordinate food security and livelihood cluster partners’ activities in collaboration with Ministry of Agriculture and Relief and rehabilitation coordination offices
  9. Attend coordination and Inter cluster working group meetings at the state level and inform partners and beneficiaries on food basket and ration size
  10. Support Head of Field Office to supervise staff and coordinate team work under the field Office, programme, Logistics, and administration /Finance and undertake HOFO’s responsibilities during his absence due to annual leave and official mission

OTHER SPECIFIC JOB REQUIREMENTS

Knowledge & Skills:

  • In-depth knowledge of humanitarian protection, sexual- and other forms of gender-based violence, civil-military relations and other humanitarian policy issues, and its linkage with humanitarian assistance.
  • Strong analytical, writing skills, and communication skills
  • Sound knowledge and skills in training and facilitation
  • Knowledge of UN system policies and functions of protection-mandated agencies
  • Flexibility to travel on short notice and in challenging and difficult environments.
  • Team spirit and excellent interpersonal relations.

 

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
  • Has experience working across the Program portfolio including VAM/Nutrition.
  • Has led a Sub Office or a small country/area office programme team or a component of a country office programme portfolio.
  • Has engaged in policy discussions and provided input into policy decisions.
