Job Description

Under the supervision of Field Coordinator, the Health Manager will be responsible to provide oversight to quality primary health care services in the IRC-supported health facilities, health posts and catchment population. S/he will be expected to work within the primary healthcare facilities and communities in the catchment population and collaborate with the integrated community health program to implement project activities. S/he will oversee the implementation of the project work plans and strategies in all the sites of support; and ensuring that these are effectively translated into site work plans. The position holder will also support effective and efficient utilization of the organization resources by reviewing the project budgets, cash requisitions and accountabilities in line with the IRC financial guidelines. The Health Manager will monitor drug consumption, rationale drug use at health facilities and progress and keep track of activities. S/he will spend approximately 50% of his/her time in the field both at the health facility, health posts and in the community.

Duties and Responsibilities

  • Coordinate the organization and delivery of quality RH, EPI and or IPC services at IRC supported health facilities, health posts and outreaches.
  • Coordinate the implementation of the health program in refugee settlement; and acts as the main link between the health facility teams and IRC on a regular basis.
  • Coordinate the integration and provision of technical support from the site-based teams and provide technical guidance to the site teams for development of site work plans to ensure successful implementation of the project.
  • Sets up mechanisms to tracking implementation of project activities as per the project work plan and implementation plans; and routinely provide feedback about implementation progress to the technical and management teams.
  • Ensure project compliance with Ministry of Health Guidelines and protocols during delivery of health services
  • Provide technical supervision and guidance of IRC’s RH, EPI, pharmaceuticals and IPC program
  • Monitor the standard of healthcare in the camp-based health facilities and health posts for a range of services including safe motherhood, EPI, family planning, adolescent sexual reproductive health, nutrition, HIV prevention care and treatment services.
  • Provide regular feedback to staff on appropriateness of diagnosis and management.
  • Oversee the management of drugs and medical supplies including selection, procurement, and distribution and ensure continuous availability appropriate medicines and supplies.
  • Identify gaps or deficiencies in RH, EPI, IPC activities and develop interventions to address these gaps in consultation with the Field Coordinator and Health Coordinator.
  • Identify and mentor key staff on coordination of RH, EPI, IPC activities at the IRC supported health facilities, health posts and outreaches in the settlement
  • Ensure consistent and timely collection, utilization and reporting of RH, EPI, IPC and drug consumption reports
  • Assist in identifying, documenting, disseminating and scaling up best practices in the integrated health services and writes regular monitoring and technical reports as required and contribute to IRC’s reports.

Human Resources

  • Participate in the recruitment, selection, orientation and supervision of IRC health staff  as needed
  • Identify training needs of health staff and develop formal/informal training interventions or identify appropriate external training that will enhance management, and reporting skills.
  • Conduct semi-annual performance evaluation of direct supervisees

Liaison

  • Represent the health program and maintain effective relationships with district health authorities, health centers and referral hospital authorities, health unit management committee, OPM, UNHCR, refugee leaders and other NGOs.
  • Liaise closely with other IRC program sectors to ensure coordination and integration of programs

Communication and Reporting

  • Assist in the preparation of monthly health management information system reports according to UNHCR, IRC and MOH formats.
  • Review reports for accuracy and consistency prior to submission.
  • Provide regular feedback to the Field Coordinator and Health Coordinator on project implementation through timely and complete biweekly situational and monthly reports.
  • Assist in writing donor reports.
  • Assist in the preparation of donor proposals for health related components of the refugee program and other health-related projects within the district.
  • Conduct monthly quality assessment of service delivery and project review meetings

Budgetary

  • Manage the health-related component of the project budgets including responsibility for ensuring expenses are appropriate and incurred according to schedule.
  • Prepare monthly cash forecast estimates for health activities implementation.

Qualifications

  • Health/Medical professional (postgraduate qualification in public health or similar will be an added advantage)
  • At least 4 years working experience delivering health services within multi-sectoral programs
  • At least one year working in a comprehensive primary health care program with refugees or conflict affected populations preferred.
  • Experience and knowledge of the running of the district health system, delivering services within framework of INGO and Ugandan health sector strategic plan and policy.
  • Experience in supervising staff, preferably in international organizational setting.
  • Excellent oral and written communication skills.
  • Excellent analytic and problem solving skills
  • Experience in assessments, report writing and proposal development
  • Diplomacy, tactic and representation competencies
  • Computer skills in MS word, MS Excel, and MS Power Point.
