The Consultant for Operations Manager is recruited as part of the project "Strengthening the capacity of adaptation and resilience of the forest sector in Cabo Verde", a multi-year project financed by the European Union and implemented by the United Nations Agriculture and Food Organization (FAO) through a Management Unit.
A Project Steering Committee (PSC) is set up for the program and provides overall supervision, policy guidance and monitoring of the work program.
The Consultant works under the overall supervision of the FAO Representative for Cabo Verde, the direct technical supervision of the Project Manager and in close collaboration with the Assistant FAO Representative (ADMIN), other staff and partners of the project.
The primary objective of the project is to strengthen the resilience and adaptability to the additional risks that climate change poses to desertification and land degradation in Cape Verde. In particular, this project aims to encourage forest management by local organizations to moderate the processes of climate change-induced desertification and enhance the community resilience inherent in the specific context of the islands of Santiago, Fogo, and Boa vista. Also, this project aims to achieve the national climate change mitigation goals, as indicated in the Cabo Verde INDCs (Planned Nationally Determined Contributions), contributing to about 10% of the national reforestation target and CO2 removal. It has a duration of four years.
Component 1\: Integrating climate change risks into forest policy frameworks, and strengthening institutional and individual capacities for more resilient forestry;
Component 2\: Reducing the effects of desertification and land degradation on targeted islands through reforestation and re-naturalization of forested areas and a participatory approach to forest resource management;
Component 3\: Collecting, analyzing and disseminating the knowledge and the lessons learned; communication is a transversal issue.
Tasks and responsibilities
The Consultant supports the work of the Project Manager of the Project with management and following activities\:
Procurement plans for services, goods and human resources elaborated and updated as needed
- Letters of agreements implemented on a timely manner
- Monthly project financial execution report
- FPMIS system maintained up-to-date
And will have the following responsibilities and functions\:
Act as a focal point for all matters related to the daily operation of the project (s) assigned
Participate in the preparation of project work plans, monitors progress and, where, necessary, identify corrective measures to overcome operational constraints
Work with the administration/finance and human resources to ensure timely provision of inputs for personnel, technical support services, sub-contracts, training, equipment/supplies and other needs related to project operations
Prepare, in consultation with Project Manager and the administration, the operational and procurement plans for services, goods and human resources;
Support the PM with the preparation and approval of technical specifications;
Perform operational functions relating to the procurement process, including the preparation of documents related to assigned procurement actions, issuance of tenders and purchase orders, evaluation of bids, follow-up with suppliers, attendance at tender opening panel, draft simple amendments and/ or renewals to contracts and service orders under the guidance of the supervisor(s), applying in-depth knowledge of the procurement applications and regulations etc.;
Ensure that procurement actions are completed in a timely manner in accordance with the relevant rules and procedures; ensure timely information on the status of procurement activities and all related issues
Manage the project budget with the follow up of its execution/delivery and prepares revisions as required in collaboration with the project manager and the administration office
Monitor the contracts signed with vendors informing the Project Manager and Representation about issues, products deadlines and supporting amendments elaboration;
Arrange the operations needed for signing and executing Letters of Agreement (LoA) with relevant project partners; ensure close follow up and monitoring of their implementation
Ensure the quality of data/documentation in the Field Programme Management Information System (FPMIS)
Prepare analytical reports on project performance, if necessary;
Liaise in consultation with Project Manager with the Lead Technical Officer, LTU and PSR1 team;
Champion compliance, effectiveness, and efficiency in process and policies;
- Undertake any other duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
University Degree in Economics, Business Administration, Finance or related fields with good understanding of forestry issues.
At least seven years of relevant experience in office management, administration, accounting and/or audit, budget or finance and in project operation and management related to natural resources management, including field experience in developing countries.
- Working knowledge of English and limited knowledge of one of the other FAO languages (French, Spanish, Arabic, Chinese, Russian).

Good knowledge of the rural social, economic and environmental issues in dryland countries is an advantage.
In-depth understanding of socio-economic opportunities and challenges related to co-management of forest and natural resources, and training of key actors / actors involved in climate change programs;
Strong analytical skills and ability to synthesize a large amount of data into analytical and practical knowledge/ information (proven experience in institutional framework and capacity assessment is a plus);
- Strong computer skills and knowledge;
Extensive professional experience in working with NGOs, national governments and international organizations;
- In-depth understanding of climate change issues and knowledge of key stakeholders/actors engaged in climate change programs;
- Curricular analysis;
Additional Selection Criteria
Excellent capacity in written and oral communications in Portuguese and English will be an advantage
Work experience in more than one location or area of work, particularly in field positions is desirable.
Extent and relevance of experience in programme/project management
Extent and relevance of experience in public administration
Demonstrated understanding of the purpose and functions of technical programmes, operational guidelines and programme/project management procedures, preferably those adopted by the United Nations or FAO would be considered an asset
