Job Description
Under the supervision and direction of Economic Empowerment Supervisor, the Career Services Specialist is a key team member for implementation of IRC’s Union County Refugee Works (UCRW) initiative serving refugee adults and out-of-school youth with funding through the Workforce and Innovation Opportunity Act (WIOA). The position serves as the primary case manager and navigator for participants, to assess and meet their needs and coordinate participation in skills training, internships and work experience. Major Responsibilities: Conduct pre-enrollment assessments with participants to ensure eligibility under WIOA guidelines Provide individual career services, including developing Individual Service Strategies (ISS) and providing career planning/case management services and comprehensive guidance/individual counseling Coordinate internship and work experience activities for UCRW participants, including identifying and sustaining relationships with employers and other partners serving as hosts for participant work experience Connect participants to needed services and training both within and outside of IRC Coordinate with Union County American Job Center to ensure timely and accurate communication regarding documentation of WIOA eligibility, participant enrollment, service provision and data tracking Actively coordinate with IRC staff, to ensure qualifying participants are enrolled in UCRW project efficiently and service provision is streamlined Identify and engage local agencies for participant referrals and conduct regular outreach to educational and training providers Track all services provided to participants in IRC’s Efforts to Outcomes (ETO) management information system, as well as any other systems required by the Union County Workforce Development Board Support the program supervisor in tracking quantifiable measurements to assess project effectiveness May be required to drive clients on IRC-related activities Other related duties as assigned
Qualifications
Education: Bachelor’s Degree in a related field; or equivalent years of related work experience Work Experience: At least 2 years of related work experience Experience in a non-profit setting and prior experience working in workforce development a plus Experience working in a diverse, and non-traditional setting with diverse client base Experience in workforce development, counseling, social work, case management, or financial coaching fields strongly preferred Demonstrated Skills and Competencies: Must demonstrate interest and cultural competency in working with individuals from all over the world who may be experiencing varying levels of economic hardship Solid verbal communication skills in English required Strong written skills, digital literacy, and proficiency in Microsoft Office Suite Strong time management and organizational skills are essential Must be able to effectively manage multiple priorities, data tracking systems, and client needs simultaneously Experience using Evidence to Outcomes (ETO) data management system is a plus, but not required Language Skills: Ability to read, write and speak English fluently is required. Fluency in one of the languages of populations served is highly desired (Arabic, Persian, Pashto, French, Kiswahili, Haitian Creole, Spanish) Working Environment: Standard office work environment. Some field work required (10% of time), including accompanying clients to employers for training and/or job opportunities.
