Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions\: A, B and C, for the implementation of verification activities around the world; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as three Offices\: the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

 

The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. The departmental operating environment is interactive, participative and dynamic with continuous inputs received from the Board of Governors, the General Conference, policy- and decision-makers, as well as counterparts in Member States and in the international development community.


The Development Section provides ICT services to the Department of Safeguards and Member States, working cooperatively with staff in the Operations Divisions and the Technical Divisions to plan, establish and maintain information systems. The Section specializes in providing system analysis, software design, and implementation and maintenance services. The Section follows and implements best practices in the areas of software engineering, project management and quality management and continuously monitors the Department's information related needs so that they can be met through requests for new or enhanced ICT solutions.
 

Main Purpose

Under the direct supervision of the Team Lead of the Application Development Team the Integration Architect will define, implement and maintain our integration and data strategy policies, guidelines, and technology to ensure an effective approach is applied across the organization.


Role

The Integration Architect is\: (1) an architect, proving strategy, policy, and standards to support the ongoing integration of our applications, data and services (2) a developer, who develops solutions for our shared service architecture to improve discoverability, reliability and performance (3) a technical manager of various projects, who can provide technical advice to implement high quality solutions that delight our stakeholders.

  • Responsible for defining the strategic and technical roadmap for the Department of Safeguard’s integration platform.
  • Design and implement solutions for data flows between applications, services, databases, and networks.
  • Responsible for ensuring the integration platform complies with the Departmental information security policy, security model and security controls.
  • Under the guidance of the Team Leader they will implement technical projects, including defining the requirements and managing work packages for development teams.
  • Communicate and coordinate with development teams to ensure that the technical standards are used effectively.
  • Training and knowledge sharing across teams and Divisions.

Information Technology IT Security Extensive knowledge of Identity and Authorization management approaches including claims based identity and Kerberos. Knowledge of basic cryptographic concepts (e.g. PKI).
     
Information Technology Software Development Experience in agile software methods such as SCRUM. Knowledge of DevOps and how to support continuous delivery with a distributed architecture while at the same time ensuring security and availability.

Qualifications, Experience and Language skills

 

  • A minimum of an advanced university degree in computer science or other related field. A first level university degree in computer science or other related field, with 3 additional years of relevant work experience will be considered in lieu of the advanced university degree.
  • Practitioner certification in Prince2 would be an advantage. Certifications in other project management methodologies and software development is desirable.
  • A minimum of seven years of relevant experience in software development, of which at least three years should have been in managing the development or deployment of medium to large information systems.
  • Proven experience as technical leader for a team of software developers.
  • Relevant practical experience in the architecture, design and development of integration solutions.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $73516 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 29333, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
