Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors. 

In line with UN Women Global Strategic Plan (2018-2021), and its Country Strategic Note (2019-2022), in Turkey UN Women works towards three overarching goals:  

1) Women lead, participate in, and benefit equally from governance systems.  

2) All women and girls live a life free from all forms of violence  

3) Women and girls contribute to and have greater influence in building sustainable peace and resilience and benefit equally from the prevention of natural disasters and conflicts and humanitarian action.  

Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights and services in political, social and economic life and combat gender stereotypes, discrimination and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change. 

In the area of preventing and combating violence against women and girls, including child early and forced marriages, UN Women is implementing a number of projects and initiatives, which focus on supporting local service providers and civil society organizations to apply the international standards and provisions, in particular as set in the Istanbul Convention and CEDAW to prevent violence against women and girls and deliver quality essential services. These interventions target both Turkish women and refugee women living in Turkey. Under this programmatic portfolio, UN Women works with targeted local authorities to support policy development, institutional capacity strengthening and dialogue and cooperation with civil society and community leaders, towards preventing and combating different forms of gender- based violence, including child early and forced marriages. UN Women also extensively partners with civil society organizations (CSOs), with a focus on support to capacity building and advocacy by women’s CSOs and CSOs representing the rights of the most marginalized women.  Furthermore, UN Women is cooperating with partners to harness the power of sport as a driver for gender equality and a world free from gender-based violence. Through a unique partnership with Fenerbahçe Sports Club, UN Women aims to set an example globally by modelling a gender-responsive sports club.

Under the supervision of UN Women Turkey Programme Management Specialist, Programme Associate reports to the relevant Project Manager. Programme Associate works with and provides support to the members of the Programme Team in the development and implementation of effective programmes consistent with UN Women rules and regulations.  Programme Associate contributes to research, financial management, and programme implementation including providing necessary operational, administrative and programmatic support. Programme Associate works in close collaboration with the operations, programme and projects’ staff in the Turkey Office and UN Women Regional Office as required for resolving complex finance-related issues and exchange of information.

 

Duties and Responsibilities

1.      Provide administrative and logistical support to the formulation and management of programmes under the ending violence against women portfolio

  • Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation  arrangements;
  • Provide technical guidance to the Turkey Office and implementing partners on routine delivery and reporting of programme supported activities and finances;
  • Prepare information for the audit of programmes/ projects and support implementation of audit recommendations; 
  • Review programme data from programmes/ projects for the UN Women Turkey Office website;
  • Identify sources and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers.
  • Support monitoring of the activities of the implementing partners

2.      Provide administrative support to the financial management of the Programme Unit

  • Create projects in Atlas, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
  • Provide administrative support in monitoring budget preparation and the finances of programmes/projects; including the finalization of FACE forms;
  • Review financial reports; prepare non-PO vouchers for development projects;
  • Process payment for consultants and service providers;
  • Maintain internal expenditures control system;
  • Create requisitions in Atlas for development projects; register good receipts in Atlas;
  • Assist in the preparation and follow up of cost-recovery bills in Atlas.
  • Support preparation of procurement and spending plans

3.      Provide administrative support to the Programme Unit

  • Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions;
  • Make travel arrangements for the Programme Team, including travel requisitions and claims; 
  • Prepare public information materials and briefing packets; 
  • Assemble briefing materials and prepare power-point and other presentations;
  • Provide guidance and training to Programme Assistants as needed.

4.       Provide administrative support to Resource Mobilization

  • Prepare cost-sharing and other agreements; follow up on contributions within the Turkey Office`s resource mobilization efforts;
  • Organize, compile and process information from donors, Turkey Office, and programme team, as inputs to various databases, reports and documents.

5.       Facilitate knowledge building and knowledge sharing

  • Provide administrative support synthesis of lessons learnt and best practices related to programme management and finance;
  • Provide administrative support to the organization of training for the office staff and partners on programme and operations related issues.

Required Skills and Experience

Education and certification:

  • Completion of secondary education required.
  • Bachelor’s degree in Business or Public Administration, Social sciences, Political sciences or related subjects is an asset.
  • A project/programme management certification is an asset.

Experience:

  • At least 6 years of progressively responsible experience in administration or programme management/support;
  • Experience in working in a computer environment using multiple office software packages (MS Word, Excel, etc.);
  • Experience in the use of ATLAS is an asset;
  • Experience in supporting a team.
  • Previous experience in a UN organization and/or international organization is an asset.

Language Requirements:

  • Fluency in English and Turkish is required.
  • Knowledge of the other UN official working language is an asset.
