Project Overview:

The overall objective of the MMD project is to maximise the development potential of migration and mobility within Africa and between Africa and the EU and to provide comprehensive responses to migration and mobility in full respect of human rights.

Specific objectives of the project are:

To improve the governanceofmigrationand mobilitywithin Africaand betweenAfrica and theEU by providing the partnerswith an open frameworkforconsultation, coordinationand cooperation and enhance the protection of migrants’ rights;

To build shared and clearer common understanding of an integrated approach towards migration and mobility;

To create a comprehensive and inclusive approach on migration and mobility, involving all key stakeholders, including civil society organisations;

To operationalise the migration dialogue through the launch of pilot projects and flagship initiatives.

The MMD project consists of the two interrelated components:

1)TheAfrica-EUdialogueandcooperationonmigrationandmobility,whichentails(a)theContinental Dialogue (Continent-to-Continent Migration and Mobility Dialogue – (C2CMMD)); (b) the Rabat Process, and (c) the Khartoum Process;

2) Transition of the Africa-Europe Diaspora Development Platform (ADEPT). The AU-EU Summit held in Abidjan on 29th -30th November 2017 committed to deepening the cooperation and dialogue on migration and mobility between Europe and Africa by developing a joint framework for strengthened continental dialogueonmigration and mobility.Within the frameworkof 1the Continental Dialogue, the MMD project has continued focussing on technical assistance and capacity building activities as well as support to the high-level dialogue process between the African Union and the European Union.

The assignment will be undertaken at ICMPD’s Headquarters in Vienna, Austria. Job Description:

The Project Officer-C2CMMD supports the implementation of thematic, geographic or sector-specific (i.e. migration, communication and visibility, policy and knowledge, project implementation) activities of C2CMMD within the Support Project to Africa-EU Migration and Mobility Dialogue (MMD). The Project Officer–C2CMMD plans and organises project activities and administers project inputs ensuring that activities are managed according to the approved project documentation, work plans and budgets and in line with ICMPD´s rules and business processes as well as partner and donor agreements. S/he is responsible for a timely achievement of high-quality project outputs within the areas assigned.

The Project Officer–C2CMMD contributes to developing and maintaining relationships with partners, beneficiaries and other stakeholders. S/he plans, organises and supervises the work of experts and contractors ensuring high quality and timeliness of outputs. S/he conceptualises, plans and prepares substantive project outputs and produces project content and continuously assesses achieved results for quality and impact. S/he plans, oversees and coordinates the implementation of communications activities and production of high-quality outputs for C2CMMD. The Project Officer contributes to overall planning of the project and to project reports preparing inputs to donor and other substantive reports.

TheProjectOfficer-C2CCMMDworksundertheoverallsupervisionofMMDSeniorProjectCoordinator and the direct supervision of MMD Project Manager as well as in close collaboration with the MMD Project Team. S/he collaborates with project assistant(s) to ensure smooth project administration. Tasks and Responsibilities:

1. Planning and implementation of activities:

Organise plan and implement project activities (conferences, meetings, trainings)according to project´swork plan.Track implementationoftheworkplan and the timely achievementof project targets and results. Propose to project manager corrective action when required and execute it. Mobilise experts, goods and services, including preparation of, and negotiations on, the Terms of References and specifications.

Contribute to building and maintaining solid relationships with partner organisations, experts, focal points, countries officials and other stakeholders

Coordinateandfollow-upwithpartnersensuringthatactivitiesarecarriedoutaccordingtoagreed work plan and other agreements, respecting donor requirements. Actively guide project partners on project implementation.

Coordinate and supervise work of the experts, consultants and contractors ensuring that content and outputs are produced timely, according to project work plan and ICMPD´s quality standards. In collaboration with the MMD Events Team, design and organise project events, meetings, workshops and other activities. Design and formulate content and scope, draft agenda, prepare political invitations and note verbal and identify participants and resource speakers. Compile and draft substantive background papers for project events (meeting folders, speeches, presentations etc.).

Draft correspondence

2 Contributetoplanningandorganisingofthematicmeetings,SteeringCommittees,SeniorOfficials’ Meetings, and other relevant meetings, including liaising with the participants and implementing partners to ensure quality of outputs, overseeing timely delivery of products to be presented at meetings, and on-site support for the event (preparation of the meeting folders, collection of presentations after the event and their dissemination, etc.).

Contribute to the minutes-taking during project meetings; contribute to the drafting of meeting conclusions and reports.

Assess and monitor progress of project activities through monitoring missions, record findings in mission reports

Contribute to the design, development and monitoring of new initiatives in the framework of the MDC communication activities

2. Project administration and compliance:

Regularly monitor expenditures and disbursements for the assigned area of work to ensure that budget allocations are not exceeded. Take corrective action as required.

Initiate and follow-up on recruitment processes of consultants according to ICMPD´s consultant management procedures.

Initiate and follow-up on procurement processes according to ICMPD`s procurement rules. Support management of consultant and procurement contracts. Confirm receipt of services and initiate payments according to agreed payments schedule. Ensure preparation of timesheets for project consultants. Evaluate the performance of consultants according to consultant’s performance management system.

Maintain project documentation electronically and on physical file.

3. Implementation of C2CMMD Communications Plan:

Plan and organise communication and visibility activities within C2CMMD. Develop a work plan and budget. Coordinate implementation and experts.

Implement C2CMMD related communications activities under the MMD communication plan Elaborate and ensure the implementation of a communications strategy for the project’s media component (concept note development; organisation of activities; budget monitoring). Develop communication materials for the visibility and promotion of the project (factsheets, infographics, brochures) in following ICMPD and EU guidelines.

Update and maintain the project contacts database. Provide advice on the use of the project contacts’ database.

4. Project content, reporting and contribution to project development:

Implement production of project content. Formulate and draft analytical inputs (briefs, background and research papers, presentations, meeting invitations, speaking points) and review and revise outputs.

Monitor developments in the EU-African relations on migration issues relevant for C2CMMD. Gather data and information on migration-related activities relevant to/in the framework of C2CMMD.

Contribute ideasfortheoverall implementationandmonitoringoftheproject and to thedifferent components of the MMD programme.

Compile and draft inputs to internal and external project reviews and reports. 3 Participate in conferences/meetings/seminars relevant for the respective areas of work and share knowledge.

Key Results:

C2CMMD activities organised and implemented according to work plan in the work area assigned. Project inputs administered according to ICMPD´s rules, processes and donor requirements. Project outputs related to area of work delivered in a timely and qualitative manner. Substantive project content defined, formulated and produced timely and according to high professional standards.

Financial expenditures on activities level controlled and maintained within the budgetary limits. Proposals for use of savings formulated.

Communications activities and outputs of C2CMMD planned and implemented according to timelines and appropriate standards.

Project contact database and calendars timely maintained.

Incumbent Profile:

A minimum of 3 years of experience in implementation of projects in the field of migration with focus on the field of project.

Substantive knowledge of migration issues. Knowledge of and experience with return and reintegration, labour migration and freedom of movement issues is an asset. Solid analytical, drafting and organisational skills.

Good communications and problem-solving skills.

Experience in stakeholder relations management.

Supervisory experience in management of experts as required by the position. Professional training in project cycle management in an asset

Strong ICT skills in MS applications. Experience with SAP is an asset. Willingness to travel.

Knowledge of the EU funding regulations is an asset.

Corporate Qualifications:

Experience in international context.

Proficiency in (verbal/written) English, proficiency in a major EU language, or Arabic, is an asset. Master´s degree related to the area of work.

Compensation:

ICMPD offers an attractive compensation package. This position is classified at IP2 Grade, with an annual net-base salary starting at EUR 43.512,00. Additional benefits include participation in the ICMPD Provident Fund, Health and Accident Insurance, six weeks’ annual leave and, where applicable, dependent’s and mobility allowances.
