Organizational Setting

The Office of Evaluation (OED) of the United Nations Food and Agriculture Organization (FAO) is conducting a country-specific project evaluation in Ecuador; the Global Environment Fund (GEF) finances the project.

Project “Integrated management of marine and coastal areas of high value for biodiversity in Continental Ecuador (FSP) (CGP/ECU/084/GFF)” seeks to develop an integrated management approach for the use and conservation of coastal marine areas of high value for biodiversity through establishment of conservation areas, strengthening of mangrove concessions, and integration of biodiversity conservation in the fisheries sector. Travel to and within project country is expected.

Reporting Lines

Under the overall administrative responsibility of Evaluation Officer, and the close technical and methodological guidance of the Evaluation Manager, the Evaluation Team will conduct the evaluation of project CGP/ECU/084/GFF. The evaluation manager will develop individual terms of reference for each team member; each team member’s mandate will derive from and must fully comply with the overall Terms of Reference for the Evaluation.

Technical Focus

The evaluation manager will recruit an evaluation team composed of two international consultants, preferably home-based in Ecuador or the Western Hemisphere; the team as a whole will be qualified in the following areas\:

  • Evaluation, and particularly evaluation of GEF projects;
  • Biodiversity of costal marine conservation areas;
  • Mangrove concessions;
  • Biodiversity and particularly biodiversity in fisheries
Tasks and responsibilities

The FAO Office of Evaluation (OED) will guide this evaluation. The evaluation team is responsible for\:

  • Work in close collaboration with the OED Evaluation manager responsible for this evaluation.
  • Conduct the evaluation and apply the methodology elaborated in the evaluation Terms of Reference together with the project team and GEF liaison officers
  • Participate in briefing and debriefing meetings, discussions, field visits with the evaluation team and contributing to the evaluation with written inputs
  • Work from home and travel to project country and sites as part of this assignment
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • University degree in conservation; costal marine areas, mangrove, fisheries, economics, policy analysis, development studies, or another related field
  • A minimum of 5 years of relevant experience in evaluation, preferably of fisheries or marine project and/or programs
  • Working knowledge of Spanish (C-level). At least limited knowledge of English (level B) for COF.REG.
  • For PSA.SBS a Working knowledge of Spanish might be sufficient.

  • Extent and relevance of experience in project evaluation

  • Experience evaluating GEF projects a plus
