The purpose of the assignment is to support the ROSA Education Section in facilitating knowledge generation/gathering, sharing/exchange and use, internally and with Country Offices in the region, HQ and external partners and to strengthen the knowledge base of the South Asia Education Network.

How can you make a difference?

1. Rationale:

Knowledge capital is one of the most critical added value that UNICEF can bring to global and regional efforts to strengthen, promote, protect and help fulfill children’s and women’s rights.    Delivering on this requires UNICEF to play the role of convener and conduit of external knowledge as well as contribute knowledge from its own programming experience and innovations with partners – both formal evidence-base and tacit “know how” (non-formal, undocumented knowledge).  Knowledge management is an underlying thread in UNICEF’s Strategic Plan and linked closely to advocacy.

The Regional Office plays an essential role in connecting and facilitating knowledge generation/gathering, sharing and use. Recognizing that knowledge management is integral to its role, the Regional Office for South Asia (ROSA) has included a strong knowledge management component in its Regional Office Management Plan of 2018 – 2021 and this is replicated in the ROSA education strategy.

The knowledge management and exchange activities and products of the Regional Office for South Asia (ROSA) Education Section will support the implementation of the Shared Vision for Education in South Asia and achievement of the Headline Result: “Every Child Learns: By 2021, 10 million previously Out-of-School girls and boys are enrolled in pre-primary, primary and secondary education and learning”.

In line with the above, the ROSA Education Section needs a dedicated person in facilitating knowledge sharing and exchange with the country offices, with UNICEF HQ and external partners. Furthermore, with the recent migration to SharePoint, the Education section also needs to enhance its team sites for better knowledge sharing and collaboration.

2. Purpose:

The purpose of the assignment is to support the ROSA Education Section in facilitating knowledge generation/gathering, sharing/exchange and use, internally and with Country Offices in the region, HQ and external partners and to strengthen the knowledge base of the South Asia Education Network.

3. Key Assignments/Tasks:

i. Develop a ROSA Education Knowledge Management Plan in alignment with the UNICEF HQ Education KM Plan as well as recent developments in migration to SharePoint.
ii. In collaboration with Communications section, generate content and regularly update the UNICEF South Asia website.
iii. Prepare and disseminate at least three editions of the ROSA Education e-newsletter covering regional events, country office updates and publications
iv. Produce a roster of experts, institutions and development partners and consultants – by thematic focus area and share with the ROSA team and country offices.
v. Liaise with the ROSA Communications Section to cover key events organized or supported by education section and implement social media campaigns as needed. 
vi. Collaborate with the ECM consultant to review and update the ROSA Education Team site on SharePoint and take over site management
vii. Prepare and publish articles related to education for publication on ICON (topics to be discussed with section or based on key events)
viii. Support documentation of the network meetings or other key meetings organized by the Section.
ix. Working closely with the respective section staff develop a dissemination plan and support dissemination of studies and evaluations completed by the Section This will also include dissemination through non-traditional channels such as social media and relevant websites and support to organization of webinars
x. In consultation with the country offices determine the areas of interest/need and support the section in organizing webinars, Skype calls etc. on agreed topics and document these.
xi. Support the section PA in documenting the minutes of section meetings

4. Key functions/Day to Day Activities:

a. Develop a ROSA Education KM Plan
b. Update online platforms

c. Develop and disseminate at least 3 editions of ROSA Education e-Newsletter

d. Update ssearchable database of experts and consultants

e. Produce press- releases, social media posts on key events

f. Regularly maintain the SAR-Education site on SharePoint

g. Publish ICON article for each major event organized by education

h. Prepare meeting reports as needed

i. Reports/publications disseminated

j. Notes from ROSA webinars shared with section and with COs as relevant

k. Inputs to section meeting minutes

5. To qualify as an advocate for every child you will have 

University degree (or equivalent) in the areas of communication, social sciences and/or related field.

At least 3- 4 years of work experience involving production of knowledge assets such as reports and sharing of knowledge assets. Experience working overseas or in the UN and other international development organizations an advantage; previous work experience in South Asia would be an asset.

Excellent organizational skills and ability to prioritize and manage multiple tasks; ability to work with minimal supervision. Excellent interpersonal and networking skills. 

Excellent written and spoken English; advanced working knowledge of excel and other databases an advantage; excellent communication skills.

Note: This is a home-based consultancy for 11.5 months from the start of the contract. Please submit your application with your proposed fee. Applications without the financial proposal will not be considered.
