Job Description

Program Background:

The IRC has been working in Uganda since 1998 supporting nationals and refugees and various institutions in the country notably the government, community based organizations, the civil society and the private sector. IRC has a country office in Kampala, a regional office in Lamwo, Palabek Kal, Moroto and West Nile. Given the conflict outbreak in South Sudan, IRC extended its services to Lamwo refugee settlement to support refugees being settled in Lamwo district.

Position Overview

Reporting to Supply Chain Manager, the Transport Officer is responsible for the efficient coordination and management of all transport, fleet, and Asset management functions for IRC’s office in Lamwo.

The position will be responsible for the standardization of policies, good fleet and asset management practices at the field office and will provide technical support to fleet management staff, security guards to guarantee security of IRC/Donor assets at office and at different facilitates.

Responsibilities

Specific responsibilities include,

  • Workwith the Supply Chain Manager to design asuitablystaffedand equippedtransport function to support the IRC’svehicle operations and policies.
  • Implement anddirect IRC standard Vehiclepolicies and procedures, with particularattention to safetyandsecurityissues.
  • Manage and be accountable for the vehicle fleet, ordering and inventory management ofall vehicle related parts andconsumables, including fuel.
  • Evaluate, manage and monitor drivers’ performance.
  • Focal point for all purchases in Transport department. Raising PRs for vehicles spare parts and vehicle repairs.
  • Focal point person for all incident reporting at the field site relating to accidents and thefts
  • Manage the vehiclepool system to support multi-project activities in Kitgum Lamwo.
  • .Ensure the correct and timelyroutine maintenance and repair of IRC vehicles and generators.
  • Ensure that allvehicles carrythe required on-board documentation and that all documents are kept current (includinginsurance).
  • Inspect and record condition of vehicles, by maintaining weekly checklists file and ensuring that Vehicles log books are accurately filled.
  • Carry out regular training to all drivers on basic vehicle mechanic skills, daily vehicle inspection, drills on safety driving, defensive driving, use of Codan, etc.
  • Prepare weekly and monthly report on transport department and discuss with Supply Chain manager all important matters affecting transport section.
  • Signing on vehicle fuel forms for refueling and keeping accurate record and monitoring system on fuel consumption.
  • Workwith the Supply Chain Manager to ensure thatvehicles are prepared for routine and emergency securityrequirements.
  • Ensure that allvehicles are securewhen not in use.
  • Maintain register of all IRC/Donor Asset and regularly updated to ensure new assets are correctly tracked, tagged and assigned to staff.
  • Maintain register of all IRC/donor property & furniture list per location and responsible person
  • Undertake to tag all assets and engrave property as per IRC/donor requirements
  • Secure the assets working with and supervisor facility security guards
  • ·Be familiarwithlocal regulations / laws.
  • Any other duties as may be assigned by the supervisor

Expected Deliverables:

  • Provide on-time, standard monthly reports to the Supply Chain Manager, including fuel consumption report, maintenance report and any other reports requested by Supervisor.
  • Well maintained fleet and good filing system for all vehicles
  • Generate and / or maintain comprehensive price list for spare parts
  • Maintain full and accurate inventory records for warehouses, assets and furniture
  • Undertake (documented) monthly and ad-hoc physical inventory checks.
  • Conduct documented quarterly job performance reviews of Transport staff, providing appropriate feedback.
  • Conduct quarterly staff performance appraisal


Qualifications

Education:

Diploma in motor mechanics/ Procurement and supply chain management coupled with driving skills and previous related work.

Personal Characteristics:

  • Ability to multi-task.
  • Team spirit and problem solving abilities.

Job Requirements:

  • Knowledge of generic transport procedures and practices (IRC or NGO experience advantageous).
  • Familiarity with northeastern province route.
  • Five years’ work experience in managing transport services and Procurement, at least three years in a supervisory capacity.
  • Holder of a valid driving license
  • Competent in spoken and written English, Kisawahili and Luo is a plus
  • Mechanical background is a plus
  • Good mathematical skills,
  • Good communication and interpersonal skills
  • Competent use of PC especially spreadsheets.
