Background

Under the direct supervision of the Assistant Resident Representative - Programme (ARR-P), the Portfolio Manager (PM) is responsible for management of UNDP programme within the thematic/sectoral areas assigned. The PM analyzes political, social and economic trends and leads formulation, management and evaluation of programme activities within his/her portfolio, provides policy advice services and assists in harnessing the potential for Turkey’s support and assistance to other developing countries through South-south cooperation, Triangular cooperation and other means and mechanisms.

The overall objective of the Inclusive and Sustainable Growth (ISG) Portfolio is to contribute to inclusive and sustained growth of the national economy while encompassing equity, equality of opportunity and protection during the ongoing market and employment transitions in line with the UNDP Country Programme Document and national priorities.

The ISG Portfolio aims at linking micro and macro determinants of growth with a particular emphasis on strengthening the micro determinants. The ISG portfolio’s core strategy is policy prototyping and where applicable piloting. UNDP will design implementation/prototype initiatives aimed at developing the capacities of the government to design and provide inclusive and equitable public services. The ISG Portfolio also aims at contributing to the policy debate particularly on inequalities, equitable economic and social policies through policy-oriented research.                                                                                   

ISG Portfolio’s present programmatic focus is (i) Competitiveness and Economic Growth (CEG) (ii) Inclusive Public Policies and addressing Inequalities (PPI)”. Two programs under ISG Portfolio are complementary in nature feeding into one another in order to increase impact of the UNDP intervention.

 

The PM, which is subject to the ToR at hand will lead the work of the Inclusive and Sustainable Growth (ISG) Portfolio specifically in the area of Inclusive Public Policies and addressing Inequalities (PPI). The Programme on PPI covers projects and initiatives that help Government of Turkey design, pilot/prototype, implement, monitor and evaluate local, regional and national policies to enhance the quality and accessibility of basic services and opportunities (in education, health, protection including social services) and reduce inequalities at all levels (income, gender, etc). It therefore aims to contribute to the efforts of Government of Turkey to reduce inequalities at all levels and improve the efficiency, effectiveness and impact of basic services and key policies thru an innovative, inclusive, sustainable and integrated approach. The Programme on Inclusive Basic Services and Inequality will specifically focus but not limited to the following areas of ISG interventions:

1.   Local Socio-Economic Development including rural/agricultural development

2.     Access/delivery of gender sensitive and qualified basic services at national and sub-national levels

3.     Social policy and social services (employment and vocational skills development, education, health, social security, disabled/child/elderly care, social assictance, women’s empowerment, social cohesion etc.)

4.     New Generation inequalities including education​, health, access to technology​, human security​ and climate change.  

5.     Public And private sector financing

6.     South- South and Triangular Cooperation / International Development Cooperation

In light with the above, the Portfolio Manager will provide direction and advice to ensure that ‘public services and addressing inequality” interventions fully achieve the targets of new CPD and substantially contribute to meet the priorities established in 11th National Development Plan. The Portfolio Manager will also be responsible to work across the UNDP programme areas to build synergies for a deeper impact and reaching out to the most vulnerable segments of population including youth, girls, disabled, women and refugees.               

The ISG Portfolio has two cross cutting areas i.e. gender and partnerships. UNDP’s interventions aim at women’s integration into economic life and partnerships with international organizations (specialized UN agencies or service providers) with technical expertise and experience in selected areas, as well as the principal policy makers, civil society organizations, think thanks and academia. The PM will be responsible for coordinating partnerships and collaboration relations with different stakeholders.

Within the assigned portfolio, the PM will be responsible for the overall supervision of the portfolio by overseeing the work of the Projects and supervising Projects Coordinators/Project Managers and have matrix supervision responsibility where necessary for common positions under ISG Portfolio. The PM will work in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQs staff, technical advisors and experts, government officials including policy makers, CSOs, NGOs, the private sector as well as multi-lateral and bi-lateral donors ensuring successful UNDP programme implementation. Links and synergies with the UNDP portfolios in Turkey are to be ensured.

Duties and Responsibilities

Summary of Key Functions:

  1. Implementation of programme strategies

  5. Provision of top quality policy advice services to the Government and  facilitation of knowledge building and management
  6. Monitoring and evaluation  of programme
  7. Communication of programme strategy

1. Ensures implementation of programme strategies focusing on achievement of the following results:

  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNSDCF, CPD and other documents.
  • Identify, analyze and provide relevant data in order to provide strategic direction to the team and collaboration with partners.
  • Identification of areas for support and interventions within the thematic/sectoral areas assigned
  • Design and development of area specific strategies within the portfolio for timely and effective programme implementation.
  • Assists in identification of strategic programme areas of cooperation including strategic partnerships with Turkey to help other developing countries to benefit from Turkey’s experience and expertise.
  • Assist in facilitation of vision and future development agenda especially in the context of SG’s initiative to formulate the post 2015 development framework.
  • CO business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management.
  • Effective coordination of the team through provision of guidance and preparation of guidelines when needed, ensuring compliance with UNDP rules and regulations.
  • Establish effective teamwork within the teams through leadership in the achievement of    portfolio goals.
  • Identify and establish clear roles and responsibilities through effective work distribution strategies.

2. Ensures effective management of the CO programme within the thematic/sectoral areas assigned focusing on quality control and assurance from formulation to implementation of the country programme achieving the following results:

  • Coordinate implementation of strategies through effective application of RBM tools, establishment of management targets for respective portfolios, programme outcome level performance indicators and success criteria and targets and monitoring achievement of results.
  • Design and formulation of CO programme within the area of responsibility (at portfolio level), translating UNDP’s priorities into sub-programme (portfolio) strategies and local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones
  • Initiates clusters and projects, presents to PAC, Perform Manager level 2 in ATLAS for the portfolio up to USD 50,000 as may be required by Country Office Internal Control Framework (ICF).
  • Aggregate reports are regularly prepared on activities, outputs and outcomes. Supervises preparation of donor reports
  • Ensures inter-portfolio cooperation and synergies; establish common grounds for thematic areas to intersect in order to ensure the achievement of common or related goals.

3. Ensures  advocacy and representation of the portfolio  focusing on the following results:

  • Develop the portfolio advocacy and representation strategy with a view to strengthening partnerships with relevant stakeholders.
  • Provide efficient platforms for networking with related institutions both at national and international level.
  • Analysis of relevant   institutions and platforms in which the portfolio can bring advantages to achieve the targets as well as added value.
  • Establish   well-functioning and sustainable relationships with public institutions, universities, other CSOs, media etc.
  • Ensure effective and continuous advocacy to promote UNDP’s mandate and views in addition to information sharing.

4.  Ensures implementation of the resource mobilization strategy   focusing on achievement of the following results:

  • Development of partnerships with  UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, the private sector and civil society in specific thematic areas based on the strategic goals of UNDP, country needs and donor priorities, leading to mobilization of resources as per portfolio-based targets
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, and active contribution to the overall office effort in resource mobilization.
  • Formulation and introduction of integrated approaches with other portfolios contributing to the overall Country Office resource mobilization strategy.
  • Ensures the achievement of portfolio-specific resource mobilization targets while ensuring financial sustainability of the portfolio.

 

5. Ensures provision of top-quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

  • Assists in effective implementation of the UNDP Knowledge Management System, formulating knowledge products and sharing lessons learned and success stories in close collaboration with other programme portfolios.
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
  • Support to development of policies and institutions that will address country problems and needs in collaboration with the Government and other strategic partners.
  • Sound contributions to knowledge networks and communities of practice.
  • Organization of trainings for staff on programme issues.

    6. Ensures effective monitoring and evaluation of the programme focusing on achievement      of the following results:

  • Ensures objective evaluations are designed and implemented to assess the programme relevance, effectiveness, efficiency, impact and sustainability of results; ensures portfolio based evaluations are carried out in a credible and systematic manner.
  • Ensures evaluation lessons and recommendations are used for programme design, contributing to the implementation of UNCDF and CPD.
  • Ensures implementation of corporate evaluation standards and quality assurance/control mechanisms.
  • Provision of the technical and managerial advice at the design stage of programmes/projects setting up a framework with defined indicators at the design stage to facilitate the evaluation at the later stages
  • Preparation of analytical documents on areas evaluated, effectiveness and impact of UNDP programme

      7. Ensures effective communication of the programme strategy focusing on the achievement of following results:

  • Ensure implementation of Country Office communication strategy within the portfolio area  contributing to the development agenda promoting public and media outreach and mobilization of political and financial support for UNDP
  • Conduct of communications needs assessments within the assigned portfolio area with a view to integrate advocacy and communication strategy into all aspects of the programme, including programme formulations stage.
  • Provision of data and content for the websites within the portfolio area in cooperation with communications staff, including preparation of people centered stories about UNDP interventions.
  • Conceptualization, organization and management of high-level roundtable discussions, briefing sessions, launches, etc with a view to contribute to promoting UNDP’s mandate and Country Office’s strategic goals.

Required Skills and Experience

 

Education:

Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.

 

Experience:

Minimum Requirement

At least 2 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects.

A first level university degree in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field with a combination of 4 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects.

Specific Requirement

At least 3 years of demonstrated experience in the area of inclusive sustainable growth with a focus on public service reform and inequalities;

At least 2 years of experience in managing large-scale teams in national and/or international area

Demonstrated experience and skills in advocacy, outreach and communications

Experience in establishing strategic partnerships with international organizations, media, academia, public and government institutions.

Experience in designing and implementation of programme strategies to ensure compliance with relevant programme policies and procedures.

Experience in the usage of computers and office software packages, experience in handling of web-based management systems.

Language Requirements:

Fluency in English and Turkish
