Description of task

Within the delegated authority and under the supervision of UNDP Strategic Policy Advisor and Portfolio Manager – Environment and Resilience, the NDC Coordinator will primarily be responsible for revision of Nepal NDC and support to develop implementation plan as per UNDP initiation plan document entitled “Support for Enhancing Climate Finance in Nepal” funded under Climate Action Enhancement Package (CAEP) and UNDP’s Climate Promise window. The NDC coordinator will be responsible for overall implementation of CAEP and Climate Promise workplan for 2020. The NDC coordinator will:

  1. Support in management of programme implementation, including personnel, subcontracts, training, equipment, administrative support and financial reporting;
  2. Support in coordination process for creating strategic partnership with relevant national stakeholders;
  3. Support in providing technical assistance and advisory services;
  4. Support in monitoring, evaluation, reporting and communication of the progress.

1) Support in management of programme implementation, including personnel, subcontracts, training, administrative support, technical and financial reporting;

  • Support UNDP CO to prepare project quarterly and annual work plans and budgets and take lead in preparing work plans and budget;
  • Facilitate support in coordination and implementation of agreed work plan as per the CAEP and Climate Promise initiatives.
  • Support to ensure project resources, aligned with overall project resources are effectively used to achieve set project outputs and outcomes;
  • Support UNDP CO in defining project baseline information to enable sound monitoring and evaluation;
  • Work closely with Ministry of Forests and Environment (MoFE) and UNDP CO team to ensure that all reports, documents and other outputs prepared by service providers are of high quality and are targeted towards achieving project objectives as planned;

2) Support in coordination process for creating strategic partnership with key stakeholders;

  • Support MoFE and UNDP CO to coordinate the activities of the partners in the programme to ensure harmonization and avoid redundancy;
  • Work closely with MoFE and UNDP CO to provide logistical and organizational support for in-country coordination meetings, capacity-building workshops and training sessions;
  • Support MoFE and UNDP CO to prepare documentation of coordination meetings, workshops, and trainings (including concept notes, invitation letters, lists of participants, etc.).
  • Support in providing innovative ideas to build and strengthen partnership with relevant stakeholders to deliver the project results.

3) Support in providing technical assistance and advisory services;

  • Coordinate in organizing training and institutional capacity building as indicated in the work plan and project initiation plan;
  • Provide support in institutional strengthening of project partners on NDC targets and its implementation process;
  • Support in organizing consultative dialogues and planning processes supported at national and provincial level to mainstream NDC target into sector planning and budgeting;
  • Support in strengthening capacity of sectoral ministries planning and budgeting units for effective monitoring and NDC based planning and budgeting;
  • Facilitate the expert group of academia to contribute to the results of the project.

4) Support in monitoring, evaluation, reporting and communication of the progress.

  • Support to formulate targets and key performance indicators for project outcomes and outputs in collaboration with UNDP CO and UNDP regional and global teams;
  • Support to prepare report on and contribute information on project progress of the work-plan, key milestones and other relevant information to the global project team when requested (annual report, mid-term and terminal evaluations);
  • Provide regular updates on the project’s progress as requested by UNDP CO and UNDP regional and global teams;
  • Participate in meeting, training, workshops and events organised by project partners;
  • Any other related tasks as may be required or assigned by the supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Qualifications/Requirements Required degree level: Master degree or equivalent Education - Additional Comments:
  • Master’s degree in an Environmental Science, Environment Management, Climate Change, Natural Resource Management, public policy, public administration, economics or related disciplines;
  • At least 3 years of professional work experience at the national level in area of climate change, environment, renewable energy or other relevant programmes; experience working with Government agencies is an asset, as is experience working in the UN or other international development organization;
  • Experience in project support, implementation, stakeholder capacity development, knowledge management, communication, monitoring and evaluation process.
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  • Accuracy and professionalism in document production and editing;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  • Desirable: valid national driver’s license and proven ability to drive manual gear 4x4 over rough terrain; (if not applicable, delete)
  • Sound security awareness;
  • Have affinity with or interest in UNDP [climate change and resilience work], volunteerism as a mechanism for durable development, and the UN System.
