Duty Station: Tashkent, Uzbekistan

Location details: Office Based and Home Based.The desk review and the reporting phases are expected to be home based, whereas the consultant is expected to travel to Uzbekistan for the implementation phase of the consultancy

Duration: 2 months within the period of 3 months

Field Missions/Travel: The consultant is expected to travel and stay in Tashkent, Uzbekistan for the extended period (implementation phase of the consultancy)

Anticipated Start Date: March 2020


Context and Purpose of the Consultancy:
Under the 2016-2019 GAVI PEF TCA, UNICEF supported Uzbekistan in vaccine procurement budgeting and forecasting through development of the unified, Excel-based vaccine procurement budgeting template and training of relevant Government Partners in the template usage. Subsequently, activities have been initiated to further expand the budgeting template to include a cold chain equipment maintenance budgeting module.
UNICEF is currently looking for a consultant to continue the expansion of the budgeting template as well as support in development of the long-term (3-year) vaccine procurement and cold chain maintenance budget projections.

Key Tasks:
Under the joint supervision of Immunization Specialist, UNICEF Uzbekistan, and Finance Specialist, UNICEF Supply Division, the consultant is expected to travel to Uzbekistan and conduct the following:

- Expand the existing, excel-based budgeting template to include the cold chain equipment maintenance budgeting module
- Revise the budgeting template’s user-manual to include the features of a new module
- Develop a 3-year budget forecast (2021-2023) for vaccines and cold chain equipment maintenance costs in collaboration with the Government staff
- Conduct the on-the-job training of the Government staff in the use of the revised budgeting tool

Deliverables:
• Develop a workplan and the draft consultancy report layout (5%)
The consultant will conduct a desk review of available documentation (including the previous activities in the area of vaccine procurement / cold chain equipment maintenance budgeting) and will develop a workplan of the planned assignment together with the draft consultancy report layout.

• Expand the existing, excel-based budgeting template to include the cold chain equipment maintenance budgeting module (30% time allocation)
In close collaboration with UNICEF Country Office, the MoH (including the Agency for Sanitary and Epidemiological Well-being – former SES) and UNICEF SD, the consultant will expand the existing, excel-based budgeting template to include the cold chain equipment maintenance budgeting module.

• Revise the budgeting template’s user-manual to include the features of a new module (25% time allocation)
In close collaboration with UNICEF Country Office, the MoH (including the Agency for Sanitary and Epidemiological Well-being – former SES) and UNICEF SD, the consultant will update the budgeting template’s user-manual to include the features of a new module.

• Develop a 3-year budget forecast (2021-2023) for vaccines and cold chain equipment maintenance costs in collaboration with the Government staff (20% time allocation)
In close collaboration with UNICEF Country Office, the MoH (including the Agency for Sanitary and Epidemiological Well-being – former SES) and UNICEF SD, the consultant will develop a 3-year budget forecast (2021-2023) for vaccines and cold chain equipment maintenance costs in collaboration with the Government staff

• Conduct the on-the-job training of the Government staff in the use of the revised budgeting tool (10% time allocation)
In close collaboration with UNICEF Country Office, the MoH (including the Agency for Sanitary and Epidemiological Well-being – former SES) and UNICEF SD, the consultant will conduct the on-the-job training of the Government staff in the use of the revised budgeting tool.

• Draft reporting (5%)
The consultant will prepare the draft consultancy report which will include notes from the on-the-job training, the revised budgeting template and user manual as well as the 3-year-budget projection.

• Final reporting (5% time allocation)
The consultant will finalize the draft report based on comments received.

Requirements

Academic:
Master’s degree in business, Public Health, Development or Public Finance, (Health) Economics / or in another relevant discipline for health / supply financing.

Professional Experience:
Minimum seven years professional relevant work experience in health fiscal space analysis, health / immunization financing, setting up financial solutions for health (including trust funds etc).

Language Requirements: Good working knowledge of English (written and spoken) is required, good working knowledge of Russian (written and spoken) is an asset.
