Job Description

Grants Management and Compliance:

  • Responsible for grant compliance for IRC’s 3MDG/Access to Health grants and other specific grants, providing grants compliance support and guidance to Programmes, Operations and Finance colleagues;
  • Ensure regular and effective grant review meetings, grant opening meetings and grant closing meetings and follow-up of key grant compliance and grant management actions for 3MDG/Access to Health Fund and other specific grants within portfolio;
  • Manage contracting and grant amendments for 3MDG/Access to Health Fund and other specific grants coordinating with in-country, regional and HQ colleagues through the IRC’s online tracking system (OTIS);
  • As requested by the SPDG Coordinator, serve as the focal point for post-award communication with donors and partners as appropriate;
  • Ensure all grant filing on OTIS, shared drive and hard copy is up to date for 3MDG/Access to Health Fund and other specific grants;
  • Update grants compliance guideline documents and stay up to date with all institutional donor guidelines, rules and regulations, and reporting templates;
  • Support quality control, finalisation and timely submission of quality narrative and financial donor reports; as required complete/write donor reports.

Capacity Building

  • Support efforts to build capacity of IRC staff and local sub-grantees/partners in grant compliance, grant management, proper record keeping and drafting quality and accurate program reports through mentoring and training for program and field staff.

Program Design & Proposal Development:

  • As required, support proposal development tasks in close collaboration with Senior Program Design and Grants Coordinator and Grants Officer.
  • Support various aspects of project start-up, during the transition between proposal to project implementation.

Other Tasks

  • At the request of the SPDG Coordinator, act as a liaison between IRC and its donors, partners, and/or headquarters;
  • Support strategic action plan delivery, BVA-related initiatives, SMPS and other key initiatives as required;
  • At the request of the Grants Manager and Senior Program Design and Grants Coordinator, take responsibility for miscellaneous projects not falling under responsibilities underlined in this job description.

Qualifications

  • Bachelor's degree in relevant discipline.
  • Three to five years’ work experience in grant or project management for relief or development programs. Previous experience with 3MDG or other multi-donor funding mechanisms, grant management highly regarded.
  • Demonstrated successful experience in donor reporting and compliance for key donors including e.g. 3MDG, LIFT, USAID, ECHO, EuropeAID, UNPFA, OFDA, UNOCHA.
  • Demonstrable understanding of project planning and management cycles.
  • Flexibility to adapt to changing requirements.
  • Demonstrable high-level performance management and team-working skills, with substantial experience in managing multiple grants.
  • Ability to work well under programmatic pressures.
  • Excellent computer skills, particularly in Word and Excel.
  • Excellent professional fluency in spoken and written English and Myanmar essential.

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
