Job Description

CONTEXTUAL BACKGROUND

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 3,000 staff and workers in the region, IRC is undertaking programs in Syria and the neighboring countries of Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding, and coordination.

Job Overview/Summary

The Reporting and Information Management Officer will ensure timely and quality implementation of data collection, analyzing and reporting and overseeing all ECD data management, and will support the ECD Coordinator with donor reporting. The Reporting & Information Management Officer ensure that the M&E reporting requirements of a large ECD grant are met (“Sesame Project”) and be responsible for providing data on all indicators, using proper collection tools, and ensuring that high quality analysis is provided in a timely manner for both direct implementation activities and activities implemented by Partners. This person will work closely with the M&E Partnership Manager, IM Manager, the health and protection Information Management Teams.

As part of IRC’s MEAL unit, the IM Officer will ensure timely and quality implementation of data collection, analyzing and reporting and overseeing all data management from Health, Protection, and Economic Recovery and Development (ERD) programming. He/She will ensure that the M&E reporting requirements are captured using proper data collection tools, and ensuring that high quality analysis and reporting is provided in a timely manner for both direct implementation activities and activities implemented by Partners.The IM Officer should have advanced communication skills, advanced excel and data management skills, and be highly organized. The ultimate objective of the IM Officer is to ensure that critical information is delivered to decision-makers in a timely fashion and that information is well organized. Under the leadership of the Syria MEAL Coordinator, the IM Officer will play a key, hands-on role in achieving IRC Syria’s goal to use data and information in all decision making.

Major Responsibilities

Knowledge Management

  • Assist in designing an easy to navigate information management system that captures all data collected by teams inside Syria.
  • Use current information systems and ensure that they are continuously updated and integrated into analytic platforms like Power Bi and into written reports.
  • When needed, design data collection tools that are user friendly and capture required data using applications such as Commcare and Ona.
  • Assist in developing dashboards for easy analysis of program results that can facilitate informed decision making by senior staff.
  • Train staff on use of any new tools and data management systems.
  • Maintain trackers of monitoring and program activities.
  • Review datasets for deficiencies or errors, correcting any incompatibilities where possible, for improved data quality; follow-up with data collections teams inside Syria for clarification on missing, incomplete or incorrect data.
  • Contribute to the development of guidelines regarding information management that will ensure programs are able to use the systems independent of ICT4P support.
  • Contribute to the development of data security guidelines and protections that are in line with IRC global policies and donor requirements.
  • Maintain the MEAL team’s online filing structure

Monitoring

  • Act as the focal point for all M&E data collection and analysis activities.
  • Support in implementing IRC Quality Framework and monitoring systems to enable innovative ways of conducting monitoring that meet the rigorous requirements of the context and donor agencies
  • Contribute to the development of questionnaires, surveys, attendance sheets, and other data collection tools.
  • Provide support to the Program team on ways to improve (streamline and strengthen, as well as verify) M&E related components and activities, in addition to harmonization of data collection tools across the country program and ultimately across the region.
  • Contribute to trainings on M&E functions for capacity development and awareness among relevant IRC and partners staff

Reporting and Data Use

  • Assist in ensuring that all donor reporting requirements are delivered in a timely fashion.
  • Support in improving data quality and assist in data audits and data review meetings
  • Support in reporting and data use by identifying and summarize key findings and lessons learned that can be used for programmatic corrective actions
  • Participate in all related meetings and discussions

Qualifications

Education:

University degree, preferably in information management, computer science, statistics, mathematics, or a related field


Qualifications

  • Minimum 2 years previous experience working with information management systems, monitoring and evaluation, database development and management, required
  • At least 2 years of work experience with Excel, required
  • Work experience writing questionnaires and other data collection tools, required
  • Work experience using ODK or Kobo, required. Commcare is an advantage.
  • Work experience using Power BI, Access, and SQL, is an advantage, but not required.
  • Statistics, data analysis, data-driven computation are all relevant areas of experience.
  • NGO experience is an advantage, but not required

Demonstrated Technical Skills:

  • Intermediate knowledge of Monitoring and Evaluation concepts
  • Advanced communication skills in written and spoken English and Arabic
  • Advanced skills in Excel including pivot tables, data management, and graphical representation
  • Full professional competency in Microsoft Office Suite, especially Excel, Word, Outlook, and PowerPoint
  • Able to think critically about data and information, triangulating, and cross-checking data when needed and with minimal guidance

Working Environment

The overall security situation in Jordan is relatively calm, especially in Amman. The Jordanian government is stable, and civil unrest is largely peaceful. However, Jordan’s generosity in hosting refugees from Palestine, Iraq and now Syria have created huge strains on the country’s economy and infrastructure.
