Job Description

The IRC in Northern California is composed of four offices in Oakland, Sacramento, San Jose, and Turlock.  As a region, over 3000 refugees were resettled in 2017.  
Job Overview: The Turlock Modesto Director will oversee programmatic and operational activities in the Turlock and Modesto offices.  The Turlock Modesto Site Manager represents the IRC in the local community and as part of the NorCal leadership team.  In collaboration with leadership, this position is responsible to lead the direction of the Turlock and Modesto offices, ensure programmatic and financial compliance, and manage the full staff in both offices.  
Major Responsibilities:
Leadership
•Directly responsible for the programming and outcomes of the Turlock Modesto offices in alignment with the IRC Strategic goals, with Nor Cal Strategic Goals and with Nor Cal Leadership. 
•Participate in NorCal Leadership regional activities and meetings
•Work with NorCal Leadership to set the vision for the Turlock and Modesto offices
•Implement activities aimed at reaching IRC Strategic Action Plan for IRC Turlock-Modesto
•Develop local processes to achieve strategic goals
Programmatic Oversight: 
•Design programs in response to needs of beneficiaries
•Oversee and monitor program performance in order to achieve excellence in programming at all levels.  Work with staff to achieve outcomes. 
•Directly responsible for participating in grant writing and submissions with Nor Cal Development Team
•Report writing for all program reports and reports to funders or to IRC HQ requests.
•Meet with clients regularly and as needed when incidents and grievances arise.
Human Resources:
•Directly supervise a team of 5-6 supervisory and direct line staff who provide or oversee direct service functions
•Oversee recruitment, onboarding and performance of office wide staff, volunteers and interns
•Facilitate regular staff meetings, hold team meetings and provide direct supervision meetings
•Provide training and oversight on IRC policies and protocols
•Work with staff and Nor Cal/ IRC HR to resolve issues when there is an identified performance situation
Community Leadership
•Maintain and develop strategic relationships with local community (police, politicians, community and faith-based organizations, social services)
•Represent IRC Turlock Modesto in Quarterly Consultations with local stakeholders
•Engage in local refugee forum activities in concert with the Resettlement Coordinator
•Support NorCal Development team with implementation of local fundraising activities
•Work with NorCal Development team on grant writing for future funding opportunities and on all reporting for revenue streams
•Cultivate local donor relationships
•Work with NorCal Leadership to engage with local media 
Finance:
•Contribute to NorCal annual Budget development
•Review monthly Revenue and Expense reports for local office
•Monitor and manage local programmatic budgets and directly responsible for decisions regarding expenses for the sites to ensure fiscal integrity and fiscal responsiblity
•Responsible for Facilities, IT and Security for local office
•Other related duties as assigned
Key Working Relationships:
Position Reports to:  The NorCal Executive Director 
Position directly supervises: Resettlement Coordinator, Volunteer Coordinator and Economic Empowerment Manager  
Other Internal and/or external contacts:  Interfaces with various internal functions from IRC NorCal and IRC HQ. Represents the IRC with local external partners, community organizations, employers, funders, etc.  Serves as the daily supervisor indirectly for the Immigration staff. 

Qualifications

•4 year college degree required.  Graduate degree in management, international relations or social work preferred 
•5+ years of program management experience 
•A minimum of 2 years supervisory experience
•Demonstrated success working and communicating effectively in a multi-cultural environment
•Experience in refugee serving programming highly preferred
•Proven ability to contribute both independently and as a key team member
•Self- starter with excellent problem-solving skills combined with the proven ability to multi-task, prioritize duties, and manage time effectively
•Fluency in written and spoken English
•Fluency in additional languages preferred
•Proficient in Microsoft Office applications (Word, Excel, Outlook); database experience strongly preferred 
•Valid driver’s license, reliable vehicle with current insurance  
Working Environment:  Standard office work environment.  Regular travel between Turlock and Modesto offices.  Occasional travel to other NorCal sites for regional activities.  Occasional work requirements outside of normal business hours.
