The International Renewable Energy Agency is an inter-governmental organisation headquartered in Abu Dhabi, mandated to promote the widespread and increased adoption and sustainable use of all forms of renewable energy in the pursuit of sustainable development, energy access, energy security and low-carbon economic growth and prosperity. IRENA’s mission is to play a leading role in the ongoing transformation of the global energy systems as a centre of excellence for knowledge and innovation, a global voice of renewable energy, a network hub for all stakeholders and a source of advice and support for countries.  At present, IRENA has 161 Members (161 States and the European Union) that acceded to its Statute, and 22 additional States in the process of accession and actively engaged.
 

The Middle East and North Africa represents a key region of renewable energy growth.  In 2016, USD 11 billion were invested in renewables across the Arab region compared to USD 1.2 billion in 2008, or a nine-fold increase in only eight years. Today, several countries in the region are among the global frontrunners in renewable energy development. Furthermore, the ambitious targets set by all countries of the region are expected to translate into a combined 80 GW of renewable capacity by 2030 based on existing national plans. To fulfill the countries’ ambitions, the establishment of policy, regulatory, technical and economic frameworks enabling the scaled-up deployment of renewables will be indispensable, as highlighted in a number of IRENA’s country specific assessments through Renewables Readiness Assessments and/or Renewable Energy Roadmaps conducted in the region.

 

To further support this progress and based on the Agency’s strong focus on developing country members, IRENA works closely with governments across the MENA region to identify and implement effective policy frameworks that support market development. Country Engagement and Partnerships Division of the Agency serves as the main interface between the Agency and the region and countries in the identification of priority areas for IRENA’s technical support as well as in the design, development and implementation of activities tailored to specific needs and priorities identified.

 

Working from the outset to promote regional cooperation, IRENA offers tailored regional activities worldwide. With valuable lessons acquired over the last nine years, the Agency has been able to refine its regional approaches, understand where it can add the most value, and concentrate on the optimal use and dissemination of its expertise and knowledge. IRENA has already helped to develop, through iterative processes and wide consultation, several regional action agendas and plans for the deployment of renewables. These agendas and plans will continue to guide the Agency’s regional work in successive programmatic cycles, maintaining a longer-term perspective while working step-by-step to transform the energy system.

 
 
Duties and Responsibilities
 

Under the overall guidance of the Director, Country Engagement and Partnerships (CEP) and the immediate supervision of the Head of Regions, the Associate Programme Officer – Middle East and North Africa will undertake the following tasks\:

 
  • Support in the development and organization of IRENA Investment Forums in North Africa and Middle East; 
  • Assist in deepening IRENA’s country and regional work to increase the renewable energy ambitions within NDCs and support the implementation of their renewable energy components, aligned with national/regional renewable energy deployment targets and strategies;
  • Support IRENA’s overall engagement in MENA through sub-regional and country level programmes and initiatives, including, through Pan Arab Clean Energy initiative as well as country-level Renewables Readiness Assessments;
  • Support the identification and establishment of result-oriented partnerships with relevant stakeholders at the national and regional levels to catalyse implementation of actions prioritized by national governments and regional organizations;
  • Assist in the preparation of various workshops, forums, and other high-level events related to the activity areas described above;
  • Support the Division in drafting correspondence including letters, invitations, notes and preparing for meetings, speaking engagements including research, compilation and background material, presentations, talking points, concept notes, agendas and other relevant inputs as required.
  • Perform any other duties as required.

Qualifications

Education\: Advanced University degree (Master’s degree or equivalent) in the field of energy, environment, economics, social sciences or any other relevant field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

 

Experience\: A minimum of two years of progressively responsible experience in the energy sector, some of which should be at the international level; experience in international cooperation and in dealing with multilateral agencies, networks and forums; experience of work in regional organizations of the region and demonstrated ability to implement projects/programmes are additional assets.

 

Languages\: Excellent command of written and spoken English is required. Knowledge of Arabic and/or French would be an advantage.
