INTRODUCTION 

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

Project Background

The Danish Refugee Council (DRC) is leading a £21 million programme to protect would-be migrants and refugees from unsafe irregular migration through and from Ethiopia. The 4-year programme, funded by the UK Department for International Development (DFID), is anticipated to be innovative, cross-sectoral and solutions-oriented with strong emphasis on research, learning and adaptive management

OVERALL PURPOSE OF THE ROLE: 

The Protection Information Management (PIM) Specialist will be responsible for protection-related data management for the Ethiopia Migration Programme, contributing to and supporting protection programing through the collection, analysis and sharing of information in accordance with DRC’s policies and professional standards for protection work. S/he will be responsible for contributing to the design of reports and thematic documents related to protection programming both internal and external audiences. The Specialist will support Protection teams to identifying key protection trends in the analysis of quantitative and qualitative data 

RESPONSIBILITIES 

  • Work with relevant technical teams to develop, implement and maintain the programme’s protection database and information management systems.
  • Develop protection tools, with an emphasis on protection monitoring in close collaboration with protection teams rolling out protection monitoring frameworks and processes in the field operations. 
  • Rollout standardized protection database and information management systems in line with DRC’s protection standards.
  • Oversee the management of databases of confidential information and ensure there is provision for data security, including strict data handling and confidentiality protocols, weekly backup and recovery control.
  • Work with field teams to ensure timely submission of data collected, and work with technical protection staff to analyze information for use in various protection-related materials, including but not limited to reports, briefings, analyses. 
  • Develop and maintain an inventory of relevant documents the protection context in areas of operation including mission reports, assessments and evaluations.
  • Enhance DRC staff's knowledge and capacity to use relevant databases and in topics including data quality, and basic data analysis.
  • Engage in field monitoring visits, ensuring that tools and data reporting systems are appropriate to contexts in the field locations. 
  • Collaborate with the programme’s MEAL team to ensure alignment of protection tools and data analysis is aligned with existing MEAL framework.
  • The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

Experience and technical competencies: (include years of experience)
Essential:

  • At least 2-3 years of working experience in developing, managing information and using databases, preferably in humanitarian settings. 
  • Experience compiling information for external dissemination.
  • Good understanding of monitoring and evaluation processes, including conducting assessments and surveys.
  • Experience in research and data/information management, information security as well as quality assurance techniques.
  • Strong understanding of humanitarian, displacement and protection issues.
  • Strong knowledge of Excel and preferably MS Access or other databases, SharePoint online, and other modern tools. Strong knowledge of data collection, analysis and visualization tools and techniques, such as; Kobo, Power-BI, PivotTables/charts, google forms, among others.

Education: (include certificates, licenses etc.):

  • Degree or qualification in information systems, communications, social sciences or related field.

Languages: (indicate fluency level):

  • Fluency in written and spoken English. Fluency in local spoken languages an advantage.
