Job Description

Founded in 1933, the International Rescue Committee is one of the most prominent international organizations working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression. 

Since 2007, IRC has worked with refugees and other vulnerable populations in Jordan.IRC’s recent and current programs in Jordan focus on interventions that address Gender Based Violence, specifically violence against Syrian and Jordanian women and girls.

Working in coordination with the humanitarian community and the Government of Jordan, the IRC's assistance program for Syrian refugees in IRC Jordan includes both camp-based (Azraq camp) and urban based refugee assistance (Mafraq, Ramtha, Irbid). In the host communities, the IRC's assistance programs focus on health / reproductive health as well as the GBV and mental health/psychosocial support (MHPSS) and cash assistance through two clinics in Ramtha and Mafraq, providing comprehensive PHC, RH, GBV and psychosocial support (PSS) services to urban refugees and 3 women’s centers in Mafraq, Ramtha and Irbid providing GBV, mental health/psychosocial support (MHPSS) and cash assistance.At a national level, the IRC is leading different capacity building initiatives alongside government ministries, UN agencies and organizations including inter agency case management trainings, clinical care for sexual assault survivors (CCSAS), and the roll out of theInter Agency National Standard Operating procedures (SOPs) on GBV and Child Protection in Jordan.

SCOPE OF WORK

The WPE Outreach Counselor responds to reported incidents of gender-based violence (GBV) in a timely, survivor-centered and caring manner in order to ensure that survivors can heal through receiving planned quality holistic and appropriate health, legal safety and security and psychosocial care and support. The Counselor is responsible for delivering case management and counseling services in safe spaces within the local communities that are identified by the Senior Outreach Officer and IRC health clinic. The Counselor also assists in raising awareness to prevent gender-based violence incidents from happening and to ensure that survivors of GBV know what the services available to them are and how to access them.The Counselor works with survivors of GBV, community partners such as women’s groups, service providers and local authorities. In addition the counselor will provide emotional and case management support for women and girls in non-GBV cases who disclose to them.

SPECIFIC DUTIES AND RESPONSIBILITIES

Case Management

  • Treat survivors and other vulnerable beneficiaries with respect, kindness and in a caring manner, always maintaining confidentiality and based on survivors’ needs and wishes.
  • Give survivors information about consequences of sexual assault, mandatory reporting regulations and help them identify their needs and options.
  • Develop action plans to address survivors’ physical, emotional, psychological, social, protection, and financial needs and provide follow up to ensure needed services are provided.
  • Complete confidential incident report and all other case related forms.
  • Compile GBVIMS data on a monthly basis.
  • Work closely upon consent of the survivor with the IRC clinic and cash staff as well as other referral partners on referrals to ensure holistic care of survivors,
  • Participate in case conferences, file reviews and any other meetings as required.
  • Conduct home visits and mobile service provision in community safe spaces, as needed.

Counselling

  • Conduct in-take and psychosocial assessments of each client
  • Provide one-on-one emotional support counseling and guidance to GBV survivors and other vulnerable groups
  • Provide group counseling
  • Provide referrals for clients in need of additional specialized mental health support
  • Conduct home visits and mobile service provision in community safe spaces, as needed

Awareness-raising

  • Work closely with other WPE staff to sensitize community members to GBV and IRC services available within the women’s centers.
  • Contribute to the analysis of GBV caseload reported to the IRC, in order to provide feedback on needs and gaps to community workers and the wider WPE team
  • Work closely with the Community Workers to provide outreach to encourage survivors to come forward and seek assistance.

Other Duties

  • Compile and prepare weekly reports and any other data as required by the Senior officers, Deputy Program Manager and WPE Manager.
  • Act as ‘Focal Point’ based on a revolving system, with responsibility for volunteer payments, service contract payments, drafting PRs and coordinating visits.
  • Assist the WPE Senior Officer and Deputy Program Manager in daily implementation of tasks as required and notify them immediately when issues arise.
  • Maintain program files.
  • Attend trainings and assist in organizing trainings as required.\
  • Any other task designated by the Senior Officer, Deputy PM and Program Manager

Qualifications

  • Approximately 2- 4 years experience in the field of gender-based violence, case management or social work
  • Experience working with women and girls
  • University Degree in social work, psychology or related field
  • Good interpersonal and team building skills
  • Strong negotiation skills essential with experience in conflict resolution desirable
  • Experience working with other NGOs or CBOs
  • Excellent written and verbal communication skills
  • Strong liaison and diplomatic skills
  • Computer skills, in particular email, Microsoft Word and Excel
  • Fluency in Arabic and English

Working Environment:

This position will be based in Azraq camp, Jordan, will traveling to Amman and Mafraq for coordination and reporting. Candidates are expected to transport themselves to the Azraq office (approximately 1 hour from Amman)
