IRC Germany (IRC DE) was established in 2016 in order to further enhance the profile of the German humanitarian and development sector, to provide further opportunities for advocacy on behalf of the people we serve and to support German state and civil society in serving people seeking safety in Germany. Since its establishment, IRC DE has grown rapidly and has representations in Bonn and Berlin. It is working with major German statutory donors, like the German Federal Foreign Office, KfW, and GIZ. IRC DE is also cooperating with German civil society organizations. Since 2019, IRC DE holds a Framework Partnership Agreement (FPA) with DG ECHO.

The Frameworks and Regional Grants Director (m/f/d) will be part of IRC’s global Awards Management Unit (AMU). AMU is responsible for identifying, securing, and handling all funding from statutory/government donors.

Key Accountabilities

• Support the oversight and management of framework agreements and the coordination of cross-regional departmental initiatives such as contract readiness.
• Provide advisory support to the submission of key donor deliverables, including organizational profile, framework applications, annual reports or framework audit report.
• Supervise the AMU grants team in charge of Technical Excellence portfolio, providing advisory support on grants management, donor relations and compliance.
• Supervise the AMU grants team in charge of relationship management of German donors, providing advice and management support on donor engagement and grants oversight spanning the entire project lifecycle (pre-and post-award).
• Assure grants portfolio-level visibility and ensure consistency and compliance across the Latin America region including flagging risks and challenges.
• Manage the regional program and grant support team, including workload management, professional development, and problem-solving.
• Serve as single point of oversight, and as needed, contact for field-based grants staff. Directing Programme Development, grants management, and compliance questions to the person/team able to answer them.

Requirements

• Programme and/or grants management experience with key European donors, such as ECHO, DGs, EuropeAid, DFID, GIZ, GFFO, BMZ, Irish Aid, Sida, and others
•  Substantial experience of leading and managing a team including staff working remotely

• Working experience in developing countries, preferably in the context of an NGO or international organization
• Solid understanding of humanitarian aid and development programming including project design, quality and delivery in humanitarian and development settings
• Experience in developing, negotiating and managing complex proposals and contracts for development and humanitarian donors
• Demonstrable experience of building and managing institutional/public donor relations and representing an organization to diverse audiences, including at a senior level
• Proven ability to manage multiple work streams and to coordinate across teams/functions
• Excellent analytical, negotiation and problem solving skills
• A university degree in a related field of study or a comparable qualification
• Good IT skills (Word, Outlook, Excel)
• Very good English language skills; Spanish and German language skills are an asset
• Willingness & ability to travel internationally (approx. 15%)
