OVERVIEW OF THE FUNCTIONS OF THE POST
Under the overall authority of the Director of the Bureau of Strategic Planning (DIR/BSP), the management of the Chief of Grants Management Section (BSP/GMS) and the direct supervision of the Chief of Unit, the incumbent will play a key role in the management of grants including providing support to programme and administrative officers.
The incumbent will, in particular:
- Analyse requests for creation of budget (grant) codes for voluntary contributions from all funding modalities and ensuring that budget estimates are calculated in line with UNESCO rules and regulations.
- Create and reflect project budget structures using the relevant IT tools and issues allotment of funds in accordance with approved budgets, signed agreements, project documents and other relevant information.
- Verify proposed budget operation requests in terms of actual expenditure, future requirements, compliance with agreements and total allocated resources.
- Identify associated risks arising from non-standard clauses in agreements and recommend solutions to mitigate such risks.
- Analyse and process requests for project extensions liaising with other services and taking appropriate action for closure of projects.
- Advisory role on proper budgeting guidelines including cost recovery policy, budget formats and application of budgetary procedures.
- Provide support and training to programme and administrative officers.

Education
- Completed secondary, technical and/or vocational education.
Work Experience
- Minimum of 8 years of relevant professional experience in project/ grants management or finance/accounting.
Skills and competencies
- Good knowledge of ERP Systems such as SAP.
- Strong numerical and analytical skills.
- Good communication skills.
- Team player and service oriented.
- Problem-solving, organizational and interpersonal skills.
- Excellent IT skills (Excel, Word, etc.).
Languages
- Excellent knowledge of English or French and good knowledge of the other language.
DESIRABLE QUALIFICATIONS
Education
- Specialised training or extensive experience in related areas relevant to the post.
Work Experience
- Experience in similar functions within the UN system or an international organization/institution.
Skills and competencies
- Knowledge of UNESCO’s rules and regulations, policies and procedures.
- Familiarity with the work and the administrative functioning of international organization and/or the UN system.
Languages
- Knowledge of another official language of UNESCO (Arabic, Chinese, Russian, Spanish).
