Job Description

To develop an advocacy brief on private and non-State engagement in education in emergencies (EiE). On the basis of evidence and current developments this brief will provide guidance, messaging and advocacy recommendation to network members, policy makers and the EiE sector as a whole. It should include analysis on equity, inclusion and quality in light of international and national legal obligations of States and others to respect, protect and fulfil the right to education and to regulate private or non-State actors.


Free quality public education remains a right during times of emergencies and crisis. The Inter-agency Network for Education in Emergencies (INEE) is an open, global network of members working together within a humanitarian and development framework to ensure that all individuals have the right to a quality, safe, relevant, and equitable education. INEE’s work is founded on the fundamental right to education.

INEE serves its members through several key functions: community building, convening, knowledge management, amplifying and advocating, facilitating and learning, and providing members with tools and resources for the provision of education in emergencies. INEE is commissioning the development of this advocacy brief to foster thought leadership and advocacy points that will provide the membership and policy makers with clarity and information on recent developments in legal standards and obligations pertaining to education in emergencies, in particular the recent adoption of the Abidjan Principles and subsequent roll-out; current academic research; current State practice; the development of relevant guidelines by UN and international NGOs and other initiatives (including ECW and GPE at the moment); as well as background papers developed for INEE’s Roundtable on Public Private Partnerships. The development of the Brief should also pay attention to the ongoing research for the 2021 UNESCO GEM report on non-State actors in education - esp an online consultation to be conducted by INEE and GEM in March.


This consultancy will focus on the development of an advocacy brief outlining evidence on private sector engagement in education in emergencies, through a mapping-out and consideration of the many different ways private sector are/could be involved in EiE, with the aim of providing network members and the EiE sector as a whole with guidance, messaging and advocacy recommendations to inform practical implementation of quality EiE programming. The consultant will also produce a set advocacy-oriented slides for webinars and similar. This consultancy will work closely with the INEE Secretariat’s designated focal point and members of INEE’s Advocacy Working Group.


The consultant will:

  • Produce a project timeline and methodology with expected dates for input from the consultant and the INEE Secretariat and Working Group members.
  • Coordinate, incorporate and respond to feedback from the INEE Secretariat and Working Groups on drafts of the advocacy brief.
  • Consult regularly with the INEE Secretariat focal point to discuss progress on the project.
  • Provide timely drafts of the advocacy brief for review.
  • Document feedback received and incorporate changes into the final advocacy brief.
  • Produce a final advocacy brief, illustrated with some examples of different kinds of private sector engagement, ready for publication/design processes with only a light touch needed for copy-editing.
  • Produce a set advocacy-oriented slides for webinars and similar, based on evidence, guidance, messaging and recommendations from the advocacy brief


  • Propose methodology for discussion with INEE focal point (week 1)

  • Outline of advocacy brief structure and evidence base provided for INEE Working Group review (week 2)

  • Outline of advocacy brief structure agreed upon (week 3)

  • Draft 1 of advocacy brief provided for INEE review (week 5)

  • Final advocacy brief and presentation slides (end of week 9)


Profile of consultant

  • Masters Level education in human rights, education, international development or other relevant area
  • Significant knowledge and experience (at least 10 years) in human rights work as well as in the field of education and humanitarian response
  • Experience in advocacy and education in emergencies
  • Excellent knowledge and experience in developing key tools and guidance for practical use
  • Demonstrated experience in research and analysis in the domain of human rights and education in emergencies
  • Proven ability to write clearly and effectively with a particularly focus on ‘translating’ legal language into broader advocacy usage without the loss of legal significance
  • Understanding of INEE and experience working with INEE’s tools and resources
  • Experience in consulting / working independently to produce concrete deliverables within a set timeframe.
  • Advanced computer skills, especially in Word and PowerPoint.
