Nine years into the Syrian crisis, Lebanon remains at the forefront of one of the worst humanitarian crises and has shown exceptional commitment and solidarity to people displaced by the conflict in Syria. 
Since October 2019, Lebanon is also facing a movement of popular protests across the country targeting the political establishment for the country’s dire economic and financial crisis. The protests are led by people across all regions and socio-religious groups. 

UNDP is responding to this situation through a Security, Justice and Human Rights Programme that is managed by a Chief Technical Advisor and implemented by a team of eight staff members. The Programme originated in a project aimed at addressing rising tensions between host communities and Syrian refugees through a community security and access to justice response. In 2019, the access to justice component became a national initiative on legal aid, implemented in partnership with UNHCR and key national partners. The same year, UNDP complemented the existing programme with support towards the establishment of a national human rights institution in Lebanon, jointly with OHCHR. The program has a strong pillar on gender equality that was strengthened in 2019 through a new set of interventions. 
The program is supporting national institutions to develop a people’s centered approach to security and justice, as well as to promote gender equality and protect human rights. The programme is working with the Ministry of Interior and Municipalities, the Internal Security Forces (ISF), the Ministry of Justice, more than 20 municipalities and districts, the National Human Rights Commission, as well as civil society organizations.  

Duties and Responsibilities

The CTA will be responsible for overall planning and substantive implementation of the Security, Justice, and Human Rights Programme; perform quality assurance role for the community security and access to justice elements; and ensure coordinated work-plan development and delivery S/he will assume responsibilities for the management of the programme (day-to-day management of the personnel of the team), provide strategic planning and technical oversight to the rule of law, Justice and Human Rights strategy/programme and ensure coherence and coordination with other UNDPs portfolio, as well as other UN agencies engaged in this field. S/he will create and maintain strategic partnerships with the Government, judiciary, municipalities, Internal Security Forces, civil society organizations, and key bilateral and multilateral actors.  S/he will provide in-depth analysis of key technical issues and advise on strategies to strengthen UNDP’s engagement. S/he will focus also on resource mobilization for the Programme and establish/strengthen various bilateral donors’ partnerships.

Manage and Implement the Security, Justice, and Human Rights Programme 
  • Oversee and manage all the Programme activities implementation functions in Lebanon, including budget and finance management, work planning, recruitment, monitoring and evaluation and reporting functions. 
  • Coordinate and manage the overall delivery of the Programme in an effective and efficient manner, working closely with the Government, Civil Society organizations, academic institutions, UN agencies and entities and donors/development partners. 
  • Prepare annual work plans including human resources and procurement plans in line with the programme outputs and objectives.
  • Closely monitor the Programme delivery status and prepare quarterly progress updates – both narrative and financial – in relation to the agreed work plan and implementation strategy.
  • Provide expert technical advice on Programme related issues and ensure the technical work undertaken across the project is in line with international good practice and adapted to the local context.
  • Ensure technical soundness of Programme activities and achievement of programme outputs. This includes ensuring the results specified in the annual work-plan of the Project meet the required standard of quality, in a coordinated way and within the specified constraints of time and cost.
  • Ensure strict adherence to UNDP procedures, rules and regulations.
  • Support regular programmatic reviews including strategic guidance on activity planning implementation strategies and future programme orientation.
  • Provide support in advancing thematic coordination including by identifying programmatic entry points and by ensuring consistency and complementary in relation of other UNDP programmes. 
  • Ensure the integration of cross-cutting issues into the design, implementation and monitoring and evaluation of all activities. 
  • Provide backup role for vacant positions until recruitment is completed.
  • Coach, train, supervise and mentor the project team to ensure effective and efficient delivery.
Provide policy and technical advice to enable successful implementation of rule of law initiatives (justice, security, and human rights)
  • Provide policy analysis and technical assistance to justice and law enforcement and human rights institutions on an ongoing and demand driven basis; and provide advice to UNDP Senior Management on rule of law and human rights related issues. 
  • Assist the line ministries, national and local institutions with policy options based on the models presented by the body of work established by the United Nations in general and United Nations Development Programme in Specific and that is related to rule of law assistance and human rights due diligence. 
  • Support the establishment of stronger working relations between justice sector institutions and law enforcement to ensure create coordination and cooperation across the sectors.
  • Create partnerships with CSOs -- with additional focus on Women’s CSOs and various local actors -- to ensure sustained and inclusive approach to the Rule of Law. 
  • Ensure proper information’s sharing, coordination and cooperation with other development and humanitarian actors including, UN agencies, donors and others. 
  • Ensure full compliance with the project’s M&E framework to measure the performance of various institutions and quality delivery.
  • Harness and document good practices and lessons learned to feed into UNDP global knowledge. 
  • Identify and recruit needed expertise and capacities to ensure quality technical advice is provided across the project activities as per outlined in the project document and its associated annexes (such as expertise on Enterprise Management Systems for police, reform of Administration of courts, case management, SGBV, curriculum development for police and judiciary, prison’s administration etc). 
  • Contribute to and lead on the Security, Justice and Human Rights working group of the United Nations; Human Rights working group; and other UN fora dealing with security, justice and human rights issues including within the framework of the Lebanon Crisis Response Plan; 
  • Perform any other duties as required by UNDP senior management.   
Manage all financial and operational aspects of the project 
  • Ensure integrity of financial and administrative procedures as well as a consistent application of UNDP procedures, rules and regulations.
  • Follow up with the implementation of the monitoring and evaluation system and ensure quality assurance of reports with timely completion.
  • Provide annual work planning and budgeting exercises.
  • Follow up on timely allocation of funds informed by strategic and effective risk management planning. 
  • Lead the recruitment of project team and subject-matter consultants and perform all required supervisory and appraisal role as a team leader.
Lead on resource mobilization and partnerships across the Programme’s activities
  • Undertake the required efforts for resource mobilization with various bilateral donors and trust funds opportunities. 
  • Develop tailored proposals as required by various donors and funding opportunities. 
  • Coordinate Programme activities with other UNDP initiatives as well as other United Nations agencies, donors, and other international partners, to develop inter-agency synergies and build complementarities with other programs. 
  • Raise visibility of the project through knowledge sharing and well-developed communication materials.
  • Develop pilot initiatives for functional partnerships between national stakeholders and non-governmental organizations, local media and the public

Required Skills and Experience

  • Advanced university degree (Masters Degree or equivalent) in law, criminology, human rights, human/social sciences or other related field.
  • At   least  7   years   of   relevant   professional   experience,   including at least five years in an international development role in rule of law;
  • Experience of sector wide approaches to rule of law, including experience working with all of the major actors of the justice and law enforcement sectors is required;
  • Experience on access to justice practices and policy making is required;
  • Demonstrated experience in supporting gender related initiatives 
  • Experience with UNDP’s procedures, rules and regulations desirable; 
  • High level planning, facilitation, communication and capacity development skills with a demonstrated ability to transfer knowledge and skills in complex institutional environment
  • Previous experience in Arab States and in conflict/post conflict contexts preferably with the UN / UNDP would be an advantage 
  • Proven ability to work effectively with people at all levels of an organization, maximizing coordination and cooperation.
  • Sound analytical skills in political, legal, social, cultural and other relevant issues.
Language Requirements:
  • Fluency in spoken and written English, Arabic is an asset.
