Job Description

BACKGROUND: The Protection program aims to ensure that the crisis-affected populations have an improved access to humanitarian services, rights and entitlements. The project seeks to provide critical protection assistance to refugees and vulnerable persons, including persons with specific needs (PSNs). The range of services will include psychosocial support, legal assistance, general protection, community-based protection and child protection for refugees and other persons of concern (PoCs) residing in and around refugee settlements in Yumbe District and will aim to achieve this through case management, psychosocial support, safe spaces for women and children, protection monitoring and referral, awareness-raising on rights and entitlements and actively supporting the Ugandan authorities in fulfilling their responsibilities as primary duty-bearers for the protection of the affected populations.

SCOPE OF WORK:

The Child Protection Manager will primarily support and manage the IRC partnership with World Vision, during the implementation of its existing child protection programs for children vulnerable to abuse, exploitation, neglect and violence, in Bidibidi Refugee Settlement. This position will also be responsible to attend and represent the IRC in Child Protection fora/meetings and other coordination platforms for child protection with other relevant actors (among which UNHCR, government counterparts, and other national and international NGOs), as well as participating in locallevel coordination forums , support other IRC teams concerning children’s cases, as well as explore the opportunity to expand IRC Child Protection activities in the Uganda Country Programme.

The Child Protection Manager will report directly to the Senior Protection Manager, with technical support from the Protection Coordinator and the HQ based Child Protection Technical Advisor.As a member of the ‘collective leadership’ team in PRoL, the Child Protection Manager is responsible for effective internal coordination between the Community Based Protection, Legal assistance and M&E teams within the PRoL Programme.

Position objectives:

  • To provide overall technical and administrative support to IRC partnership with World Vision, in coordination with the Senior Protection Manager and the Protection Coordinator, IRC and WV Technical Advisors;
  • To explore opportunities for expanding IRC’s child protection portfolio in Uganda Country Programme;
  • To support other IRC’s teams in understanding child protection and providing quality support to children in contact with the justice system.

RESPONSIBILITIES:

Technical Quality

  • Ensure WV’s activities adhere to global child protection standards;
  • In coordination with WV staff, define a capacity building plan for the staff in child protection or other administrative areas;
  • Within WV, ensure that information management systems are in place for appropriate identification, responses and follow-up for children harmed or at risk of being harmed, and that these processes are happening in a timely manner
  • Ensure that other IRC’s departments adhere to child protection standards, especially on the best interest of the child, communication skills and Child Safeguarding Policy
  • When necessary, train other IRC staff on child protection principles and other technical trainings.
  • Ensure support to the IRC Legal Team concerning cases involving children
  • Maintain open and professional relations with WV, promoting a strong partnership spirit and providing oversight and guidance to enable staff to successfully perform in their positions;

Grant Planning & Implementation

  • Support the Grants team in managing the partnership with WV, including reviewing reports, technical documents and any other relevant annex;
  • Together with WV and the Senior Protection Manager , ensures adherence to grant work plans, spending plans and monitoring and evaluation plans;
  • Work closely and coordinates with IRC supply chain, finance and grant staff to ensure timely program activities and expenditures, including active participation in grant opening/closing and review meetings.
  • Develop and maintain effective and efficient oversight, support, quality control and reporting systems and processes of WV partnership in accordance to best practices;
  • When needed/requested, consolidate information collected from WV for internal reporting;

Partner Management

  • Develop and maintain effective working relationships with partners;
  • Ensure regular performance monitoring of partners to achieve the set project’s objectives;
  • Ensure regular technical support and guidance to partners in accordance with partnership agreements
  • Advocate with peer agencies, government and other stakeholders to promote timely and quality responses for vulnerable children and their families

Representation – External & Internal Coordination

  • Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors
  • Regularly attend CP sub-working groups meetings at appropriate levels to contribute to coordination across agencies and sites.
  • Participate in internal meetings and coordinate with other programs.

Program Development

  • Contributes to the development of the CP sector strategic direction for responding to children harmed and at risk of being harmed;
  • Contribute to proposal development activities (narrative and budget) through planning and program design with relevant field-based staff and ensure technical standards are taken into consideration
  • Coordinate with other IRC sectors to receive and provide input and support regarding responses for children harmed and at risk of being harmed

Monitoring and Evaluation

  • Develop and maintain effective and efficient oversight, support, quality control and reporting systems and processes.
  • Ensure high-quality programming according to international minimum standards and best practices;
  • Support data analysis and information dissemination to the appropriate coordinating mechanisms, field teams, beneficiaries and IRC implementing team accordingly;
  • Other duties as assigned by the supervisor to enable and develop IRC programs

Qualifications

  • MA or equivalent in social work, human rights, or related degree desired
  • At least 3 years of experience in implementing child protection programs, preferable social work or case management, in humanitarian or development settings
  • Previous experience supervising and managing a child protection team
  • Demonstrated understanding of working with children and particularly vulnerable children
  • Previous experience in emergency preparedness and response
  • Demonstrated experience in capacity building and mentoring of staff
  • Demonstrated experience in grant management and proposal writing
  • Good computer skills such as: MS Word, Excel, PowerPoint
  • Capable of applying skills and knowledge in a range of capacities, including direct implementation, advisory functions, coordination function, training and the transfer of technical knowledge
  • Personal qualities: Team player, flexible, network-builder, able to handle pressure well.
  • Fluency in English and Knowledge of Arabic (Juba Arabic) will be an added advantage

WORK ENVIRONMENT:

Travel and other requirements: frequent travel to the field and occasionally to other regions; flexible office hours are required due to the complexity of programs.
