UNICEF Serbia is looking for a qualified local professional to support the office's activities within the private sector forum.

Purpose of the Activity/Assignment:

The purpose of the assignment is to provide expertise engagement in support of the implementation of the Business for Results (B4R) initiative, for which UNICEF in Serbia was selected as one of the front runner offices.

B4R is an organization-wide initiative, launched in 2019, aimed at strengthening the role of business at the core of UNICEF strategy and operations towards achieving the SDGs and the ambitious goals of the UNICEF Strategic Plan. B4R involves activities that will help in harnessing the power of business and markets for children, leveraging resources and partnerships for children, as well as maximizing the power, reach and influence for children.

Situation Analysis conducted by UNICEF Serbia in 2019 showed how business impacts the children in the country and the potentials for the engagement with business to deliver outcomes for children. Moreover, B4R has been identified as one of the core initiatives for the next country programme and the engagement of the business sector will be an important approach for the achievement of the programme results.

Leveraging the power of business and markets for children is also one of the key change strategies for UNICEF. In this sense, the engagement of the consultant is required to support the annual activities related to B4R initiatives that the office plans to achieve in 2020.

Tasks:

Task 1: Produce up to five partnership proposals submitted by UNICEF programme (concept notes and the materials to be provided by UNICEF), revised to fit the business language. The proposals are to be prepared for the prospected business partners identified in the process of the Situation analysis of the private sector.

Task 2: Support the development, implementation and reporting on the survey on the implementation of family-friendly policies within the business sector, targeting up to 50 business representatives/companies of various size in Serbia. The survey will include the questionnaire that is to be based on UNICEF’s document Business and Family-Friendly Policies (an evidence brief). The task will include the following assignments:

  • Development of the quantitative research protocol and questionnaire,
  • Data collection and administration of an on-line questionnaire with companies and follow-up to ensure a higher response rate,
  • Analysis of data collected,
  • Preparation of draft report incorporating comments and final presentation,
  • Production of the final report incorporating findings from quantitative components in a reader-friendly format,
  • Documentation of at least ten best practice examples of what the companies are doing in the implementation of Business and Family-Friendly Policies in the form of visuals and one-page summary, which can be used for online dissemination purposes (online exhibition and social media).

Task 3: Assist UNICEF in preparation of questionnaires for U-Report targeting young people’s opinion on business sector practices in view of the respect of children’s rights.

Task 4: To develop the standards and criteria for the nomination and selection of a company that will be recognized as a Child-Friendly company of the year. The criteria for the nomination and selection to be based on UNICEF’s Family Friendly Policy document. The invitation for nominations, based on the developed criteria, will be disseminated in collaboration with the Serbian Chamber of Commerce and the Serbian Association of Managers (members of the recently established UNICEF Business Council) and will be included in their annual awards ceremony for the members.

Task 5: To assist UNICEF in the facilitation of a one day workshop on how to tell UNICEF’s programmatic story to different partners. Based on the draft of the CPD and Programme Strategy Notes, the consultant is expected to help UNICEF staff to translate the standard UNICEF’s language to be better understood by different audiences, particularly the business sector. The consultant is expected to give concrete examples and show how UNICEF should pitch its programme strategies.

Knowledge/Expertise/Skills required:

  • Advanced University degree in the field of business administration, social sciences or philanthropy.
  • Good understanding of child rights issues and understanding of how UNICEF operates as an organization in Serbia.
  • Good understanding and experience of working on the promotion of corporate social responsibility is an asset.
  • Excellent communication skills; ability to explain complex concepts in a simple manner.
  • Fluency in both English and Serbian.
  • Good report-writing skills.

The application must include a financial proposal in RSD as a separate document, providing the following information:

  1. Daily rate (all costs included e.g. health insurance, pension, usage of a mobile phone),
  2. Daily travel allowance for an overnight stay in Serbia (including accommodation),
  3. Transportation costs per km (for travel within Serbia).
