NRC in Iraq
Since the Government of Iraq declared that combat operations against the Islamic State Group (IS) had ended in 2017, Iraq has been recovering from the significant damage and destruction caused by the armed conflict. Of the more than six million Iraqis who fled their homes since 2014, 4.5 million Iraqis have returned to their area of origin and 1.4 million remain internally displaced. Many Iraqis have returned to areas that lack basic infrastructure, services and livelihood opportunities, or where explosive devices have not been cleared. Other challenges returnees and secondarily displaced people face include the lack of security, community acceptance, housing, property, and civil documentation issues as well as critical educational and health service gaps. Throughout this, Iraq continues to host over a quarter of a million Syrian refugees.

The UN estimates that more than 4.1 million Iraqis will need assistance in 2020, 1.77 million of them in acute need. With military operations against IS group having ended, the Iraqi government faces new challenges to ensure an inclusive reconstruction and reconciliation that will sustain peace.

Since 2010, NRC Iraq has been assisting internally displaced Iraqis, Syrian refugees, returnees, and host communities in Ninewa, Dohuk, Erbil, Kirkuk, Basra, Salahdeen and Anbar Governorates.  

We focus on assisting the newly displaced, those experiencing protracted displacement in camps, and people returning to and living in hard-to-reach places by improving their chance of obtaining a durable solution.  NRC runs integrated programmes across Iraq to respond to people in need using our shelter and settlements, education, camp management, legal assistance, livelihoods, and cash activities.

Duties and responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  • In close collaboration with the Shelter WASH Project Coordinator expand, develop, coordinate and manage NRC’s Shelter and WASH based programming in Ninewa.
  • Working in conjunction with the Shelter and WASH Project Coordinator contribute to the development appropriate modalities for project activity implementation.
  • In close collaboration with Shelter and WASH Project Coordinator, develop awareness and education materials, beneficiary and community engagement tools, and minimum standard specifications for Shelter and WASH project implementation.
  • Assist in the daily management of NRC project staff, while also actively engaging in capacity building of staff.
  • Provide general and field level supervision of WASH and Shelter Assistants.
  • Ensure that Shelter and WASH activities are in compliance with NRC, government and donor specifications, regulations and guidelines.
  • Take an active role in the daily management of contractors and suppliers, while engaging in quality assurance activities to ensure all works are completed as per design and specification.
  • Assist with the development and preparation of technical drawings, bill of quantities (BoQ), and tender documentation.
  • Coordinate and supervise implementation of Shelter and WASH activities such as school rehabilitation, water supply network rehabilitation, latrine construction, solid waste management, hygiene promotion, post implementation monitoring (PIM), and others.
  • Liaise with logistics and finance to prepare documentation and submit requests as required.
  • Assist with the preparation of reports and progress updates as required internally and by donors.
  • Any other duties as assigned by the Shelter and WASH Project Coordinator.
 
Qualifications
  • University degree or higher education relevant to the assignment (preferably in Engineering (Civil, Water source, Architect engineer)). Proven work experience will potentially be considered as a substitute for formal education
  • Experience implementing varied WASH or Shelter programming
  • Significant experience in the fields on construction, field engineering, contractor management, and quality assurance
  • Previous experience working in complex and volatile environments
  • Familiar with the line management of staff and work plan coordination
  • IT competencies including MS Office
  • Fluency in English and Arabic, both verbal and written
  • Experience with AutoCAD, Kobo, and MS Project would be preferred
  • Skills in monitoring and evaluation would be beneficial
  • Experience with early recovery /reconstruction projects is an asset
  • Experience with Cash for Shelter project, Shelter rehabilitation through contractor and multi-sectoral integrated programming
